QUESTIONS/ANSWERS
ATTACHMENT E: QUESTIONS/ANSWERS AMENDMENT 0002
Question #1: Please confirm that it is enough to submit the proposal to the 3 email address you provided (Erica.g.potthast.civ@mail.mil, Angelina.hutson.civ@mail.mil, Disa.stuttgart.ditco.mbx.pl512@mail.mil) so we don't have to submit either hard copy or electronic copy to DITCO or anybody else.
Answer #1: Yes.
Question #2: Can you postpone the submission day by 1 or 2 days as we understand we have to submit it on Monday 10 AM Europe Time.
Answer #2: Since the current contract expires in September, the Government is unable to grant an extension.
Question #3: Respectfully request an extension of the proposal due date from Monday, July 14, 2014 1000 Central European Time to Monday, July 28, 2014 1000 Central European Time.
Answer #3: Since the current contract expires in September, the Government is unable to grant an extension.

QUESTIONS/ANSWERS AMENDMENT 0001
Question #1: Will the Government provide the name of the incumbent for this opportunity?
Answer #1: The incumbent is Media Broadcast.
Question #2: In order to properly develop teleport options for this solution, can you please provide the downlink EIRP for IS 10-02 C Band that supports the existing solution?
Answer #2: The downlink EIRP FOR IS 10-02 (AFN Transponder) is well over 32 dBW covering the global beam. A measurement of the following locations indicates;
State of Rhineland Pfalz Germany: EIRP @ E/S: 34.1 dBW
Veneto Region Italy: EIRP @ E/S: 34.3 dBW * (Current Location for Intelsat
10-02 Receive Antenna at Longare (VI) Italy)
Campania Region Italy: EIRP @ E/S: 34.5 dBW
Island of Crete Greece: EIRP @ E/S: 34.5 dBW
Province of Cadiz Spain: EIRP @ E/S: 34.8 dBW
Mildenhall, England UK: EIRP @ E/S: 34.0 dBW
Question #3: Is a satellite at 9 degrees East the only orbital position that would not require repoint?
Answer #3: Yes - A repoint will be required if the satellite is more than +/- 1 degree from the existing Orbital position.
Question #4: Do you envision any solution between 9-13 degrees East supporting “no dish repointing”?
Answer #4: A very slight adjustment of no more than a ¼ to ½ inch adjustment may be required for 60 cm and 80 cm antennae. Background: When AFN moved from Hotbird @ 13 deg to Eurobird 9A it required a move of ¼ to ½ inch depending how far north the customer was located north of the equator.
Question #5: In the PWS under 6.8 Task 9 and 6.10 task 10 you discuss moving satellite equipment and that implies the contractor would be responsible for some element of moves/changes for individual DTH customers. Would you please clarify?
Answer #5: This is an optional CLIN that could be exercised (if the Government requests it) to install a new or relocate an existing satellite terminal required to receive
AFN Programming as stated in the PWS. These CLINS would be exercised for equipment at locations that are under US Government control, not for private residential installations or relocations. As of this date, there are no current plans to install new satellite dishes or to re-locate existing satellite terminals.
Question #6: What is the evaluation criteria for this solicitation? Is it best value or LTPA?
Answer #6: The evaluation criteria is stated in Section M of the solicitation. This is Lowest Price Technically Acceptable.
Question #7: If we were to nominate a satellite that was outside the 9-13 degree orbital position and it was of significantly better value to the government would you consider it as a viable alternative?
Answer #7: No, a significantly better value to the government outside the 9-13 degree orbital position will not be considered. The Government requirements for satellite service between 9-13 degree orbital slot is based on providing downlink to several thousand downlink sites located throughout Europe, the Middle East and Southwest Asia with little or no technical assistance. Many of these sites are located in geographically isolated places, combat and high threat areas.
Question #8: PWS 6.1.2 Subtask 2 requires 36 MHz interference free, fully protected, non-pre-emptible transponder(s).
In the (standard) protection level “non preemptible, non restorable” the satellite operator will try to provide restoration of the space segment by using internal redundancy on the satellite or by providing capacity on another satellite on a best effort basis without contractual commitment.
PWS 6.4 Task 4 (Restoral Service) requires restoral capabilities of any part of the service including space segment.
According to this requirement a transponder in protection level “non preemptible, restorable” has to be offered, which means that restoration capacity on a separate satellite has to be made available as a contractual commitment in case of failure of the primary satellite.
This protection level significantly increases the cost of the space segment and might need a repointing of the receive antennas to the restoration satellite.
a) Please clarify, if this understanding of the requirement PWS 6.4 Task 4 is correct.
b) If so, please indicate, if the extra cost of the restoration for the space segment can be indicated separately in the price sheet under Item 001.
Answer #8: From PWS 6.1.2 Subtask 2 - AFN Europe Satellite Service and Coverage
Requirements. The contractor shall provide 36 MHz interference free, fully protected, non-pre-emptible transponder(s) satellite coverage sufficient to ensure not less than 1 dB of rain fade margin to the existing Ku-Band downlink footprint or an identical footprint to the existing Ku-Band satellite. The proposed satellite solution must be positioned at 9 degrees East Longitude geostationary orbit or no more than the 13 degrees East Longitude geostationary orbital slot to minimize any repointing of satellite antenna to the over 325,000 existing DTH customers. The DTH-Europe coverage area is defined as the existing satellite footprint to include the Azores, United Kingdom, State of Qatar, Afghanistan and the European Union.
a.) The term "fully protected" requires the transponder and satellite provided by the vendor to be fully backed-up with another transponder and satellite capacity matching the required specifications in case the primary transponder and/or satellite fail(s). The backup/restoral satellite transponder and satellite capacity shall be available within six hours after it has been determined by the contractor that the primary transponder and/or satellite has failed. The backup/restoral transponder and satellite capacity shall meet the same specifications as for the primary satellite capacity.
b.) Cost should be included in existing proposed CLIN structure.
Question #9: The proposal shall be submitted no later 14 July 2014 via electronic mail following the RFP, page 3.
Following Par. 2.1.6 (Communications) and FAR 2.101 and FAR 3.104 we understand that a Public Key Infrastructure (PKI) from an External Certification Authority (ECA) is necessary to upload the proposal.
This is requirement is new for us and we started the ECA Certificate Enrollment. We have an own PKI but no ECA (DoD). As a Notary Acknowledgement followed by postal mail exchange with the US, California is necessary within this process it appears to be too late for a proposal upload until 14 July.
We would kindly ask you for options in regard of the proposal delivery to DITCO-E in case authorized PKI and ECA are not available until 14 July?
Answer #9: The preferred method of submission is via electronic mail. However, one hard copy of the proposal can be submitted via mail. See updated Section L Instructions for Offerors-Commercial Items Para 2.2 and Para 2.3.
