About this file

This is a Request for Proposal (RFP) from the Town of Lincoln, Vermont for hauling aggregates to support its Highway Department operations. The scope of work requires qualified contractors to haul gravel and aggregates on an as-needed basis from one of five designated suppliers—Hinesburg Sand and Gravel, Pike Industries, North Middlebury Sand and Gravel, Shelburne Limestone, or A.R. Rathbun—and deliver materials to the highway department's stockpile located at 281 South Lincoln Road, Lincoln, Vermont 05443. Hauling and delivery operations must be coordinated with the Lincoln Highway Department Supervisor and conducted exclusively Monday through Thursday, with no weekend or holiday hauling permitted except in emergency situations. Contractors are responsible for cleanup of any fluids that may leak or spill from their trucks during operations.

Contractors must collect loading slips from pit operators for each hauling operation and deliver these slips weekly to the Highway Department Supervisor. These slips, issued in the Town of Lincoln's name, must document the volume of gravel loaded on each truck. Contractors may submit billing statements for hauling and delivery services no more frequently than weekly and no less frequently than monthly, with statements identifying delivery dates and quantities that must be verifiable against vendor-provided daily slips. The Town of Lincoln will process approved statements and issue payment within two weeks of submission. Failure to deliver gravel on an as-needed basis or by an agreed-upon amended due date may result in the contractor's declaration as ineligible for future Town of Lincoln contract work.
