2. Contract Title. Terrestrial Aeronautical Radiotelephone Service (TARS) for Executive Airlift fleet
3. Background. This service is required to support communications for the Air Mobility Command (AMC) Executive Airlift (EA) fleet. Most Executive Airlift aircraft still have TARS equipment onboard. These systems need the service to enable this equipment. TARS provides senior leadership and their staff non-secure voice access for day-to-day business communications. It currently provides two channels of clear voice via air to ground communications for the CONUS/North American area of operations with the capability for both domestic and international dialing. It supports interfaces for low speed fax, directory assistance and two toll free 1-800 number assignments per aircraft.
4. Objectives. This contract will provide TARS service for AMC units and customers. It will enable them to order this service from the vendor, use this service for the locations and periods defined in the contract and provide an expectation of how this service will be ordered and paid for.
5. Scope. This Performance Work Statement (PWS) defines the requirements and responsibilities for the TARS service provided to Air Force EA aircraft. TARS provides EA aircraft with access to commercial, low-cost voice and data services via aircraft installed Magnastar C-2000 systems. Service providers must be able to use the current Magnastar system without any changes or modifications to the installed equipment and antenna system. Additionally, this service will provide directory assistance, toll free 1-800 numbers to each aircraft, monthly invoicing and call detail reporting.
5.1 Coverage.
Operating Region shall be defined as follows: North American TARS Network that includes all CONUS geographic coverage areas as commercially available.
5.2 Frequency Range.
The operational frequency range of the narrowband radiotelephone service shall be compatible with the antenna and frequency limitations of the currently installed Magnastar C-2000 system on AF VIPSAM aircraft.
The frequency range of the Magnastar C-2000 system is 1 MHz (transmit: 0.5 MHz at 850.5 – 851.0 MHz paired with receive: 0.5 MHz at 895.5 – 896.0 MHz).
5.3 Current number of aircraft being serviced: There are currently 52 aircraft utilizing this service under various military units.
5.4 Future Aircraft: Presently no future aircraft are forecast to utilize TARS, but the service must be capable of providing service for future subscribers.
6. Performance Requirements. Provide terrestrial, narrowband, full duplex UHF radiotelephone service for use with Magnastar C-2000 terminal(s) aboard any AMC Executive Airlift aircraft designated by the U.S. Air Force. This service includes Directory Assistance, a minimum of two toll free 1-800 telephone numbers assigned to each aircraft with the ability to add additional toll free numbers as required, and monthly invoicing with call detail reporting for each delivery order. The service shall allow mobile to fixed and fixed to mobile domestic and international service and shall be available 24 hours a day, 7 days a week.
