Instructions, Conditions, and Notices to Offerors or Respondents

1.0 Program Title and Objectives

The MWR Global ICP provides voice and Internet Protocol (IP)-based data services to support the DoD MWR ICP.

The MWR Internet Cafés are used to support DoD, United States (U.S.) Government non-DoD organizations, and DoD Partner Nation Elements to allow deployed personnel to make personal long distance telephone calls, access the Internet, email, and video chat with family and friends while deployed.

1.1. Budget/Funding Information

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

2.0 General Instructions

(a) This section of the Information to Offerors provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. The offeror shall sufficiently address the requirements stated in the Performance Work Statement (PWS). Non-conformance with the instructions provided in this Information to Offerors may result in removal of the proposal from further evaluation.

(b) The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their capabilities and experience, and will base its evaluation on the information presented in the offeror's proposal.

(c) Elaborate brochures or documentation, detailed artwork, internet hyperlinks, or other embellishments are unnecessary and are not desired.

2.1 General Information

2.1.1. Point of Contact

The Contracting Officer, Crista Decker, and the Contract Specialists, Lynn (Buss) Vail and Andrea Horstmann, as identified in DARS 52.204-9000, Points of Contact, are the sole points of contact for this procurement. Address any questions or concerns you may have to the Contracting Officer and/or the Contract Specialists. Written requests for clarification must be sent to the Contracting Officer and Contract Specialists at the addresses located in the Points of Contact provision of this solicitation.

2.1.2. Debriefings

The Government intends to award this Contract without discussions. However, in the event discussions are opened and a competitive range is set, the Contracting Officer will notify offerors of any decision to exclude them from the competitive range, whereupon, they may request and receive a debriefing in accordance with FAR 15.505. Offerors excluded from the competitive range may request a pre-award debriefing, or they may choose to wait until after the source selection decision to request a post-award debriefing. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The Contracting Officer will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506.

Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.

2.1.3. Discrepancies

If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer, Crista Decker, and/or the Contract Specialists, Lynn (Buss) Vail and Andrea Horstmann, in writing. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions.

2.1.4. Electronic Reference Documents

All referenced documents for this solicitation are available on the Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.gov. Potential offerors are encouraged to subscribe for real-time email notifications when information has been posted to the website for this solicitation.

2.1.5 Communications

Exchanges of source selection information between Government and offerors will be controlled by the Contracting Officer. Email may be used to transmit such information to offerors only if the email includes “Source Selection Information – See FAR 2.101 & 3.104” in the Subject line.

2.1.6 Organizational and Consultant Conflict of Interest (OCCI) Each offeror shall specifically identify in its proposal whether or not any potential or actual OCCI, as described in FAR Subpart 9.5, exists for this procurement. If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on this procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.

2.2 Organization/Number of Copies/Page Limits

The offeror shall prepare the proposal as set forth in the Proposal Organization Table (Table 2.2 below). The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table 2.2. The contents of each proposal volume are described in the information to offerors paragraph as noted in the table below.

Table 2.2 - Proposal Organization

III Cost/Price 1 No limit

IV Contract Documentation 1 No limit

2.2.1 Page Limitations

Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. Page limitations may be placed on responses to Evaluation Notices (ENs). The specified page limits for EN responses will be identified in the letters forwarding the ENs to the offerors. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of the proposal. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this solicitation. Each page shall be counted except the following: cover page, table of contents, list of tables and figures, cross reference matrix, glossaries, COMSATCOM IA Questionnaire (CIAQ), satellite availability reports, manufacturer’s technical documentation for the equipment, coverage maps, diagrams, and organizational conflict of interest (OCCI) responses and mitigation plans. All exceptions, such as coverage maps, diagrams, and satellite availability reports, shall be submitted as attachments.

2.2.2 Page Size and Format

2.2.2.1 A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts.

Pages shall be single line spaced. Except for the reproduced sections of the solicitation document, the text size shall be no less than 11-point Arial, Times New Roman, or Courier New font for all text. The technical volume of the proposal is to be submitted as an MSWord 2007 or PDF document. Tracking, kerning, and leading values shall not http://www.fedbizopps.gov/ be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to ENs as well, should discussions be opened. The technical portion of the quotation is to be submitted as an MSWord 2007 or PDF document.

2.2.2.2 Legible tables, charts, graphs, and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 x 17 inches in size. Foldout pages shall fold entirely within the volume, and count as a single page.

Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics, not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 11-point Arial, Times New Roman, or Courier New font for all text included in a table.

2.2.2.3 Page Numbering. The offeror shall use a standard page numbering system to facilitate the proposal references. Consecutive page numbering within parts is preferred, e.g., Page II-2-7, indicates Volume II, Part 2, page 7. Charts, graphs, and other insert materials shall be page-numbered as part of the page numbering system.

2.2.3 Cost or Pricing Information

All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal Volume and in Section B- Pricing Schedule of the RFP. Information shall be limited to contract line item numbers (CLIN) or subCLINs, including unit and extended pricing, as specified in Section B of the RFP. The Contracting Officer will review each proposal to ensure cost/price information is not mentioned outside of the Cost/Price Volume. The proposal may be eliminated from consideration if cost/price data is found other than in the Cost/Price volume.

2.2.4 Cross-Referencing

To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal. Information required for proposal evaluation that is not found in its designated volume will be assumed to have been omitted from the proposal.

The offeror shall prepare a Cross Reference Matrix cross-referencing all RFP requirements to the location of the offeror's responses in their proposal. The Cross Reference Matrix provides reference information but is not evaluated. The offeror's format is acceptable.

2.2.5 Indexing

Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume.

2.2.6 Glossary of Abbreviations and Acronyms

Each volume shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each.

Glossaries do not count against the page limitations for their respective volumes.

2.2.7 Proposal Submission

Offerors shall submit their proposals by means of electronic commerce (Email) to the Contracting Officer, Crista Decker at crista.n.decker.civ@mail.mil, and the Contract Specialists, Lynn (Buss) Vail at lynn.m.buss.civ@mail.mil and Andrea Horstmann at andrea.l.horstmann.civ@mail.mil. All proposals shall contain all appropriate markings including those prescribed in accordance with FAR 52.215-1(e), Restriction on Disclosure and Use of Data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information, and be encrypted to the maximum extent possible.

As specified in FAR 52.215-1(c)(2), all proposal submissions should include the solicitation number, name, addresses, and telephone number(s) of the offeror, and a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item. The cover sheet should identify the name, title, telephone number, and email of the person or persons authorized to negotiate on the offeror’s behalf with the Government in connection with this solicitation and authorized to sign the proposal.

The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office Word 2007, MS Office Excel 2007, MS Office Project 2007, MS Office Power Point 2007, and Adobe, as applicable. The total size of each email (including all attachments) shall not exceed 20MB. Email attachments shall not be submitted in a .zip file format.

Offerors are responsible for submitting proposals, and any modification, or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. All proposals are due Monday, October 3, 2016, at 8:00 AM (CDT). In the absence of an unforeseen circumstance, the Government does not intend to entertain any requests for an extension to the proposal deadline.

All questions and/or clarifications regarding the solicitation are due Tuesday, September 6, 2016, at 8:00 AM (CDT) and should be addressed to crista.n.decker.civ@mail.mil, lynn.m.buss.civ@mail.mil, and andrea.l.horstmann.civ@mail.mil. 7) CIAQ (Attachment 1)

5.0 Volume III - Price

5.1 General Instructions

5.1.1 Price Reasonableness and Completeness

This section is to assist the offeror in submitting information other than pricing data that is required to evaluate the reasonableness and completeness of the proposed price. Reasonableness will be determined using one or more of the techniques within FAR 15.404. For completeness, the Government will verify that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format. Price submissions should be sufficiently detailed to demonstrate their reasonableness and be adequate enough to support and sustain a DCAA audit.

5.1.2 Price Information

Pricing submitted for the base period and all option periods, including option pricing for an additional 6-month period that may be authorized IAW FAR 52.217-8, "Option to Extend Services," will be evaluated. See FAR 52.217-8, which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal should include separate line items by CLIN for the additional 6-month period IAW FAR 52.217-8. These prices shall be identical to the proposed pricing in the 6-months prior to expiration of the final option period. The total evaluated price will consist of the proposed price for the base period, all option periods, and the option pricing for the additional 6-month period. Pricing will be incorporated into Schedule B and related B-Tables upon contract award and used for all orders placed post-contract award.

Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your cost/price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume.

Under no circumstances shall this information and documentation be included elsewhere in the proposal.

5.1.3 Pricing Information Requirements

It is anticipated that pricing of this action will be based on adequate price competition; therefore, offerors are not required to submit certified cost or pricing data. If, after receipt of proposals, the Contracting Officer determines the required conditions of adequate competition do not exist, that there is insufficient information available to determine price reasonableness, and none of the exceptions in FAR 15.403-1 apply, the offeror may be required to certify its submitted cost or pricing. In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support price reasonableness. Information shall be provided in accordance with

FAR 15.403-5.

5.1.4 Price Proposal

The Pricing Schedule found in Section B of the RFP, shall be used by the offeror to submit their price proposal. The spreadsheet contains formulas to assist the Government in evaluating the offeror’s overall price based on the estimated quantities provided. The proposed unit monthly recurring charge/non-recurring charges shall reflect a firm fixed price and include all regulatory telecommunications charges and fees as well as all applicable Federal, State, and local taxes and duties. The evaluated price will be computed by multiplying monthly recurring charge/non-recurring charges by the estimated quantities for base and option periods. All formulas used shall remain present in the spreadsheet for verification.

5.2 Volume Organization

The pricing proposal shall be a separate volume from the technical proposal. The offeror shall use the Pricing Schedule, Section B, included with the RFP. The offeror agrees to hold the price in its proposal firm for 180 calendar days from the date specified for receipt of proposals or as requested in any subsequent amendment(s).

The offeror shall submit their proposed unit prices for the MWR ICP in MS Excel, as provided in Section B. The offeror’s price proposal shall be complete, submitting prices for all of the CLINs identified. Due to the likely inability of any offeror to accurately estimate amounts for CLINs X0012 and X0013, the Government is providing plug numbers to be used by all offerors when proposing for these CLINs. Failure to price all CLINs may result in the rejection of a proposal. The offeror must provide pricing for the base year and each of the option years identified.

With the exception of selected cells within the Pricing Schedule, Section B, the spreadsheet is protected by the Government and offerors shall not unprotect, alter, or add to the Pricing Schedule in any manner not directed in the instructions.

There is no page limitation for the price proposal. However, each text page shall use 11-point Arial, Times New Roman, or Courier New font, single-spaced, single-side, 8½ x 11 inches (no exceptions allowed). Excel spreadsheets may be submitted on paper up to 11 x 17 inches using 11-point Arial, Times New Roman, or Courier New font.

Otherwise the offeror should sign and submit the completed NDA along with the proposal. Failure to submit the completed NDAs along with the proposal may result in the offeror being ineligible for award.

8.2 Data Access

The above listed non-government advisors will be authorized access to only those portions of the proposal data and discussion items that are necessary to enable them to provide specific advice on specialized matters or on particular problems. The non-government advisors will not be allowed to establish initial or final assessments of risks or actually rate or rank offerors’ proposals. The non-government advisor will not take part in discussions with offerors.

The non-government advisors will be required to sign non-disclosure/conflict of interest documents prior to carrying out their responsibilities. Offerors’ objections to the disclosure of information to these non-government advisors shall be provided in writing to the Contracting Officer before the date set for receipt of proposals. 2. Contract Title

Morale, Welfare, and Recreation (MWR) Global Internet Café Program (ICP)

3. Background

The MWR Global ICP, in accordance with MWR policies and procedures prescribed under Department of Defense (DoD) Instruction 1015.10, provides deployed service members with access to necessary infrastructure (i.e., facilities, equipment, and services) for commercial Internet connectivity via computer, telephone, or personally-owned devices.

Internet service is provided at no cost to the end user and telephone service employs a calling-card service where the end user pays per minute of telephone use. The ICP allows service members to communicate with family and friends, utilize social media, and conduct personal services (e.g., online banking).

Previously, the Space and Naval Warfare Systems Command (SPAWAR) operated and maintained the program, comprising a network of hundreds of MWR Internet Cafés throughout the Middle East. In 2015, SPAWAR initiated https://dodaac.wpafb.af.mil/

Page 2 of 18 Pages transition of management of the program to the Defense Information Systems Agency (DISA), with transition completed in April 2016.

4. Objectives

The Government requires voice and Internet Protocol (IP)-based data services to support the MWR ICP. The MWR Internet Cafés support DoD, U.S. Government non-DoD organizations, and DoD Partner Nation Elements to allow deployed personnel to make personal long distance telephone calls, access the Internet, email, and video chat with family and friends while deployed.

This PWS addresses the general requirements to provide Internet Cafés and services as needed. The Government must be able to respond quickly and effectively in order to meet the MWR Internet Café needs of deployed personnel, and cost effective solutions are required to support MWR Internet Café requirements globally.

5. Scope

This PWS specifies the requirements supporting the MWR ICP under a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The requirements encompass systems engineering, analysis, design, development, acquisition, integration, installation, testing, maintenance, COMSATCOM, and telecommunications services, field service support, network operations center (NOC) support, and integrated logistics support all in support of the ICP’s requirements worldwide.

6. Performance Requirements

The contractor shall complete all required tasks while controlling and tracking performance and goals in terms of cost, schedule, and resources.

6.1. Task 1 - Program Management

6.1.1. Subtask 1.1 Program Management Plan

Following contract award, the contractor shall hold a kick-off meeting with the Government to discuss requirements for a program management plan. The intent of the plan is to address all aspects of management of the MWR ICP as outlined in this PWS. At a minimum, the plan shall address requirements for:
