A-2
There appears to be a typographical error. Is the contract ceiling $2,000,000.00 or $20,000,000.00?
$20,000,000.00
4-38
All
Are offerors required to include pricing information on all of these pages, or just the separate Excel spreadsheet?
Please put all pricing quotes in the Excel spreadsheet for all base and option years.

ITEM 0009

000907 -000912 With service changes on the Generation 4 Inmarsat constellation in just the past few months, is the government aware that Aero-H+ services are supported on both the I-3 and I-4 satellites and may be priced slightly differently?

Recommend the government modify the SLINs to differentiate Aero-H+ / I-3 with Aero-H+ / I-4 datalink and crew deck and cabin voice.

We were not aware of price differences between I-3 and I-4.

Concur. We will add additional SLINs to differentiate between I-3 and I-4.

25
ITEM 001001
SwiftBroadband voice service may be conducted over the 4.0 AMBE codec or via the traditional ISDN circuit mode. Suggest the government modify the CLIN structure to outline pricing for both types of service. Example: 001001A SwiftBroadband Voice via 4.0 AMBE and 001001B for SwiftBroadband Voice via ISDN.
Concur, will add SLINs
25
ITEM 001002
SwiftBroadband supports two types of DATA services: Background and Streaming. Background Internet Protocol (IP) data is priced by the megabyte (MB). Streaming IP data is priced by the minute based on the rate (8, 16, 32, 64, 128 kbps) selected. Suggest the government modify the CLIN structure to outline pricing for both types of service. Example : 001002A SwiftBroadband Background IP and 001002B for SwiftBroadband Streaming IP further broken down into pricing increments,

001002BA : 8 kbps per minute

001002BB : 16 kbps per minute

001002BC : 32 kbps per minute

001002BD : 64 kbps per minute

001002BE : 128 kbps per minute Concur, will add SLINs

ITEMS

001101 &

001102

The CLINs state “per request” but “priced per event”. What is the distinction between these two terms?
Per request means the aircrew requests the data. Event is the actual response with requested data. Billing is by response not per kilobit. Should not charge if no data provided. Will change to priced per event.
28
ITEM 001103
Excel spreadsheet SLIN has references to priced per event and per request but it’s not shown in CLIN 001103
Concur, will fix 001103 entry to match 001102.
30
ITEM 001108
What is the expected product difference between this ITEM and ITEM 001110 on page 31? See also reference PWS 6.4.5 comment below.
1108 includes Graphical data such as maps, images, and weather. 1110 is for Text and Graphical weather data only.
31
ITEM 001111
Reference does not indicate "to ATS" (Priced Per Event) where the Excel spreadsheet does. Should "TO ATS (PRICED PER EVENT)" be added following "FLIGHT PLANS" on Page 31 SLIN 001111?
Will update to match spreadsheet entry.
38
ITEM 0015 – Transition Cost
Since an incumbent’s transition costs would presumably be significantly less than a new awardee, will this CLIN be evaluated independently or in some fashion, differently?
Yes, this CLIN will be evaluated separately as a one-time cost (not included in service pricing). The Air Force is mandating changes to our current interfaces to comply with requirements of the RFP. Therefore, all vendor solutions will require new interface transition costs.
64
3.b
Regarding the transition plan: Is AMC/A6 the executive agent that can direct MDS configuration changes for SATCOM, VHF and VDL2 systems? If not, who would transmit transition, configuration changes and “how-to” direction to field units? Would such communication be suggestive or directive?
Yes, AMC/A6 will coordinate with AMC/A4, A5, platform program offices, and vendor engineering representatives to release the applicable configuration changes. Changes will be directive.
64
3.b
As part of the transition plan, we need to know what equipment (Avionica kit, 615 data loaders, cables, etc.) the various bases have to be able to modify, for example, Owner Requirements Tables (ORTs) for their respective MDS platform avionics.

Are the various base maintenance functions capable of any and all equipment modifications required to reconfigure avionics equipment?

Yes, either through organic maintenance capability or through vendor support contracts.

64
3.b.(1)
Comment: Government Furnished Information requested below in “Page 79, para 6.6.l.3” will also be required and used to evaluate this requirement.
Do not understand this comment. Para 6.6.1.3 discusses service pricing. This para discusses the physical and logical system interface.
64
3.c
What are the “final integration test, evaluation and certification” parameters? What event and/or milestone satisfy the requirement?
Does the vendor solution work for each delivery order customer? Does the vendor solution comply with specified DoD, FAA, and ICAO directives? Does the vendor system deliver within the thresholds and quality of service parameters defined in the RFP?
65
5, Part 3, a.
Last sentence: Please clarify, “Vendors shall include a copy of the cover page, ordering information page(s) from which the prices are being quoted.” It appears a phrase or clause may be missing.
Sentence was included in error and has been removed.

Each of these tasks contains a section defining the Deliverables required. Does the Government expect the contractor to provide these deliverables independent of each other, or will combined deliverables be accepted? For example, will a single monthly invoice identifying the specifics for each task be accepted?
A single invoice is acceptable and preferred as long as each area is itemized for cost analysis and verification against each MDS support data.
75
6.1.6-Itinerant Rates

For clarification, Xantic and France Telecom no longer exist as separate entities. Is the requirement to have agreements with the I-3 Aussaguel, Perth, Eik, and Santa Paula GES operators and the I-4 Paumalu, Burum and Fucino SASs for the use of each of these stations?

Is the government still receiving itinerant charges? If so, for what service(s) and what percentage of the overall usage does it entail?

Yes, the intent is to cover all third-party providers as well as vendor’s primary network.

Itinerant charges are very minimal, less than .01%. Most occur in special local airspace.

76
6.2.4
Same as above.
Same as above
77
6.3.3
Request the government provide specific address (including building room number, and rack), local site phone number and relevant contacts for installation of the data circuit at Scott AFB.
This will depend upon the vendor solution (dedicated circuit, internet VPN, or internet). Our physical circuits are controlled by AMC, DITCO, commercial telecommunications providers, and AFNIC depending upon mode and point of entry.

AMC/A6IE will staff your questions and provide the applicable information or contact with the appropriate action officers.

77
6.4.1
Are all aircraft AEEC 623 / EUROCAE ED-89A compliant for request and receipt of D-ATIS?
Yes
77
6.4.2
Is the PDC service identified for U.S. only? If not, please identify the regions where PDCs are required?

What are the typical and projected PDC volumes, in characters per month, transiting the ground-ground network?

What is the average PDC size in characters?

How many PDC messages are received on the ground-ground network per month?

Yes, US only.

This service has not been used recently, to our knowledge. However, some of the delivery orders do carry the service.

77
6.4.3
Are all aircraft AEEC 623 / EUROCAE ED-106A compliant for request and receipt of oceanic clearances?
Yes
77
6.4.5
Please provide clarification and amplification for the term “aircraft situation display”? This term has multiple connotations.

Does the government require a flight tracking capability and what is the expected source of this position information?

What weather data products are required and how are they intended to be used? For example, for dispatch, or uplink to the aircraft via which medium/media and what protocols?

What airport data is required and how is it intended to be used?

To be answered in a separate amendment.

77
6.4.6
How many flight plans are filed on a monthly basis? Is more than one ground-ground message required per flight plan due to size?

What is the breakdown between domestic and international?

What are the typical and projected flight plan volumes, in characters per month?

What is the average flight plan size in characters?

Do flight plans ever have to be filed with other than civilian ATC authorities?

618 TACC electronically files all Flight Manager monitored missions. Total sorties per month averages 18,600. Average flight plans per month is 13,140. Each flight plan is a single message. Some sorties will have multiple flight plans filed and cancelled due to delays and mission changes. AMC is converting all their flight plans to the international format (Form 1801) flight plan. In the last week, only 7 domestic format (Form 175) flight plans were filed. By the end of September 2010, anticipate all flight plans will be the 1801 format.

From a sample of 6 1801 flight plans, average characters in a plan were 529 with a minimum size of 222 and maximum of 748. Average characters per month estimated at 6,955,440.

Flight plans are filed with the appropriate Air Traffic Services agencies including air traffic centers and departure/arrival airfields.

78
6.6.1.1(1)
Confirm references to “Aero I Data and Voice”, “Aero H Data and Voice”, and “Aero H+ Data and Voice” should not include “Data”, since Data Link is separately defined for each Inmarsat service. If Aero I, H and H+ are using some form of “Data” service other than Data Link, please provide additional description and associated information.
Data and Voice refer to data and voice usage (other than data link) such as file transfers, email, and faxes typical for cabin users.
79
6.6.1.1(5)
Should there be an additional CLIN for circuit access fees? If not, under which CLIN should these fees be included?
Depends upon the interface solution implemented (Internet VPN vs. dedicated circuit) for each delivery order customer. AMC prefers Internet VPN solution as most desirable, dedicated circuit solution as second most desirable.
79
6.6.1.3 and Pricing Spreadsheet SLINS that reference Aircraft MDS
Clarification between the 6.6.1.3 reference to delivery orders and the third tier pricing description, and the related SLINS in the pricing spreadsheet that reference flat rate per MDS, is needed. It is not clear if there is a one-to-one correspondence between delivery order and MDS. Would a delivery order ever have more than one MDS associated with it, or conversely, or could one MDS have multiple delivery orders?
Yes to both questions. A delivery order may have multiple MDS (such as KC-135, C-130). Multiple agencies or services may have separate delivery orders with the same MDS such as the KC-135 (Air Combat Command and Air Mobility Command). In each case, the MDS information will need to be tracked/differentiated and billed accordingly on the correct delivery order invoice.
79
6.6.1.3
In order to extrapolate, correlate and provide the best possible pricing based on the tiered pricing concepts requested, SDC will require historical usage data for each targeted aircraft mission design series (MDS) for a minimum of one (1) year (1 January 2009 – 31 December 2009) and preferably two (2) years (from 1 January 2008). Service history should include, at a minimum, the number of aircraft within each MDS and usage information relating to the following services:

· SATCOM ACARS (KBits)

· AOC Data (KBits)

· ATS Data (KBits)

· Engine Data (KBits)

· Other (KBits)

In addition, a projected 5-year forecast is requested for the above services to correlate with anticipated or planned modifications or usage.

We will provide the requested information as a separate amendment.

81
6.7.1
There is a reference to paragraph 2.1.1 which does not exist in the PWS. Please clarify.
Should read “…in section 7 below and paragraph 6.6.5.2 above.”
82
7.2
Does the current configuration use a dedicated circuit or VPN tunnel through commercial Internet?
Current configuration uses a dedicated circuit but is non-compliant and not a valid baseline for a solution.
83
7.4
For clarification, confirm the transition period begins upon contract award and not the first day of the awarded contract period of performance.
Contract award date. Transition should be completed before contract period of performance.
89
13
This section indicates the government will provide information. At what date could we expect to receive the referenced government furnished information (GFI)? Can or will the GFI items be provided in a sufficient timeframe prior to the proposal delivery date to allow offerors adequate time to analyze and correlate your requirements in order to price accordingly? SDC requests all GFI related to:

(1) Government network/command and control interface system protocol and interface definition for transmission and receipt of datalink messages, text messages, and/or file transfers.

(2) Aircraft number listing of all aircraft covered by services, to include:

a. MDS types under this RFP

b. Number of Aircraft within each MDS

c. Breakdown of modified and to be modified aircraft within each MDS (as applicable) during the 5-year period of performance.

(3) Printout of each MDS’ most current ORT configuration

(4) The CMU part numbers and AOC database part numbers for each MDS.

(5) The Inmarsat SDU part numbers for each MDS.

Vendor needs to specify their need date to the government in the transition plan for all interface information.

Government will not provide avionics specific equipment and configuration unless vendor can justify a need to know. Government will provide message addressing information for each MDS as required to route downlink message traffic, send uplink messages, or send acknowledgement (protocol overhead). Vendors are encouraged to provide remommended ORT tables for all of the aircraft.

AMC will provide the following documents for their current data link message exchanges on Delivery Order 01, 02, and 29:

(1) Interface Requirements Specifications and Design Document for the Aircraft Communications Addressing & Reporting System (ACARS) to Global Decision Support System (GDSS).

(2) Interface Design Document for the C5 Aircraft Communications Addressing & Reporting System (ACARS) to Modernized Global Decision Support System (GDSS 2).

(3) Interface Design Document for the C17 Aircraft Communications Addressing & Reporting System (ACARS) to Modernized Global Decision Support System (GDSS 2).

(4) Interface Design Document for the C/KC135 Aircraft Communications Addressing & Reporting System (ACARS) to Modernized Global Decision Support System (GDSS 2).

Aircraft number listing information will be provided in a separate Excel spreadsheet.
