SOURCES SOUGHT NOTICE

Title: Bulk Fuel Transportation and Pacific ISO Container Services Agency: Defense Logistics Agency – Energy (DLA-Energy), Bulk Petroleum Product Services Location of Performance: Honolulu, Hawaii (HI), including Joint Base Pearl Harbor-Hickam (JBPHH) NAICS Code: 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance Size Standard: $12.5 million in annual receipts

1. PURPOSE

This is a Sources Sought Notice (hereinafter "Notice") issued in accordance with FAR Part 10 for market research and planning purposes only. This Notice is solely for the Government's use as a market research tool and does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB), nor does it guarantee a future solicitation or contract award. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

A formal synopsis and solicitation may be issued in October 2025.

All responsible sources are encouraged to respond. First-time vendors are especially encouraged to submit a Statement of Capabilities. Failure to respond to this Notice does not preclude participation in any future solicitation.

2. REQUIREMENT OVERVIEW

DLA Energy has a requirement for the transportation, repair, and maintenance of leased Intermodal (ISO) Bulk Fuel Containers in support of the Department of Defense (DoD) operations in the state of Hawaii.

The anticipated requirement includes five (5) distinct line items:

• Intermodal Container Transport (To/From JBPHH, To/From Port, and Intra-Island)

• ISO Container – Integrity Testing

• ISO Container – Cleaning

• ISO Container – Maintenance/Repair

• ISO Container – Inspection

This requirement shall be fulfilled by performing all separate line items as stated above.

3. SCOPE OF WORK

The contractor shall provide bulk fuel transportation services using ISO containers. Fuel will be delivered into various permanent or temporary storage systems, including tanks, bladders, tank trucks, and tank containers.

Fuel types to be transported include, as part of the two dedicated transportation Line Items:

• Fuel System Icing Inhibitor (FSII)

• Lube Oil – 6 (LO6)

• Light Lube Oil (LTL)

• Diesel Fuel – DS2

• F24/JAA (with additives)

Transportation will involve full and empty ISO containers moved to/from:

• Joint Base Pearl Harbor-Hickam (JBPHH), including Pearl Harbor Naval Station and Hickam Air

Force Base

• All commercial seaports in Honolulu for onward movement either by vessel or ground transport to local storage or other designated delivery points on JBPHH

All services must comply with recognized commercial standards and best practices.

4. AREA OF CONSIDERATION

Loading Points:

• Hickam AFB

• DFSP Pearl Harbor

• Ports at Pearl Harbor Hickam / JBPHH

• Ports at Honolulu Harbor

• Ports at Kalaeloa Barbers Point Harbor

• Port at Pearl Harbor Port

Discharge Points:

• Hickam AFB

• DFSP Pearl Harbor

• Ports at Pearl Harbor/Hickam / JBPHH

• Ports at Honolulu Harbor

• Ports at Kalaeloa Barbers Point Harbor

• Pearl Harbor Port

Storage Point:

• JBPHH

5. CONTRACTOR RESPONSBILITIES

The contractor shall provide all necessary resources to perform the required services, including but not limited to:

• Qualified personnel

• Tools, parts, and materials

• HAZMAT placards

• Couplers, connectors, and adapters (as needed)

• Transportation vehicles and assets necessary to provide transport service from origin to destination.

Additional responsibilities include:

• Cleaning, inspection, maintenance, and integrity testing of up to thirty-one (31) ISO containers stored at Hickam AFB

Additional responsibilities include:

• Cleaning, inspection, maintenance, and execution of mandatory integrity on up to thirty-one (31) ISO containers

6. ANTICIPATED CONTRACT TYPE AND PERIOD OF PERFORMANCE

If an award can be made, the Government anticipates a Firm-Fixed Price (FFP) service contract with a base year and four (4) one-year option periods:

• Base Year: January 1, 2026 – December 31, 2026

• Option Year 1: January 1, 2027 – December 31, 2027

• Option Year 2: January 1, 2028 – December 31, 2028

• Option Year 3: January 1, 2029 – December 31, 2029

• Option Year 4: January 1, 2030 – December 31, 2030
