2. Contract Title. Security System Maintenance Service, San Antonio, Texas
3. Background.
Defense Information Systems Agency (DISA) Computing Services (CS) datacenters provide routine and mission-critical computer processing resources and support to numerous Government agencies on a fee-for-service basis, 24 hours per day, 7 days a week.
DISA’s sites are access-controlled and monitored to provide operational and mission security for customer programs and equipment. Changes in operational requirements, on-going and changing security concerns and regulations, DISA transformation initiatives, and aging systems all require that
DISA continue to invest in maintaining modern, operational, secure access control systems at its facilities. Ongoing preventative and repair maintenance programs are essential to systems that are reliable and operate as designed. Modifications to the existing system may be required when operations dictate such, when equipment becomes outdated or obsolete, and when software systems are required by technology improvements or planned obsolescence of systems. Maintaining security systems that meet and exceed changing DISA security requirements is the goal of this agreement.
4. Objectives.
The existing security system equipment at San Antonio requires continuous maintenance to remain functional. This contract shall provide for the on-going maintenance of the site’s physical security program, provide urgent and emergency repair requirements, and maintain the existing overall security system.
5. Scope.
5.1. The Contractor shall provide hardware and software modifications & maintenance for Access Control System (ACS) and Closed Circuit Television (CCTV) equipment located at the DISA San Antonio facility. The Contractor shall also provide parts, labor, materials, tools, equipment, services and supervision required to maintain and monitor the current system.
Government-owned equipment is currently installed and operational at the site. All of the ACS, CCTV, associated equipment, and hardware such as magnetic balanced switches, electronic door strikes, panic/crash bars, push-to-exit buttons and RX switches, motion detectors, emergency backup batteries, control units, and control & power wiring for the system are also Government owned. This contract shall also service any secondary ACS system and upgrade and maintain the
CCTV system.

The Contractor shall provide semi- annual (or more frequent if necessary) Preventative Maintenance Services for the access control and closed circuit television camera system to include assembly/disassembly of door controls and equipment, maintenance and routine inspection of systems hardware, setup and organization of hardware and cabling, cleaning of all camera equipment, checking of all multiplexer and Digital Video Recorder (DVR) ports and cables, checking and testing of all batteries, checks/calibrations/adjustments on all door locksets and sensors, and review of site access control software setup and database(s) to ensure proper and efficient operation of all system components. Firmware releases to all system hardware released by the manufacturer shall be installed within a month of firmware release date (not necessarily coinciding with other annual maintenance services). Preventative maintenance shall include thorough cleaning, adjustments, services, and recommendations for support of exterior camera equipment.
Databases shall be backed up and stored in a secure offsite location at least quarterly, and shall be cleaned and optimized semi-annually by the Contractor.
6.1.1. Preventative maintenance shall include a Premium Software Support agreement with the ACS software manufacturer. The Contractor must be an authorized representative of the ACS software and must be fully trained and certified to operate and maintain the system. This Premium Software Support agreement shall include software patches and installation of such within one month of release (not necessarily coinciding with other scheduled maintenance services). The installation of these patches shall be fully tested on a non-critical test system to ensure that they are compatible with the STIGs on the operational hardware.
6.1.2. The Contractor shall provide semi-annual Preventative Maintenance Services for the CCTV system to include setup and organization of hardware and cabling, cleaning of all camera equipment, checking of all multiplexer and DVR ports and cables, checking and testing of all batteries, and alignment/tweaking of cameras for proper aperture, aim, and resolution. Preventative maintenance shall include thorough cleaning, adjustments, services, and recommendations for support of interior and exterior camera equipment.
6.1.3. The first Preventative Maintenance service shall be completed within sixty (60) days of contact award and again approximately every six months, as scheduled and coordinated with the site Security Manager. Semi-annually is defined as at least twice a year, generally approximately six months apart. This service shall be priced and invoiced only during the months it is actually performed.
6.1.4. Preventative Maintenance services shall include a complete review and certification of the correctness of established configuration management information related to the site’s security system.
6.1.5 Configuration Management (CM) services shall include production of updated records for installed equipment, equipment power sources, equipment operation and maintenance manuals, warranty information, and an up-to-date overlay of the security device locations and power/data communications cabling pathways on a (Government-provided) map of the facility. Overlay/map information shall be in AutoCAD 2006 or more recent .drawing format only, with the file(s) reverse compatible with AutoCAD 2006.
The Contractor shall develop a configuration management system for the integrated security system, to include a convention to name and label each device in each security subsystem. Labels shall be applied to controller enclosures reflecting the equipment that each enclosure supports.
All enclosures for power, communications, and control of security system elements shall be labeled as to purpose and what systems are routed through the enclosure. All enclosures in the facility shall be re-keyed as necessary to provide a labeled/managed keying system that accesses all security system enclosures. A single level of keying is allowable but not required.
This configuration management system shall be supported by an electronic organization tool (spreadsheet is acceptable) of the Contractor’s design that contains, at a minimum, equipment name, make, model, manufacturer, serial number if applicable, physically installed location, door or area supported, alarm modes, associated (linked) equipment, and capability information (for example, resolution and aperture of a camera, or mounting type and field-of-view for a Passive Infrared (PIR). This information may be stored in the integrated security system rather than a separate electronic tool, but must be able to be easily retrieved and saved in electronic (PDF or XLS) format (i.e., a full reporting function must exist).
The Contractor shall construct an AutoCAD overlay security layer for all security components in the supported facilities which shall include, at a minimum, equipment type, location, and label data.
Configuration management information shall be maintained in a secure non-public manner that protects the data from dissemination to parties without a specific need-to-know.
Deliverables for Preventative Maintenance Services
1. Service report on tasks performed, software and firmware releases to include Security Technical Implementation Guides (STIGs) installed, any findings relating to equipment condition and/or recommendations to improve the condition of the system.
