Questions from Indian Head Pre-Proposal Conference
1. QUESTION: Where in the T&E process are the requirements validated/verified with the user?
ANSWER: Joint Requirements Oversight Council (JROC) and/or Service operational sponsors validate during the Joint Capabilities Integration and Development System (JCIDS) staffing process.
2. QUESTION: Will there be sign-off on test case specifications by the user?
ANSWER: There is not a formal JITC policy to have the user formally sign off on test specifications; however it is good practice to coordinate the test plan and results with the user.
3. QUESTION: Will monthly reporting include EVM components?
ANSWER: No
4. QUESTION: Will TEP require WBS tied to EVM milestone?
ANSWER: No
5. QUESTION: Sample Task Order #1 – Purpose asks for a standard conformance test plan, but that is not a deliverable. The deliverable is an Interoperability test plan. Is this correct?
ANSWER: Reference question #12 from Consolidated Q&A’s Set # 3, 23 Feb 11.
6. QUESTION: Sample Task Order #6 – Requests to designate, by name, the contractor that will have access. Will the contractors provide these names after the award versus during evaluation of the Sample Task Order? This would give complete partiality to the incumbent. Suggest wording be changed to read all personnel must meet the qualifications without designating names.
ANSWER: Reference question #11 from Consolidated Q&A’s Set # 3, 23 Feb 11.
7. QUESTION: When does the 90 day phase-in period start and end for Overall Contract relative to contract Award and Contract start?
ANSWER: At award, the base period begins 90 days after the award, when the phase-in period is complete. Reference also question #17 from Consolidated Q&A’s Set # 3, 23 Feb 11.
8. QUESTION: Are copies of Section L, attachment 5 (past performance questionnaire cover letter) to be included in Volume IV?
ANSWER : No
9. QUESTION: Will you be giving us the attendee list?
ANSWER: It will be posted on FedBizOpps and the JITC website.
10. QUESTION: How many hard copies of each volume are required? Can binding instructions be deleted?
ANSWER: No hard copies other than the signature page are required. Binding instructions will be deleted.
11. QUESTION: Paragraph 7.4.2 Probably Subcontractors. States “submit a list of the proposed probable subcontractors”. Does this mean all subcontractors priced in the sample task and those that are not priced but will be used during the life of the prime contract?
ANSWER: Yes.
12. QUESTION: Will you be expanding the test beds once you are moved to Ft. Meade?
ANSWER : The new test bed space is already occupied.
13. QUESTION: What are the implementations time frames for JPAS and DAI integration?
ANSWER: DAI is still under development and an integration schedule with JPAS is not available at this time. The new version of JPAS will be implemented with the new contracts.
14. QUESTION: Is the room across from the wireless lab part of the test beds?
ANSWER: That room will not be used in the T&E MSS part of the requirement.
15. QUESTION: When will the move to Fort Meade be completed?
ANSWER: It is expected to be by the end of July 2011, prior to award of the contracts?
16. QUESTION: Do we expect loss of resources due to the move to Fort Meade? ANSWER: This information is not available at this time.
17. QUESTION: Does Eagle lab include all of the Sky 7 facility?
ANSWER: Yes, it refers to all labs in Sky 7.
