About this file
This document is a Questions and Answers (Q&A) file for a Defense Information Systems Agency (DISA) audio/visual (A/V) system replacement project. The project involves replacing existing A/V equipment in Rooms 228, 229, and 237, with most major equipment being furnished by the Government. Key details include: continuous contractor access to rooms is contingent on having at least a Secret clearance, work hours are Monday through Friday 0700-1530 HST, and the period of performance is 12 months, though full duration is not expected to be required. The existing system uses an AMX control system which will be replaced with an Extron system, and some existing equipment like the video wall, LED signs, and speakers will be reused.
The contractor will be responsible for installing new 44U, 36" deep floor-standing equipment cabinets, replacing existing cabinets in the same wall-space, and installing new 75" monitors without touch-screen functionality. Testing and acceptance will occur only upon final completion, with deficiencies expected to be corrected within 24 hours. Invoicing will be monthly based on level of effort/progress. A site visit is permitted during the week of August 11-15, provided contractors have appropriate security clearance and submit a Visit Authorization Request (VAR) to the specified SMO code. The solicitation maintains a strict five-page limit for the technical proposal.

Question No. Question/Comment Response
Can you provide a detailed inventory (make/model) of existing equipment and what of that equipment needs to be removed?
Does the AV contractor need to remove it or is it just being provided back to the Government for disposal?
There is no detailed inventory of the existing equipment that needs to be removed, but attached is a rack elevation of the equipment in existing cabinets (Attachment 5). The removed equipment will be provided back to the Government to be used as spares for other A/V systems. The existing equipment cabinets that are removed need to be transported to DLA by the Contractor.
2 Is there any existing hardware that should be reused? Yes, the existing video wall, LED signs and speakers will be reused.
3 Are as-built drawings of the current system available? Yes
Is any existing control system hardware (e.g., processors, touch panels) to remain? If so, what is the existing control system platform (e.g., Crestron, AMX, Extron)?
Do you have the current uncompiled code?
The existing control system is an AMX system. However, with the tech refresh the AMX system will be replaced with an Extron system. The Government will be working on Extron code for this project.
5 What are the size requirements for the new equipment cabinets (e.g., 42U, floor-standing)?
44U, 36" deep, floor-standing, bolted to true floor (provided by the Government)
6 Are touch capabilities required like with the old Smartboards? No
7 Is there an existing video conferencing platform (Zoom, Teams, VTC) the cameras need to integrate with? No
8 What are the make/model/specs of the LED signs and how many are required? 7 each Pro-Lite PL-M2014RV6 are existing and will be reused.
9 Is conduit or cable tray available between rooms for routing?
There are cable trays under the false floor. The cameras are ceiling mounted and there are no cable trays in the false ceiling, but using J-hooks or tie wraps to keep the cabling off the ceiling tiles is sufficient.
The PWS indicates a 12-month Period of Performance.
Does the Government anticipate that the full 12 months will be required for completion, or is a shorter duration expected once access is granted?
No, full 12 months should not be required once access is granted.
Our understanding is that the Government will furnish all major new A/V equipment, cabinets, cables, and displays, and that CLIN 0002 is intended only to cover incidental materials and supplies (e.g., tools, connectors, and cabling consumables) required for installation. Can you please confirm that this is correct?
Yes, that is correct. Please see attached equipment list (Attachment 4) the Government will furnish.
Will the contractor have continuous access to Rooms 228, 229, and 237 for the duration of the project, or will access be phased/limited based on Government schedule and security requirements?
Continuous access to Rooms 228, 229, and 237 will be available during the duration of the project provided all contractors have at least a Secret clearance.
Will testing and acceptance of the new system occur in phases (per subtask) or only upon final completion? Only upon final completion.
Under the QASP, what constitutes a “reasonable amount of time” for correction of deficiencies identified during Government testing?
Deficiencies should be corrected within 24 hours.
Will partial invoicing be structured around milestone completion (e.g., cabinet installation, display installation) or permitted monthly based on level of effort/progress?
Monthly, based on level of effort/progress.
16 “PWS - #3 Background” – Can DISA clarify if existing AV systems are currently operational? Yes, the existing A/V system is currently operational.
“PWS – 6.1 Task #1” – Can DISA clarify additional “AV Equipment” such as Projectors, Projector Screens, Microphones, Speakers, Processors, Decoder/Encoders, etc. are not intended to be part of the “replace AV system” scope?
