2. Contract Title. High-resolution video surveillance system (VSS) and video intercom buzzer with door release.

3. Background. Navy Medicine Readiness and Training Command-Pearl Harbor (NMRTC-PH) provides outpatient healthcare services for over 18,000 active duty naval personnel and 37,000 family members based on the Island of Oahu, Hawaii. NMRTC-PH is comprised of two large clinics, Branch Health Clinic Makalapa at Pearl Harbor and Branch Health Clinic Kaneohe Bay at Marine Corps Base Hawaii, Kaneohe Bay, and smaller clinics Branch Health Clinic Shipyard, Branch Health Clinic Camp Smith and Branch Health Clinic Wahiawa. A new Branch Health Clinic Kaneohe Bay at Marine Corps Base Hawaii is expected to come online early 2020 to include a VSS in the pharmacy. Makalapa clinic currently does not have a VSS as part of the layered security system required for the operations within the pharmacy in accordance with Operations Navy Instruction 5530 series and the Manual of the Medical Department, Chapter 21. This was identified during the Navy Medicine Forces Pacific (NMFP) Medical Inspector General Focus Assist Visit (MEDIG-FAV). Additionally, due to recent events involving a potential threat to the staff located in the Mental Health/ Substance Abuse Rehabilitation Program (SARP) clinic, the need for a high-resolution video surveillance system that includes an intercom buzzer with door release is paramount in identifying that the patients entering the facility are those who do have an appointment and a need to be there.

4. Objectives. NMRTC-PH seeks a vendor to provide the following for a performance period of 60 days due to having a scheduled MEDIG-FAV in August 2020. Contractor must provide an annual maintenance plan for a period of five (5) years to include the first-year installation warranty.

4.1 Provide and install a complete and usable high resolution VSS capable of digital video recording and a storage capability of 90 days onsite to provide accountability and forensic evidence for the Branch Health Clinic Makalapa Pharmacy, Bldg 1407.

4.2. Install a standalone monitoring station in the provided workspace for viewing.

4.3. Install a video intercom system with door release switch on the SARP clinic, bldg. 1535.

4.4 Provide scheduled maintenance inspections during the maintenance coverage period. This includes applying firmware releases, software updates, and security patches.

4.5. Provide training sessions consisting of a user and administrator training class.

4.6 Conduct a Performance Verification Test (PVT) for each installed system upon completion of installation for each building.

5. Scope. The Contractor will provide a complete and usable high resolution VSS (minimum 16 cameras), motion sensor VSS to include an onsite 90-day video storage capacity for review and investigations purposes. This installation includes all required utility connections completed professionally and coordinated with building managers and base facilities as required. Cameras will be placed in a manner to view all entrance and exit doors, storage shelves, distribution windows, narcotics vault, and narcotics distribution station. System will include a stand-alone workstation for viewing and monitoring of the cameras and to access stored footage. Contractor will also provide a 5-year preventative and emergency maintenance plan for NMRTC-PH.

Contractor will also provide and install a video intercom buzzer station with a remote door release in the Substance Abuse Rehabilitation Program Clinic (SARP). System will include a video door buzzer with a monitoring station located at the front desk of the SARP clinic for viewing of the patients checking in. Contractor will also install a door release allowing the staff to unlock the door after verification of the patient for admittance.

The contractor shall provide all necessary equipment, labor, and tools required to provide and install the requirements set forth herein. The contractor shall be responsible for providing and installing all miscellaneous ancillary hardware not explicitly specified as required for a complete and fully operational system.

The system shall be non-proprietary and shall be available through multiple distribution channels. Systems/components that are commercially available shall be accepted.

6. Performance Requirements.

6.1. Cameras

The contractor shall purchases and install a fifteen (15) dome cameras and one (1) 360 degree panoramic camera as part of a VSS capable of recording and storing 90 days’ worth of video footage in the Makalapa Pharmacy, Bldg. 1407. Installation to also include in-ceiling/surface mounting kits.

6.2. Monitoring Station

Contractor shall purchase and install a standalone monitoring station in the provided workspace for viewing. Monitoring station will have a 43” LED full HD Smart TV with 1080P resolution and the capability of viewing all sixteen (16) cameras at once or selecting specific cameras to view. TV shall include wall mounting kit and installation. Contractor will also install a workstation consisting of a 24” monitor and tower with capabilities to store footage for a minimum of 90 days.

6.3. Video Intercom system

Contractor shall purchase and install a video intercom system with door release switch and external signaling relay at the SARP clinic, bldg. 1535. The Video station shall include a Aiphone desk mount stand, part # MCW-S/A or equal to allow the station to be elevated for easier viewing.

6.4 Preventative Maintenance

Provide scheduled maintenance inspections during the maintenance coverage period. This includes applying firmware releases, software updates, and security patches. The contractor shall furnish a point of contact (POC) to receive warranty repair work. POC shall be available and able to be contacted on a 24 hours basis 7 days week. The contractor shall provide a local telephone number where the contractor can be notified or contacted. Answering services and recordings are not sufficient for this purpose. The contractor shall provide repair service within 48 hours or less after receiving telephone or email notification. The contractor shall provide working equipment to replace defective items removed for warranty repair. Timely services must be provided. Standard service hours are from 7:30 AM to 4:30 PM, Monday through Friday, Federal holidays excluded. In the event that an item is repaired or replaced under warranty, the contractor shall provide the item serial number and type of equipment repaired or replaced to the COR upon completion of work.

6.4.1 The contractor shall provide for the repair or replacement of defective items discovered for a minimum of one (1) year after acceptance. The contractor shall provide an additional 4 year annual preventative maintenance plan after the expiration of the 1 year installation warranty. Preventative maintenance shall include, but not limited to, physical on-site service of the Video Surveillance System to clean cameras, refocus and adjust fields of view, provide updated annual refresher training to the Pharmacy and Security Staff, and upgrade firmware on system hardware.

6.4.2 Respond to trouble requests during normal business hours as follows:

a. Less than or equal to two (2) hour initial response time for emergencies to be fulfilled during initial warranty year and throughout additional four (4) year options.

b. Less than or equal to next business day initial response time for routine to be fulfilled during initial warranty year and throughout additional four (4) year options.

6.5 Training

The contractor shall provide training sessions consisting of a user and administrator training class. The training plan must be approved by the COR prior to execution of training. Training shall be conducted within ten (10) days of the final inspection of the VSS.

Training sessions shall be provided to train personnel in all aspects of the operation and shall include corrective and preventive maintenance of the equipment. Instruction manual/material shall be provided by the contractor to allow operating personnel to train additional personnel at a later date. Each session shall include instructions utilizing “hands on”. At a minimum, training shall cover the following topics:

a. Reviewing, saving, and archiving video files.

b. Changing and selecting camera and multi-screen views.

c. General user and administrator functions on the CCTV system.

d. Remote network operations

e. Simulate a power outage and bring system back to full operation.

f. Operator level training that covers system configuration and general operating procedures.

g. System backup and recovery procedures.

h. Burning of CD’s, and backing up to USB flash drive for evidentiary purposes.

i. Technical support information and procedures.

j. Maintenance training for day to day maintenance of the system and basic repairs.

6.6. Inspection and Acceptance

Upon completion of installation for each building, the contractor shall conduct a Performance Verification Test (PVT) for each installed system with the GPOC, who will determine if each system is operational and complete IAW this PWS. The GPOC will accept each building upon completion of the PVT, delivery of the Technical Data Package, and Training.

6.6.1 Performance Verification Test: The Performance Verification Test will be conducted during final inspection and acceptance of each building. The COR will witness all performance verification testing. The contractor shall calibrate and test all equipment and verify operation. In addition, the contractor shall make a master video recording showing typical day and night views of each camera in the system and shall deliver the recording to the COR. The recording shall be made for each building’s system and shall be recorded using the video recorder installed as part of the CCTV system. Disks for recording will be supplied by the COR. The testing shall as a minimum include:

1. Verification that the video transmission system and any signal or control cabling have been installed, tested, and is functioning properly.

2. When the system includes remote control/monitoring stations or remote switch panels, verification that the remote devices are functional.

3. Verification that the switcher is fully functional and that the switcher software has been programmed as needed for the site configuration.

4. Verification that switcher software is functioning correctly. All software functions shall be exercised.

5. Verification that the video system is functioning correctly.

6. Operation of all electrical and mechanical switcher controls and verification that the control performs the designed function.

7. Verification that all video signals are terminated properly.

8. Verification that all cameras are aimed and focused properly. The contractor shall conduct a walk test of the area covered by each camera to verify the field of view.

9. Verification that all cameras are synchronized and that the picture does not roll when cameras are switched.

10. When pan/tilt mounts are used in the system, verification that the limit stops have been set correctly.

11. Verification of all controls for pan/tilt or zoom mechanisms are operative and that the controls perform the desired function. If preposition controls are used, verification that all home positions have been set correctly, and have been tested for auto home function and correct home position.

12. When dome camera mounts are used in the system, verify that all preset positions are correct and that the dome also operates correctly in a manual control mode.

6.6.2 Material Submittals.

6.6.2.1 Technical Data Package. The contractor shall submit technical data package within seven (7) calendar days after the completion of each building work. A technical data package shall be given to the COR for each building upon completion of installation and final acceptance by the government. Each technical data package shall consist of the following, System block diagram:

a. CCTV system console installation, block diagrams, and wiring diagrams.

b. Security center CCTV equipment installation, interconnection with console equipment, block diagrams and wiring diagrams.

c. Remote control/monitoring station installation, interconnection to security center including block diagrams and wiring diagrams.

d. Camera wiring and installation drawings.

e. Pan/tilt mount wiring and installation drawings.

f. Interconnection with video signal transmission system, block diagrams and wiring diagrams.

6.6.2.2 Manufacturers' Data: The data package shall include manufacturers' data for all materials and equipment and security center equipment provided under this contract. The data package shall consist of serial numbers of all equipment installed by building number and location.

7. Performance Standards.

7.1 The Contractor shall be responsible for implementing and maintaining a Quality Control Plan (QCP) that identifies and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance and a copy of QCP shall be provided to the Technical Point of Contact (TPOC) if requested.

7.1.1 The QCP shall outline the Contractor's plan to ensure the quality of deliverables as outlined in this PWS. The QCP shall address what will be reviewed and shall outline actions to be taken by the Contractor, should the review(s) identify areas requiring remedial action

7.1.2 The Contractor shall keep records of any inspections and corrective actions taken, as outlined in the QCP and shall make such records available to the TPOC upon request.

7.2 Periodic Progress Meetings: The TPOC and/or other Government personnel, as appropriate, may meet with the Contractor to review the Contractor's performance. At this meeting(s) the TPOC will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government

9. Place of Performance. Performance Locations will be as follows.

b. Branch Health Clinic Makalapa SARP, B1535, Makalapa Drive, JBPHH HI

10. Period of Performance. Install time of 2 months with 1 year base and 4 options maintenance plan.

11. Security Requirements. This requirement does not require a security clearance level and clearance granted by the Defense Security Service (DSS). Should Contractor personnel receive or suspect that they have learned of classified information beyond their level of clearance, the Contractor shall identify and immediately report suspicions to the TPOC.

12. Government Furnished Property (GFP)/Government-Furnished Equipment (GFE)/ Government-Furnished Information (GFI). N/A Contractor will furnish all required equipment and materials for job.

13. Other Pertinent Information or Special Considerations.

13.1 Contractor Qualifications/Requirements.

13.1.1 The Contractor shall be an Original Equipment Manufacturer (OEM) factory trained and authorized technical service provider.

13.1.2 In accordance with current Department of Defense and Homeland Security requirements, performance of all work under this contract is restricted to US citizens and US nationals only. The Contractor shall provide proof of this requirement upon request of the TPOC.

13.2 Confidentiality: This project, all materials provided to the Contractor by the Government, test results, conclusions and recommendations obtained thereof from the Contractor shall be considered Government property. The information shall not be disclosed, copied, modified, used (except to fulfill contract requirements) or otherwise disseminated to any other person or entity at any time to include, but not limited to, inclusion in any database external to the Government without the Governments express consent.

13.3 SARP Clinic Working Hours: Regular working hours shall consist of an eight (8) hour period, between 7:30 AM (0730) and 4:30 PM (1630) Monday through Friday, excluding Federal holidays and weekends.

Makalapa Pharmacy Working Hours: Regular working hours shall consist of an eight (8) hour period, between 4:30 PM (1630) and 12:30 AM (0030) Monday through Friday and 7:30 AM (0730) through 4:30 PM (1630) on weekends, excluding Federal holidays. Work may be conducted during normal business with approval from the pharmacy department head and physical security officer.

13.4 Federal Holidays

If the federal holiday falls on a Saturday, the holiday is observed on the preceding Friday. If the federal holiday falls on a Sunday, the holiday is observed on the following Monday.

13.5 During all hours of operation, all Contractor personnel shall wear pictured identification cards that identify the employee's name and the Contractor's business name, plainly visible in the upper chest area. Any special Government badges provided shall be worn and visible. All Contractor employees shall present a neat and clean appearance in accordance with generally accepted standards. The work leader shall be able to proficiently speak, read, write and understand English.

13.6 The Contractor shall not employ Government personnel (military or civilian) for performance of any work described in this PWS.

13.7 The Government reserves the right to direct the removal of any of the Contractor's personnel for misconduct or security reasons. Removal of the Contractor's employee(s) for reasons stated above does not relieve the Contractor from the PWS performance requirements.
