Consolidated Q&A’s Number 2 (Post Pre-solicitation Conference)

1. QUESTION Government Furnished Property: Section M.8.7 states the Government will provide the items listed as an attachment in Section J of the solicitation as Government Furnished Property (GFP), and then directs you to Section 11 and 12 of the PWS regarding GFP and contractor furnished items. Section 12.2 states the Government furnished property listed in Section J will be available to the contractor for use in performing the contract. Section J, Attachment 8, Government Furnished Property, has the parenthetical phrase, “(all posted separately on the JITC website-see Attachment 2 for info). However, there does not appear to be a list of GFP on the website.

Is there a specific list of GFP that should be included in the solicitation? Also, Table 2.2, Proposal Organization, states that Section H should be, “Government Furnished Property”. Please clarify that this section only requires a list of government furnished property, and not a Government Furnished Property plan.

ANSWER: GFP is listed in the Electronic Reading Room under Exhibits & Attachments. Documents are entitled:

J-a GFP Ft Huachuca

J-b GFP Indian Head

J-c GFP TEMC

J-d TEO GFP

Table 2.2, Section H is the listing of Government Furnished Property (GFP). The current GFP listing is provided in the Electronic Reading Room as stated above.

2. QUESTION Section L, Clause 52.222-46, Evaluation of Compensation for Professional Employees, requires a total compensation plan to be evaluated as a part of the proposal. Section M4.4, Sub-factor 2, Management Structure, appears to indicate that the compensation plan required by this clause should be included in the management section. Since compensation plans typically include sensitive, cost-related information, should this plan be included in the cost volume, with a summary to be provided in the management section?

ANSWER: The Compensation Plan should only be included in Volume II, Technical/Management.

3. QUESTION Clause 252.204-7007 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (52.204-8) ALTERNATE A, states the following:

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 541330.

(2) The small business size standard is $4.5 million.

Question: In order to facilitate small business participation, would the government consider expanding the NAICS codes to include 541511, 541611, 541690, 541990, and 541712, or include the exemption for Military and Aerospace Equipment and Military Weapons?

ANSWER: The NAICS code will be changed to Engineering Services (Military and Aerospace Equipment and Military Weapons) with a $27M size standard.

4. QUESTION Section 8.4 ,Small Business Subcontracting Plan/Small Business Participation Proposal, states the following:

“Pursuant to the requirements of FAR 52.219-24, each Offeror must provide, with its offer, targets, expressed as dollars and percentages of total contract value, for Small Disadvantaged Businesses (SDB) participation in any of the North American Industry Classification System (NAICS) Industry Subsectors as determined by the Department of Commerce. However, 8.4.1 Small Business Subcontracting Plan does not explicitly state the value basis the current required subcontracting goals should follow.

Does the government intend for the current required subcontracting goals listed in the Small Business Subcontracting Plan to be expressed as percentages of total subcontract value, or total contract value?

ANSWER: The Small Business Subcontracting Plan goals are expressed as a percentage of total planned subcontracting dollars.

5. QUESTION Section L, Clause 52.215-1 Alt. 1, Instructions to Offerors, requires information to be submitted. Where is this information to be included?

ANSWER: This information should be included in Volume VI, Contract Documentation.

6. QUESTION The description for Phase In indicates that the successfully bidder shall complete phase in activities and staffing in increments: 33% after month 1, 66% after month 2, and 100% after month 3. This implies that tasks will be awarded and started during the Phase In period.

Is this a correct assumption? If so, can the government provide an estimated volume of total tasks will be started in the Phase In period so we can properly scope the FFP effort?

ANSWER: During the Phase-in period, the Government will compete an anticipated 900+ tasks between the IDIQ awardees. Awards may be made during the phase-in period but actual performance would not begin until the Base Period is implemented.

7. QUESTION Should the offeror include 2 CD copies for the Volume III Factor 2 – Sample Task Order submission? Section L does not state a CD requirement for this volume.

ANSWER: Under Table 2.2 – Proposal Organization, each volume requires 2 CD copies. Sections under a Volume are to be included with the 2 CD copies for that Volume for example Volume II includes Sections A, B, C, D, and E and Volume III includes Sections A, B, C, D, E, and F.

8. QUESTION: Does the Government intend to award any of sample representative tasks with the IDIQ contract?

ANSWER: No awards will be made from the sample task orders.

9. QUESTION: The QCP, section 10.4 refers to a Service Summary. Please confirm the service summary for the QCP is Appendix C of the RFP.

ANSWER: Section 10.4 of the PWS states that the Service Summary items “establish performance thresholds and quality standards.” These thresholds and quality standards are in Appendix C, Acceptable Performance Levels and Standards.
