Circuit Parameters
A. Customer Premises Equipment (CPE) Requirement: Any and all Digital Service Units (DSUS), Customer Service Units (CSUS), Modulator/Demodulators (Modems), Network Termination Units (NTUS), or other CPE furnished by Telecommunication Provider (TP) for this service at termination location A and B shall be of a rack-mounted configuration and not a stand-alone configuration. In the event the TP does not have existing powered rack space and/or available card slots in CPE cages, chassis, or nests, the TP shall provide and install all racks and/or CPE Cages, Chassis, or nests required to support this service. Charges for hardware and associated installation are to be included in the TP’s non-recurring charge for this service.
All TP provided racks and/or CPE cages, chassis, or nests installed to support this service shall be utilized exclusively for telecommunication services contracted by a DITCO contracting office.
B. Network Operation Center: The TP shall have a network operations center (NOC) located in Europe or Asia that can respond to trouble calls on an immediate basis, 24 hours a day, 365 days a year. The service provider shall have technicians who are able to read, write, and speak English fluently. The TP NOC shall have circuit visibility to assist in any circuit outages; the TP may use the embedded operations channel of the network termination device.
C. Restoral/Maintenance: 24/7: TP shall provide 24 hour a day/7 day a week service restoral and maintenance. The TP restoral/maintenance shall be initiated within 1 hour of receipt of Government outage report, including after duty hours, weekends, and holidays.
Maximum time to repair shall be 8 hours, including after duty hours, weekends and holidays. TP installation and restoral/maintenance personnel that have direct interface with Government personnel at service locations must understand, speak, and write English.
D. Circuit Performance: Monthly availability must be 98.5% or greater for unprotected services and have a frame loss ratio of < .01% and Jitter < 3ms. Latency measured round-trip, will be according to the following guidelines:
Within country: less than 25ms;
Within Europe: less than 75ms;
Outside Europe: less than 150ms.
E. Minimum technical specifications:
1. Ethernet frame: 6000 MTU.
2. TP must maintain operations, maintenance and administration monitoring of ethernet circuit IAW ITU- T-Y.1564.
3. Committed information rate (CIR): one gigabit.
4. Any APS switchover shall take less than 50 milliseconds.
ACCEPTABLE CONTRACTOR/TP RESPONSE: “UNDERSTAND, WILL COMPLY”.
