2. Contract or Task Order Title. AMC Data Link Service Provider (DSP) Contract

3. Background. The current USAF Data Link Service Provider (DSP) Contract will expire on 30 Sep 10. This solicitation will provide follow on DSP service for routing of CNS/ATM modified aircraft data link and aircraft voice radio communications between aircraft, command and control agencies, and air traffic service agencies.

4. Objectives. Air Mobility Command (AMC) and other Government agencies are continuing to expand their use of Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) capabilities, data link and voice services for communications between command and control agencies, air traffic service agencies, and aircrew. These DSP service capabilities will be used to support Air Traffic Services (ATS) and Airline Operations Center (AOC) message exchanges as well as value-added services such as Digital Automatic Terminal Information Service (D-ATIS) information transmission.

4.1The objective is to acquire various services, including but not limited to:

1. Air-Ground and Ground-Air Data Link Services

2. Air-Ground and Ground-Air Voice Services

3. Ground-Ground Data Link Services

4. Value-Added Data Link and Information Services

5. Air-Ground Radio Services

6. Data Management

7. Engineering Support Services (as specified by a separate Statement of Work)

4.2 Services will be provided in support of any government aircraft under a delivery order as specified in its corresponding statement of work.

4.3 Voice services shall be provided in support of non-CNS/ATM equipped fleets and CNS/ATM aircraft that are unable to establish or maintain data link connectivity.

4.4 Most CNS/ATM aircraft are equipped with some combination of commercial High Frequency (HF), Satellite Communications (SATCOM), and Very High Frequency (VHF) Data Link Mode 2 (VDL 2) ACARS over Aviation VHF Link Control. These commercial services will be used for ATS and AOC throughout this contract. HF will be used only for AOC.

4.5 Some type of data protection/security/encryption will be required at the application level (referred to as Protected ACARS (PACARS)) for the AOC messages in the near future. However, such services will not be added to this contract until fully tested, certified, and approved as an industry standard.

5. Scope.

5.1 The following are required services under this PWS (unless noted as “optionally priced, but not evaluated”):

1) The following commercial DSP media services are required:

a. Satellite communications data link (SATCOM DL) including Aero I, Aero H, and Aero H+.

b. Very High Frequency (VHF) Data Link Mode 2 (VDL2) and VHF Data Link Aircraft Communications Addressing and Reporting System (ACARS).

c. High Frequency (HF) Data Link (HFDL) – optionally priced, but not evaluated.

2) VHF and HF legacy voice radio services for aircraft that are not equipped with data link message capabilities or when data link message exchanges are not available – optionally priced, but not evaluated.

3) Ground to ground data link processing and routing between the vendor’s network, third party DSP networks, and government designated systems via approved Department of Defense network entry points.

4) SATCOM, VHF, and HF voice/data service for crew deck and cabin users to include Aero I, Aero H, and Aero H+, Swift Broadband, Swift 64, and Mini-M.

5) Value-added data link and information services will include:

a. Monitoring, processing, conversion, and transmission of D-ATIS information to requesting aircraft.

b. Pre-departure Clearance (PDC) Service.

c. Oceanic Clearance Delivery (OCD).

d. Direct Satellite Dialing.

e. Graphical Flight Services.

f. Transmission of electronic flight plans.

6) Data management support and deliverables necessary to support individual delivery order contract activities, reporting, invoicing, and periodic reviews.

5.2 Other government-directed and approved services that change the current airborne and ground communications service baseline and require vendor engineering support and travel (not covered as part of the normal day-to-day data link and voice service tasks) will be requested by the government on a statement of work. The government contracting officer will require the vendor to provide a cost estimate for consideration and award as a separate delivery order or contract.

5.3 As new or improved aircraft communications services evolve, including but not limited to Iridium and encrypted data links, and become authorized solutions within these types of services, it is within the scope of this requirement to add them to the contract if the government identifies a valid requirement for these services. The addition of these services will be accomplished via a negotiated modification to the basic contract.

6. Performance Requirements.

AMC requires an integrated technical, business and support environment which will allow it to evolve the use and capabilities of commercial communication services as they are integrated into ongoing operations.

6.1 Task 1 - Air-Ground and Ground-Air Data Link Services

6.1.1 Subtask 1 - Aero-I SATCOM.

The vendor shall provide Inmarsat Aero-I SATCOM data link service in support of ACARS based Future Air Navigation System (FANS) operations and AOC. The Aero-I service shall be approved for ATS use by ATS providers in FANS regions.

6.1.6 Subtask 6 - Itinerant Rates.

AMC desires to eliminate separate billing for Itinerant Charges by incorporating additional DSPs’ service rates into this contract. This would allow aircrews to choose alternate SATCOM Ground Earth Stations (GESs) to support required command and control (C2) connectivity. It will also eliminate multiple invoices from different DSPs for use of their VDL2 or other VHF network services. Agencies will register their aircraft using the Inmarsat Registration for Service Activation of Aircraft Earth Station Form (SARF), used by Inmarsat GES operators for aircraft activation and billing purposes and will update all of the contract vendors with registered aircraft information. Contractors are to establish subcontract agreements to provide Inmarsat Aero services with all Inmarsat Service Providers, as required (such as Vizada, Xantic, France Telecom, etc.).

However, pricing for itinerant charges (charges from a non-contract Inmarsat provider) shall be processed for payment by the contractor at the direction of the government. The Government will submit invoices for itinerant charges to the contractor for payment. The contractor shall then pay the invoicing party and bill the government for the invoiced amount.

The contractor is responsible for insuring that changes within the contractor’s or subcontractor’s communications networks, which could adversely affect Government communications, are promptly reported to the Government. The Government shall not be responsible for itinerant charges resulting from the contractor’s or subcontractor’s network changes forcing aircraft to utilize Ground Earth Stations which would drive itinerant charges.
