About this file
This document contains questions and responses related to a Request for Proposals from the Air Force Technical Applications Center for telecommunications and network services. The services required include providing long haul communications between remote seismic monitoring locations lacking power and cellular access, and AFTAC's United States National Data Center at Patrick Air Force Base in Florida. The network must transmit seismic, voice, and file data and have the ability to route data to AFTAC's alternate data center at Naval Support Activity Mid-South in Tennessee when the primary location is unavailable. Proposals are due by March 19, 2024 with any questions due by February 29, 2024. The document provides clarification that file size limits apply to the technical volume, an editable version of the DD254 form is available, and pricing information should be included in Volume III rather than Volume II.

| # | Document | Section/Page | Industry Questions | Government Response | ||
| 1 | Are the “seismic monitoring locations” in areas where there is not power and no cellular service? We have an LTE router that transmits data over cellular. Could this work? | Several locations are where there is no power and no cellular, which is the main reason satellite services are requested as part of this requirement. It is possible LTE router over cellular could work at some locations. | ||||
| 2 | RFP | Pg. 343; Addendum to 52.212-1(b) | We are not able to open the DD254 to enter our required information (Prime and Sub info needs to be added), and we believe the issue is that the Government has already signed it and once that occurs, the file is locked. Can the Government please provide an unsigned/editable version of the DD254? | An editable DD254 is provided with Amendment 01. | ||
| 3 | RFP | (vii) Proposal Organization, (B) Volume II - Technical/Management | The RFP states The file size of each document shall not exceed 2MB. Further down in (C) Volume III - Price it states that the document shall not exceed 20MB. Please confirm that the Tech/Mgmt Volume size limitation is 20MB. 2MB is too small for the 50 page Technical/Management Volume especially with any graphics. | The RFP has been updated to state, "The file size of each document shall not exceed 20MB" | ||
| 4 | RFP | (vi) | Electronic Offers. | The RFP states that 'The offeror shall submit volumes I through IV in electronic format via email and must include “Source Selection Information – See FAR 2.101 & 3.104” in the Subject line. Each volume shall be a separate file.' Since the Cost Volume will technically be two files; one Excel and one Word; and the Contracts Volume will be 2 or more files, please consider revising the instructions to say that 'each volume shall be submitted in separate emails with the email size not to exceed 20MB. | Per the response above, the file size was revised to 20MB. | |
| 5 | RFP | (vii) Proposal Organization, (B) Volume II - Technical/Management | The RFP states that 'The technical portion of the proposal is to be submitted as a Microsoft (MS) Word 2007 or newer file.' Please consider allowing the file to be submitted as either MS Word or a pdf document. The same should be stated for the Volume I Executive Summary, the Volume III Price narrative, and the Volume IV Contract Documentation. The RFP is silent witih regards to the submittal format of Volume I, III, and IV. The pdf ensures nothing is lost in formatting, etc. | There is no preference for format of Volumes I, III and IV. However, it is preferred Volume II be submitted in the format as stated in the RFP. | ||
| 6 | RFP | (vii) Proposal Organization, (C) Volume III -Price | The RFP states that "Under no circumstances shall the information and documentation from the Price Volume be included elsewhere in the proposal other than Volume | |||
| II, Price Volume and Volume IV, Contract Documentation, which includes CLIN pricing". Please confirm that it should be Volume III and not Volume II which is Technical/Management. | Concur. The RFP has been updated to reference Volume III. |
