2. Contract Title. Defense Information Systems Agency Pacific (DISA PAC) Auditorium Soundproof Wall Partition Slider Replacement
3. Background.
DISA PAC requires new structural auditorium dividers with a sound proof capability in order to divide the current conference room and provide a space where each side can be used simultaneously without interruption from noise disturbance. This will increase our ability to maximize the space for future training and conference opportunities.
4. Objectives: Replacement of existing partitions in DISA PAC’s Auditorium, Room 155, in Building 77 at 477 Essex Street on Ford Island, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii 96860.
5. Scope. Replacement of existing partitions in DISA PAC’s Auditorium, Room 155, in Building 77 at 477 Essex Street on Ford Island, JBPHH, Hawaii 96860 to include:
Purchase and install two (2) new soundproof accordion walls/partitions (on sliding ceiling tracks).
Provide commercially available, standard 2-year manufacturer’s warranty on the partitions Provide 1-year warranty on incidental installation services Remove and ensure proper disposal of existing divider(s) Clean-up of site
6. Performance Requirements.
6.1 Task 1 – Removal and Disposal of Existing Divider(s)
6.1.1 Subtask 1 – Removal. Provide all planning, necessary tools, equipment, labor, and required materials to remove the existing divider set to include the locking mechanisms, ensuring not to damage the integrity of the existing wall structure on the interior or exterior of the facility.
6.1.2 Subtask 2 – Disposal. Provide all planning, necessary tools, equipment, labor, and required materials to dispose of the existing divider(s) and incidental hardware. The contractor shall be responsible for loading and transporting all debris generated from the removal of the dividers from DISA PAC. The contractor shall be responsible for disposing of the divider(s) and incidental hardware in any way they see fit in accordance with the local laws and regulations.
6.2 Task 2 – Procure and Install New Dividers
6.2.1 Subtask 1 – Procure and Install New Dividers.
Provide all planning, necessary tools, equipment, labor, and required materials to procure and install two (2) new soundproof auditorium divider(s).
Both divider(s) must be soundproof, on sliding ceiling tracks, and include door opening with locking function.
Attached diagram show the Auditorium divided into sections A and B.
The main divider divides the room in half just above the number “153” on the diagram. Dimensions:
approximately 42’ 4” wide x 8’ 11” high. The accordion wall must be able to collapse to one side of the room and have a standard size door (36 Inches wide x 80 inches tall) that swings open to allow access to both sides of the room in panel. STC Rating of 52.
The second new divider is located behind the TV screens in the room (not pictured but would be just above the number “155A” on the attached diagram) with partition opening in the middle.
Divider shall be installed behind lower ceiling beam and flush with higher ceiling level (acoustical ceiling tile) Dimensions: approximately 22 ft 1-inch-wide x 7 ft 8 inches high.
Contractor shall be responsible for minimizing impact of existing cables currently in ceiling.
The contractor shall be responsible for loading and transporting all debris generated from the installation of the new dividers to/from DISA PAC.
The contractor shall be responsible for disposing of the divider(s) and incidental hardware in any way they see fit in accordance with the local laws and regulations Perform function test to ensure all clearances and gaps are in a reasonable tolerances and doors open, close, latch, and lock without excessive force.
6.2.2 Subtask 2 – Warranties.
The contractor shall provide commercially available, standard 2-year manufacturer’s warranty on the partitions.
The contractor shall provide a 1-year warranty on incidental installation services.
The contractor shall provide contact service information and warranty forms.
6.3 General Requirements.
The following general requirements apply to all tasks within this PWS:

Fri The Government will not provide any equipment, fuel, personnel, utilities, or facilities to the contractor for the execution of the contract.
Should an emergency arise, only the necessary basic lifesaving life support measures will be provided during the emergency.

10. Required Completion Date. Six (6) months after date of contract award. On-site work shall not exceed eight (8) business days. Start date to be coordinated with the Government POCs listed in paragraph 1 upon receipt of materials.
11. Security Requirements.
The contractor shall coordinate all on-site work with Government POCs at least 72 hours prior to requiring any site access. Contractor personnel without security clearances performing any task under this PWS must be escorted by Government personnel who are cleared.

11.1 Facility Security Clearance. N/A - The work to be performed under this contract does not require clearance.
11.2 Security Clearance and Information Technology (IT) Level. All personnel performing on or supporting a DISA contract in any way shall be U.S. citizens. The work to be performed under this contract does not require contractor personnel to possess security clearances.
11.3 Visit Authorization Letters (VAL). Visit requests shall be processed and verified Defense Information System Security (DISS) to SMO DKASAA. DISS visits for contracts/orders are identified as “Other” or “TAD/TDY” and will include the Contract/Order Number of the contract/order in the Additional Information section. Contractors that do not have access to DISS may submit visit authorizations by e-mail from Facility Security Officer in a password protected .pdf to the Contracting Officer Representative (COR) or Alternate COR specified in Section 1.0.
If DISS is not available, the VAL must contain the following information on company letterhead

11.5 Information Security and other miscellaneous requirements.
11.5.1 Contractor personnel shall comply with all local security requirements including entry and exit control for personnel and property at the government facility.
11.5.2 Contractor employees shall be required to comply with all Government security regulations and requirements.
Initial and periodic safety and security training and briefings will be provided by Government security personnel.
Failure to comply with Government security regulations and requirements shall require the company to provide the Government with a written remediation/corrective action plan; furthermore, failure to comply with such requirements can be cause for removal and the contractor will not be able to provide service on this contract/order.
11.5.3 Contractor employees with an incident report in DISS who have had their access to classified suspended will not be permitted to fill positions requiring access to classified information on a DISA contract/order.
11.5.4 The Contractor shall not divulge any information, classified or unclassified, about DoD files, data processing activities or functions, user identifications, passwords, or any other knowledge that may be gained, to anyone who is not authorized to have access to such information. The Contractor shall observe and comply with the security provisions in effect at the DoD facility. Identification shall be worn and displayed as required.
11.5.5 DISA retains the right to request removal of contractor personnel regardless of prior clearance or adjudication status, whose actions, while assigned to this contract, clearly conflict with the interest of the Government.
12. Government Furnished Property (GFP)/Government-Furnished Equipment (GFE)/ Government-Furnished Information (GFI).
None. The U.S. Government will not provide any equipment, fuel, utilities, or facilities to the contractor for the execution of this contract.
