| # | Document | Page | Paragraph | 23191720 | Questions | Response |
| 1 | PWS | 5 | 6.2.1 | Bldg # | Will the Government please confirm the building number in the following statement located on page 5 of the PWS - 6.2.1 Subtask 1 - From Fort Sill, OK (Node-2) Bldg 462 the route must connect to Stratford, TX 501 East Texas Avenue, Stratford, TX (Node). | |
| Fort Sill, OK: |
Bldg 462 Hamilton Road Fort Sill, OK 73505
There is no building number for the Stratford, TX location; it is a commercial site.
| 2 | PWS | 1 | 4 | 100G | On page 1, can we change it from 100 Gigabytes/second to 100 Gigabits/second? | PWS updated. |
| 3 | PWS | The statement about wanting equipment that can span 2,000 km without any regen points is incorrectly pasted into this bid, right? If that’s the case, then why would they include info on the specifications for regen sites? | The technology we intend to use can reach up to 2000km depending upon the condition and age of the fiber. | |||
| 4 | PWS | Can we clarify whether they want us to transfer ownership of the 6500 equipment to DISA? Does that happen on day 2 after we get the 100G operational? How does the transfer work logistically regarding the management platform and passwords? | Yes, the transfer happens after the link is operational. Logistically it happens with the 1149s. | |||
| 5 | PWS | We’re concerned about the SLA that states we have to be able to get personnel on site within 2 hours. This fiber covers some remote areas and we can’t guarantee that. What’s the penalty for not being able to get guys to every location along the route? Is this something everyone just agrees to and deals with it if there’s a fiber cut in a remote location? | Response time starts upon notification. Response is considered complete when personnel arrive onsite to begin repair. |
Repair time starts once personnel arrive on-site, and repair is considered complete when the Global NetOps Support Center (GNSC) confirms it is operational.
Please see Section H, Maintenance and Availability Credits.
| 6 | PWS | Are there any diversity concerns? What’s the path we have to use on Fort Sill? How much base conduit is available? | Complete site survey coordination with the Ft. Sill Network Enterprise Center. |
| 7 | PWS | We’d usually structure this as an IRU for the fiber and we’d pass through the equipment cost. Is that how they’d want to structure the deal, or would they like to spread out the upfront costs over the 10 year term? | Normally equipment cost is a separate line item. |
| 8 | PWS | How do the ILA sites work? |
-Do they need two racks, four racks, or four rack units?
-Do they need locking cabinets?
| -If we’re turning over the equipment to them, do they just need us to be “smart hands” to power cycle or do card inserts at the ILA sites? | One (1) rack needed. No locking cabinets. You must consult vendor. | ||||||
| 9 | PWS | Can we get clarification of the process to transfer equipment management to the end user. | 1149s must be emailed to the COR, and can be discussed after award. | ||||
| 10 | PWS | Paragraph two of section 6.2 states we should include 3 year warranty with the equipment. Section 6.3.2 states Contractor shall provide maintenance for the life of the contract. Please clarify. | You are to provide preventive and corrective maintenance on the equipment for the life of the contract. The equipment includes an extended 3-year manufacturer's warranty. | ||||
| 11 | PWS | 5 | 6.2.1 | SDN Address | Will the Government please confirm the address for the telecommunications PoPs on Ft. Sill, as well as the address for building 462 which is called out in section 6.2.1 of the PWS? | Fort Sill, OK: |
Bldg 462 Hamilton Road Fort Sill, OK 73505
There is no building number for the Stratford, TX location; it is a commercial site.

Solicitation 2
57 6.0 Task Area 2
| M003 a. Subfactor 2 | Implementation of new 100G P-OTN segment | Section 6.0 Task Area 2 of the PWS states that the "MBOM provided as Attach-ment 01 is a sample based on expected engineering and includes the Service Delivery Node (SDN) locations.Optical Line Amplification (OLA) locations will be dependent upon the offeror’s proposed solution"; while the evaluation criteria (M003 a. Subfactor 2) states that "In order for this subfactor to be rated Acceptable, the offeror’s proposal must demonstrate their approach to Engineer, Furnish, Install, Secure, Test (EFIST) and make operational a new 100G 6500 P-OTNconsisting of fiber, amplifier and Service Delivery Node (SDN) locations detailed in the CONUS Site Specific Manufacturing Bill of Materials (MBOM) (Attachment J2)"; these two statements appear to be in conflict, as the OLA locations listed in the MBOM may or may not be needed in the offerors solution, and pricing them would not be reflective of the proposed solution. Will the Government please clarify as to whether or not the MBOM is a sample, or that the locations for OLAs listed in the MBOM are a mandatory part of the solution? | The OLAs are a sample. The end locations "Stratford to Ft. Sill" are mandatory. | ||||
| 13 | PWS | 2 | 6 | Diversity | Section 6. of the PWS states "The fiber network must provide for a robust, flexible, long-term solution for dedicated infrastructure, diverse route connec-tivity, transmission and integration services, equipment and capabilities necessary to provide the data transport needs of the DoD."; since the requirement is for a single point to point connection, there is no need for diversity within the solution; will the Government calrify if this Link must be diverse from other Links within the DISN, and if so provide diversity locations and requirements? | No further diversity required. | |
| 14 | Administrative | Will the Government confirm that it anticipates the awarded vendor will provide ongoing maintenance support for the equipment, to include smartsupport, hardware repair, and NBD ship managed spares; and that this level of support should be included in the submitted pricing? | The vendor is responsible for ongoing fiber maintenance, next business day shipping, and equipment maintenance at the OLAs. Please refer to PWS 6.3.2. | ||||
| 15 | Solicitation HC101318R0024 | 51 | 6.1.1 | Administrative | Will the Government please confirm whether the contractor should fill out Section block 26 of the SF 1449? If the contractor is required to fill out this block, is government looking for the contractor’s final price or another number? Although the instructions on page 51 of the solicitation ask the contractor to do so, it appears that this block is meant for the Government to fill out. | The contractor does not need to fill out block 26 of the |
SF 1449; amendment issued to remove language regarding block 26.
16 MBOM The Attachment J2 - Link 40 MBOM has Service Delivery Node (SDN) or terminating sites that are not part of Link 40. The RFP states this MBOM is an example but the MBOM should have specific chassis and card requirements at Ft Sill and the Stratford TX terminating site in order to accurately integrate with existing hardware at those locations. We request an updated MBOM be issued. The MBOM for Ft. Sill has been provided as an attachment. Stratford, according to the as-built drawings, already has the equipment needed, so the contractor will only need to connect the fiber to the node.
Per the PWS, the offeror should provide a proposed MBOM that is consistent with the Contractor’s proposed solution. The contractor provided MBOMs may differ with regards to the amp sites based on the contractor's route miles.
