ATTACHMENT 6

PROPOSAL PREPARATION INSTRUCTIONS TO OFFERORS

A. Evaluation factors, subfactors, and relative importance

Factor 1: Technical/Management subfactors are listed below in order of decreasing importance.

Subfactor 1.1 Space Segment

Subfactor 1.2 End-to-End Service

Subfactor 1.3 Shore Segment

Subfactor 1.4 Operational Support

Subfactor 1.5 Security and Information Assurance

Factor 2: Past Performance

Factor 3: Price

Relative Importance: Factor 1, Technical/Management, is more important than

Factor 2, Past Performance. When combined, Technical/Management and Past

Performance are significantly more important than Price. Price will not be a ranked or scored evaluation factor. The importance of price as an evaluation factor will increase with the degree of equality of the proposals in relation to the remaining evaluation factors. When the offerors within the competitive range are considered essentially equal with respect to non-priced factors, or when price is so significantly high as to diminish the value of superiority of the non-price factors to the Government, then price may become the determining factor for award. In summary, non-price/price trade-offs will be made, and the extent to which one may be sacrificed for the other is governed only by the tests of rationality and consistency with the established evaluation factors.

B. General information for proposal preparation

1. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their corporation and experience, and will base its evaluation on the information presented in the offeror’s proposal.

3. Documents submitted in response to this solicitation must be fully responsive to and consistent with the requirements of the solicitation.

4. Contractors may propose as a prime contractor and/or as a team member in a teaming arrangement.

C. Proposal format and delivery instructions

1. Each offeror will submit a four-volume proposal consisting of:

Volume I - Past Performance

Volume II - Technical and Management

Volume III - Cost and Price

Volume IV - Contract Information

2. All required copies will be mailed or delivered to the following address to arrive on or before the date and time established for receipt of proposals in the original solicitation and/or as amended: DISA/DITCO-Scott. ATTN: Karen Kincaid/Contracting

Officer/PL8222, 2300 East Drive, Scott AFB IL 62225-5406.

3. Each offeror will submit its proposal in the following quantities and form:

--One (1) CD-Rom of the entire proposal package

--Three (3) paper copies of the Past Performance Proposal (Volume I)

--Seven (7) paper copies of the Technical/Management Proposal (Volume II)

--Four (4) paper copies of the Cost and Price Proposal (Volume III)

--Two (2) paper copies of the Contract Information (Volume IV)

4. Format

a. Typing shall be no less than 10 pitch except for figures and diagrams, where smaller pitch is acceptable as long as it is readable. Do not insert large bit graphics into your proposal.

b. With the exception of Volume III - Cost and Price, proposals should be no more than 100 pages, that is, the combined page count for Volumes I, II, and IV should not exceed 100 pages. However, if the offeror is a large business and therefore required to submit a Subcontracting Plan as part of its offer, the total page count for Volumes I, II, and IV can be up to 115 pages. That is, an additional 15 pages are allowed for the

Subcontracting Plan, if required.

c. All pages in Volumes I, II, and IV will be numbered; page numbers will be at the bottom, center of each page using this protocol:

For Volume I: I-1, I-2, I-3, I-4, etc.

For Volume II: II-1, II-2, II-3, II-4, etc.

For Volume IV: IV-1, IV-2, IV-3, IV-4, etc.

d. No cost or pricing information of any kind shall be included in any part except

Volume III, Cost and Price Proposal.

e. Elaborate formats, bindings or color presentations are not desired or required.

D. Specific instructions by volume numbers

Volume I - Past Performance

1. Volume I, Past Performance, documents the offeror’s past performance on efforts performed within the last three years (or ongoing), having task requirements similar to the CBSP SOO Task Areas.

2. Offerors may submit information on six previous (or ongoing) contracting efforts. Each identified contracting effort must be addressed in a separate section of

Volume I (that is, Sections 1, 2, 3, 4, 5, and 6).

3. Offerors may identify past or current efforts (including Federal, State, and local government and private) for efforts similar to CBSP. Offerors may provide information on problems encountered on the identified efforts and the offeror’s corrective actions. All information received from offerors will be considered initially, as well as information obtained from other sources. A past performance questionnaire is included with this solicitation. Offerors will send the questionnaires to references they desire to respond. Responses will be returned directly to the CO.

4. Offerors may identify efforts for which they were either the prime contractor or a significant subcontractor, understanding that experience as a prime may carry more weight.

5. Offerors may identify information regarding predecessor companies, key personnel who have relevant experience, and subcontractors that will perform major or critical aspects of the requirement.

6. Past performance evaluation will include the past performance of offerors in complying with subcontracting plan goals for small disadvantaged business (SDB) concerns, monetary targets for SDB participation, and notifications submitted under FAR

19.1202-4(b).

Volume II - Technical/Management Proposal

1. Offerors shall address all elements in their technical proposal and label each section as laid out below. Statements such as “have read, understand and will comply” are not sufficient and may be cause to reject the proposal for noncompliance. Proposals shall demonstrate a clear understanding of the technical requirements and a comprehensive, systematic approach to accomplishing tasks in all the technical areas identified in the Statement of Objectives.

• Section 1 - Space Segment

• Section 2 - End-to-End Service

• Section 3 - Shore Segment

• Section 4 - Operational Support

• Section 5 - Security and Information Assurance

• Section 6 - Management Approach

2. The Technical/Management volume must include the offeror’s Performance

Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) which clearly delineate how the proposal will be implemented and how performance will be assured.

3. If the offeror is a large business, the Technical/Management Proposal must include a subcontracting plan. Following are the current DISA subcontracting goals:

Small Business (SB) 25%

Small Disadvantaged Business (SDB) 5%

Women-owned Small Business (WOSB) 5%

Service-Disabled Veteran-owned Small Business (SDVOSB) 3%

Historically Underutilized Business Zone (HUBZONE) 3%

Historically Black Colleges and Universities/Minority Institutions 5%

Subcontracting plans are subject to Contracting Officer review, negotiation, and approval before award.

Volume III - Price

1. The offeror shall submit their proposed unit prices for the Schedule CLINs in

MS Excel Version 2003. The offeror’s price proposal shall be complete, submitting prices for all of the CLINs identified in the Schedule; failure to price all CLINs may result in rejection of the proposal. The offeror has the choice of proposing one set of prices which will be used for the Base Year and all Option Years or may provide separate pricing for the Base Year and each of the Option Years. Each Option Year must be clearly marked.

2. For the Baseline/Transit (12 Month Lease) CLINs, the Schedule provides the

Projected Bandwidth Threshold (CLIN 000x) MHz amount. The proposed price for this bandwidth requirement amount will be used in the Government’s price evaluation.

Baseline/Transit CLINs xxxxAA through xxxxAG provide bandwidth increment pricing and shall support the proposed price in CLIN 000x. Offerors shall demonstrate how proposed prices in CLINs xxxxAA through xxxxAG support the price in CLIN 000x.

CLINs xxxxAA through xxxxAG will be used to price Baseline/Transit Bandwidth increases/decreases throughout the contract life.

3. The on-demand bandwidth evaluation quantities will be determined before receipt of proposals; however these evaluation quantities will not be released until after contract award. The proposed price for multi-month lease prices should reflect the per month charge in the MRC column, NOT the total price for all months. Offerors shall propose prices for all bandwidth increments and all lease periods.

4. Proposed prices for CLIN 0224 - Terrestrial Backhaul Circuits (Navy Point of

Presence) shall be inclusive of all circuit costs to the Point of Presence.

5. CLIN 0226, Travel, is reserved for Government use for Government-directed travel if required. If Government-directed travel is required, those travel costs will be paid in accordance with the Joint Travel Regulations and CLIN 0226 will be activated.

All travel necessary to provide services shall be included in the offeror’s proposal and will not be paid via this CLIN.

6. Modem Installation, CLIN 0227, proposed prices are applicable for

Government Furnished Equipment (GFE) installations.

7. Portability, CLIN 0228, can only be invoked when the Navy requests portability for a region or band of lower cost to that of a higher cost, as interpolated by comparative prices from the bandwidth CLINs.

8. Teleport, CLIN 0229, NRC’s will be evaluated in the Base Year.

9. The quantities listed in the price schedule are estimates and should not be construed to mean these amounts are minimum or maximum quantities which will be ordered.

10. All proposals shall provide a description of the methods and validity checks used by the offeror to ensure the calculations in each spreadsheet file are accurate and address all requirements.

11. Cost or Pricing Data. Based on adequate price competition, the Contracting

Officer does not anticipate a requirement for Certified Cost or Pricing Data. However, offerors may be required to submit information other than cost or pricing data in accordance with FAR 52.215-20. This information will be required by the Contracting

Officer as deemed necessary.

Volume IV - Contract Information

• Section 1 - Transmittal Letter and Executive Summary

• Section 2 - Representations, Certifications, and Other Statements of Offerors

• Section 3 - Equal Employment Opportunity (EEO) Pre-award Clearance:
