Sources Sought SOW

PURCHASE DESCRIPTION FOR THE ACQUISITION OF A HORIZONTAL

ACTUATOR TEST STAND (HATS) FOR BUILDING 472

1.0 SCOPE:

1.1 This statement of work (SOW) describes the minimum specifications and requirements necessary to purchase a HATS for compression testing of F/A-18 and E2/C2 components to replace the existing HATS equipment (PEMA 65888 226 439 (43)) applicable commercial warranty, and maintenance support.

1.2 DESCRIPTION:

The purpose of this SOW is to provide details for a “Turn-Key” operation for a commercial vendor to provide parts, labor, and materials delineated by contract scope and specified by SOW, to include; installation, start-up, commissioning, validation, calibration, training, commercial warranty, and maintenance support for a hydraulic actuator test stand located at Fleet Readiness Center Southwest (FRCSW), in Building 472. The quality, size, and capacity shall be no less than the minimum specification outlined in Section 4 of this SOW.

2.3 Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulation unless a specific exemption has been obtained.

3.0 REQUIREMENTS

This describes the minimum requirements for the procurement, design, and at the site installation of a hydraulic actuator test stand at FRCSW North Island, Building 472.

The Contractor shall make all the adjustments, replacements, modifications, upgrade, and pass all the environmental, safety, and fire regulations according to the technical requirements included in this SOW in Section 2 and subsequent. Specifications and requirements are as follows:

3.1 Design. The HATS equipment shall be manufactured of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation of the HATS to its maximum rating and capacity without distortion. The HATS shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair.

3.1.1 Measuring and Indicating Device Graduations. All measuring and indicating devices on the HATS shall be graduated in the inch/pound units of measurement.

3.1.2 Controls. All electrical, mechanical, hydraulic, and pneumatic operating controls shall be located convenient to the operator's workstation(s).

3.2 Safety and Health Requirements. All HATS parts, components, mechanisms, and assemblies furnished on the HATS, whether or not specifically required herein, shall comply with all of the requirements of OSHA 29 CFR 1910 or equivalent ISO/EN/DIN/JIS standards.

3.2.1 Safety Guarding. Covers, guards, or other safety devices shall be provided by the Contractor per ANSI B11 or equivalent ISO standards. The safety devices shall not interfere with the operation of the HATS. The safety devices shall prevent unintentional contact with the guarded part, and shall be easily removed to facilitate inspection, maintenance, and repair of the parts.

3.2.2 Hazardous Material Exclusions. Supplies or materials being provided as part of the equipment shall be free of known hazardous materials. These materials shall not be brought on site without prior approval of the Government. Radioactive materials or instruments capable of producing ionizing radiation as well as materials which contain asbestos, mercury, lithium, methylene chloride, lead (= or >0.06%), or polychlorinated biphenyls (PCB’s) are prohibited. Definitions of hazardous materials are specified in the latest version, including revisions adopted during the term of the contract, of FED-STD-313F. Nickel Metal Hydride and lithium batteries are permissible for memory backup. Class I Ozone Depleting Substances as defined in 40 CFR 82 shall not be used in the performance of this contract or be provided as part of the equipment. Exceptions to the prohibition of these materials must be referred to the Contracting Officer in writing, for consideration, not later than 60 calendar days after effective date of contract and prior to any work being performed.

3.2.3 Environmental Protection and Safety Requirements: The completed installation shall meet all applicable Environmental Protection Agency (EPA) and Occupational Safety Health Association (OSHA) restriction for materials classified as hazardous to the environment in effect on the date of contract. During the operation of the equipment at their final location, all equipment shall comply with all applicable EPA and OSHA regulations in effect on the date of contract regulating the emission of material hazardous to the environment. The Contractor shall coordinate with FRCSW regarding site approvals and environmental permits required by Federal, State, Country, and Local Laws. For additional information, the Contractor is instructed to contact the TPOC. The Contractor shall provide in writing the make, model, capacity, footprint, mechanical, and electrical requirements of the equipment (CDRL A001).

3.2.4 Lubrication. Means shall be provided to ensure adequate lubrication for all moving parts. Recirculating lubrication systems shall include a filter that is cleanable or replaceable. Each lubricant reservoir shall have a minimum of twenty-four (24) hour capacity. Means shall be provided to indicate a low oil condition. Shall a low oil condition occur; the machine shall enter an emergency stop condition upon completion of the current operation. All oil holes, grease fittings, and filler caps shall be accessible.

3.2.5 Interchangeability: Replacement parts shall be interchangeable without requiring modification. Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts, feed screws, drive belts, pumps, and seals. Electrical replacement parts shall include but not be limited to, motors, relays, fuses, switches, magnetics, pushbuttons, light bulbs, braking mechanisms, and solid-state devices. Tooling and accessories normally supplied as standard items shall also be considered replacement parts.

Foreign-sourced replacement parts shall be interchangeable with domestically supplied components or be readily available from a domestic source.

4.0 DETAILED TASK: The machine shall be manufactured of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation of the machine to its maximum rating and capacity without distortion.

4.1 Castings and Forgings. All castings and forgings shall be free of defects, scale, and mismatching. No processes such as welding, peening, plugging, filling with solder or paste shall be used for reclaiming any defective part.

4.2 Fastening Devices. All screws, pins, bolts, and other fasteners shall be installed to prevent unintentional loosening. Fastening devices subject to removal or adjustment shall not be permanently installed.

4.3 Threads. All threaded parts used on the HATS and its related attachments and accessories shall conform to FED-STD-H28B and the applicable “Detailed Standard” section referenced therein or equivalent ISO/EN/DIN/JIS standards.

4.4 Surfaces. All surfaces shall be clean and free of harmful or extraneous materials. All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function. The condition and finish of all surfaces shall be in accordance with the manufacturer's commercial practice.

4.5 Welding, Brazing, or Soldering. Welding, brazing, or soldering shall be employed only where specified in the original design. None of these operations shall be employed as a repair measure for any defective part.

4.6 Coating. The HATS shall be coated with the proper material in accordance with the manufacturer’s commercial practice. All coatings shall be of the lead-free type.

4.7 Workmanship. Workmanship of the HATS shall meet all requirements specified herein and shall be of a quality equal to that prevailing among manufacturers producing equipment of the type covered by this purchase description.

4.8 Maintainability: The equipment shall be designed and manufactured to permit maintenance personnel to easily service the equipment using a minimal number of tools. All parts subject to wear, breakage, or distortion shall be accessible for adjustment, replacement or repair. Consistent with required maintenance and design of the equipment, the Contractor shall provide any special tools required to service the Unit. The equipment shall be equipped with access covers to facilitate inspection, cleaning, and repair, or replacement of parts.

4.9 Hydraulic Actuator Test Stand Components: The machine shall consist of, but not be limited to the following described principal components, attachments, and accessories necessary to meet the operational and performance requirements specified herein:

▪ Max Installation Space must adhere to Section 4.30

▪ UUT work envelope per Section 2.1.4 and Table 1

▪ Self-contained Hydraulic Power Unit (HPU)

▪ Self-contained hydraulic reservoir with heat exchanger for the Unit Under

Test (UUT) and test stand

▪ 0-5,000 psig HPU. Capability to regulate hydraulic pressure to both the ram and hydraulic supply and return for the UUT. Additional circuit with capability to regulate low pressure at 100-150 psig and high pressure 0- 5,000 psig. Individual gauges or indicators for both high and low pressure display.

▪ Hydraulic ram: Ø3 ¼” bore x 36” double acting end stroke

▪ Gauges indicating pressure and temperature for supply and return on both the hydraulic supply and the UUT

▪ 5,000-pound load cell for tension-compression measurement and associated indicator

▪ UUT must be fully enclosed and protect the user while operational testing but must remain visible to the operator. Shall adhere to Section 3.7.h

▪ Jib crane or similar device fully integrated to the bench for operator ease when loading and unloading of components.

▪ The contractor shall design and provide each part listed in TABLE 1 with necessary fixtures, attachments, and ports.

▪ Individual gauges for both high and low pressure display.

▪ UUT: The test stand shall be designed to test the following aircraft components listed in TABLE I:

4.10 Emergency Stop Switches. The HATS shall include emergency stop switches that shall be large, red, and push-style. Actuation of the emergency stop switch shall remove all electrical control power from the system to shut down the hydraulic electrical utilities to a safe condition and show an Emergency Shutdown display on the test stand monitor.

4.11 Calibration Equipment. The HATS shall include all calibration tooling and fixtures required to calibrate the test stand.

4.12 Hydraulic System. The HATS system shall conform to ISO 4413. The system shall be complete, including all pumps, valves, piping, cylinders, and pressure controls. The HATS piping shall have tubing and fittings fabricated from stainless steel. The fluid shall be supplied at a pressure of 5000 psig maximum. The return pressure shall be adjustable. All hydraulic pressure and return lines shall be rated for maximum flow with a minimum pressure drop.

Over-pressure shall be provided in the high pressure line to prevent damage to components.

4.12.1 Test Fluid. The HATS shall be designed to be compatible with

MIL-PRF 83282D. The filtration system shall maintain a contamination level better than ISO 4406.

4.13 Pneumatic System. The HATS system shall conform to ISO 4414. The system shall be complete, including all pumps, valves, piping, cylinders, and pressure controls.

4.14 Electrical System. The HATS shall conform to NFPA 79 or current equivalent ISO/EN/DIN/JIS/IEC standards. The existing source power available at the facility is 480 volt, 3-phase, 60 Hertz (Hz). The electrical system shall be complete, including any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated, and fused, single disconnect device shall be utilized on the HATS with means of lockout in the off position only.

4.14.1 Electrical Enclosures. Construction of the electrical enclosures shall be in accordance with NEMA 250 type 12 or current equivalent ISO/EN/DIN/JIS/IEC standards and shall provide for ventilation of components and shall be designed for an indoor non-hazardous location. All electrical components shall conform to NFPA 79 or equivalent ISO/EN/DIN/JIS standards. The HATS shall be provided with interlocks on its electronic cabinet that shall instantly remove power from the equipment when the door is opened in accordance with NFPA 79 or current equivalent ISO/EN/DIN/JIS/IEC standards.

4.14.2 Arc Flash Protection. The HATS enclosures shall be marked for arc flash in accordance with NFPA 79 Paragraph 16.2.3 “Safety Signs for Electrical Enclosures” or current equivalent ISO/EN/DIN/JIS/IEC standards for arc flash safety.

4.14.3 Solid-State Components. Electrical devices used to power electrical servo motors of control voltage delivered to solid-state electrical components shall be solid-state devices. Such devices shall be equipped to handle the electrical load imposed by operation of the HATS to its maximum potential. The use of selenium in solid-state components shall be restricted to those devices that protect other solid-state components from voltage surge.

4.14.4 Controller System. The controller unit shall provide automatic control of all HATS functions, test parameters, and test results. The following controller features shall be provided

4.14.5 Data Acquisition and Control System. The Data Acquisition and

Control System (DACS) shall be incorporated into the electronics system of the HATS. The HATS shall include an independent computer and necessary application software for measurement and instrumentation stimuli.

4.14.6 Electronic System Architecture. The electronics system architecture shall have the capability for background monitoring of any measurable parameter with programmed responses as necessary.

This monitoring process shall be performed at the application level while essential system wide parameters monitor at the main menu.

4.14.7 Computer. The HATS computer shall include a standard industrial keyboard. There shall be a protective and replaceable membrane on the keyboard. The computer shall include the following characteristics:

• Intel 3955U Dual Core 2.3 Ghz

• 128GB SSD

• 17” LED True Flat Touch Screen PC

• Control test:

o Automatically o Manually o Semi-manually o Record test data including pressure, temperature, shaft travel position and tension/compression loads (lbf) on the ram/load cell.

4.15 Application Software. The HATS software shall provide for automatic, semi-automatic or manual mode test procedures. All modes of operation shall provide on-screen data plots and allow for printing of these data plots.

Automatic and semi-automatic test modes shall provide saved electronic data results. Pass/fail criteria, evaluation and a data sheet summary shall be saved electronically at the end of the test routine. The HATS system shall include the following software features: (CDRL A001, see paragraph 6.1 for further CDRL info).

▪ The control system shall have the Menu driven, programming software, utilizing function-oriented pictures (icons), bold graphics type directions.

▪ Graphical User Interface

▪ Windows-compatible control PC based (open architecture)

▪ Control software

▪ All loaded software licenses

▪ FRCSW to receive a full copy of all programming and software used in the system/equipment.

4.16 Motors. Motors shall be rated for continuous duty. Alternating-current

(AC) motors shall be designed to operate on 60-Hz and each motor enclosure shall meet the requirements for a drip-proof enclosure. All motors shall meet the requirements of NEMA MG-1 or current equivalent ISO/EN/DIN/JIS/IEC standards. Each motor shall have an identification plate in accordance with paragraph 4.4.2 to identify manufacturer, model number, serial number, voltage, amperage, horsepower, phase, frequency, and frame number. Motor horsepower shall be the manufacturer’s standard or standard optional horsepower as indicated on the manufacturer's design and construction drawing(s).

4.17 Facility Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70.

4.18 Hour Meter. The HATS shall be equipped with a non-resetting type, hour meter to display accumulated operating time of the drive motor(s), mounted on the main electrical panel visible from the outside, sealed to prevent the entrance of dust and moisture, and shall be mounted to withstand shock and vibration generated by the HATS. The meter shall have a range of 0 to 99,999.9 hours in increments of one (1) tenth of one (1) hour. A Programmable Logic Controller (PLC) that tracks and displays total HATS on time (a non-resetting type), controller on, program runtime, and run time of the servo motor(s) shall be considered to meet this requirement. The meter shall be sealed to prevent the entrance of dust and moisture and shall be mounted to withstand shock and vibration generated by the HATS.

4.19 Standard Tooling and Equipment. The Contractor shall provide all standard tooling and equipment required for proper operation and maintenance of the HATS. A list of these items shall be furnished at time of proposal.

4.20 Marking on Instruments, Control Panels, and Plates. All words on plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.

4.21 Lubrication Plate. A lubrication plate shall be permanently and securely attached to the HATS. The plate shall contain the following information.

Points of Lubricant Application Servicing Interval Type of Lubricant Viscosity Military or Federal Specification for Each Lubricant (If available) Size and Type of Each Lubricant Filter

4.22 Nameplate. A nameplate shall be permanently and securely attached to the

HATS. The nameplate shall contain the information listed below. If the HATS is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records.

4.23 Identification Marking of Military Property. An Item Unique Identification

Marking (IUID) shall be provided in accordance with MIL-STD-130N and all applicable documents within the standard with Machine Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable Information (HRI) shall be used in combination with MRI and free text. At a minimum this tag shall contain the information listed in paragraph 3.7.2 Nameplate.

4.24 Technical Data. Three (3) hard copies and one (1) electronic copy(s) via

DOD Safe of technical data shall be provided with the test stand. Technical data shall contain specifications, instructions for the operation, maintenance of the HATS and recommended spare parts list. All copies of technical data shall be legible and written in the English language. (Sub-paragraphs a thru e will be CDRL A002). Technical Data shall include the following:

o All engineering drawings shall be in accordance with ASME Y14.100.

Technical data shall contain technical information, specifications, instructions for the operation, maintenance of the HATS, consumables and expendables information (such as oils, fluids, grease, filters…), and recommended spare parts list.

o Factory service and operator manuals for the HATS system.

o Diagnostic procedures for isolating and correcting faults. Procedures shall be included in the service manuals for recalibrating and performing operational checks to ensure proper operation of any replaced parts, as required.

o Preventative and predictive maintenance tasks, including oil and vibration analysis, and show recommended intervals of tasks.

o Software manuals and registration keys/codes shall be provided, along with original software installation disks.

4.25 Plan of Action and Milestones (POA&M). The contractor shall provide a POA&M to identify contractor performance dates of all major events from contract award to completion of all contract requirements. The initial POA&M shall be delivered thirty (30) calendar days After Contract Award (ACA). The milestones shall be prepared using a recognized project management technique (preferably Microsoft Project). The Government and the contractor shall review the report on a monthly basis. The contractor shall notify the Government prior to making any changes to the POA&M. All changes to the POA&M shall be approved in advance by the Government. The POA&M shall detail such items as engineering, procurement of major hardware, assembly, operational debug, factory acceptance, shipment, installation, training, and final acceptance test

(CDRL A003).

4.26 Preliminary Design Review. The Contractor shall provide a preliminary design review for the design of the test stand for review by the Government.

(CDRL A004).

4.27 Final Design Review. Once the preliminary design review has been completed, the Contractor shall provide the final design to the Government.

(CDRL A004).

4.28 Instrument Calibration Procedures (ICPS) Source Data. The Contractor shall provide ICP source data: system/subsystem specifications, functional specifications, manufacturer’s catalogs or data sheets, user’s manuals, engineering drawings and associated technical data including all versions of relevant software (which impact calibration) for all Test, Measurement and Diagnostic Equipment (TMDE) and calibration equipment/standards that do not have US Navy-approved ICPs. The Contractor shall submit specific recommendations and data using any Contractor’s Technical Report process.

The contractor shall provide the calibration procedure in accordance with ASTM – E74 or equivalent ISO-7500.Vendor prepared ICPs must have Government approval for Navy use (CDRL A005).

4.29 Acceptance Test Plan (ATP). The Contractor shall prepare an Acceptance

Test Plan (ATP). The ATP shall be a step-by-step written instruction on how to verify compliance during Contract Quality Assurance Inspection and the Final Inspection/Acceptance Test specified in Sections 5.4 and 5.5. The Contractor shall develop and provide how the UUT’s will be tested as specified in Paragraph 5.7.1. The Manufacture’s standard testing procedures shall be included in the ATP. Any procedures necessary for compliance with Section 5, which are not covered by the Manufacturer’s standard testing procedures, shall be identified and included in the ATP. The initial ATP shall be submitted thirty

(30) calendar days ACA for Government review and approval. The accepted test procedures shall become part of this contract and property of the Government (CDRL A006).

4.30 Installation. The contractor shall be responsible for the complete installation of the HATS. FRCSW will only be responsible to drill the anchor bolt holes per contractor’s instructions and under the contractor’s supervision.

The contractor shall provide the government with the anchor bolt layout, anchor bolt sizes and all information regarding the hardware to be used. The contractor will verify that the holes are correct before installation. Installation shall include shipping, rigging, uncrating, resurfacing and leveling of the floor, securing the HATS to the floor, calibration of the HATS, connecting to the existing utilities and conducting the tests listed in section 5.7. The contractor shall not exceed the equipment installation dimensions that are provided in the FRCSW North Island Building 472 Clean Room Layout Drawing. FRCSW will be responsible for the removal of the existing equipment. Installation shall also include the following:

4.30.1 Waste Disposal: The contractor shall be responsible for waste disposal generated from the installation process of the HATS.

Disposal of non-hazardous solid waste shall be the responsibility of the Contractor.

4.30.2 Disposal of Existing Equipment. FRCSW will be responsible for the disposal of the existing piece of equipment.

4.30.3 Facility Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70. The Government will provide all utilities needed within 20 feet of the HATS.

4.30.4 Work Stoppage. For unforeseen issues that are found during installation of the foundation, the contractor shall notify the facility point of contact (POC) and PCO immediately to determine further course of action.

4.31 Training. After satisfactory completion of acceptance testing of the system, the services of a qualified representative(s), who is an American citizen of good standing and repute and proficient in the English language, shall be provided for specialized training to familiarize Government personnel with the equipment and to help ensure reliable performance and maximum service life, during normal usage. The course shall utilize as-built drawings and manuals provided under this contract and shall include both classroom and hands on portions. All printed training aids shall be supplied for the course, be in the English language, and become the property of the Government (CDRL A007).

4.31.1 Operator Training. Operator training shall be provided at FRCSW.

Training shall be provided for a maximum of ten (10) operators.

Training shall not be less than five (5) consecutive eight (8) hour workdays, between 6:00 am and 2:30 pm excluding weekends and federal holidays. Training shall include preparation of equipment for safe operation and proper isolation of equipment procedures. The operator shall be provided instruction for the care, use and operation of all attachments and accessories. Training manuals shall be provided for each operator.

4.31.2 Maintenance Training. Mechanical and Electronic/Electrical maintenance training shall be provided for five (5) maintenance personnel each. Training shall be performed at the Government facility and shall not be less than five (5) consecutive eight (8) hour workdays each, between 6:00 am and 2:30 pm excluding weekends and federal holidays. Training manuals shall be provided for each student. The maintenance course shall cover at a minimum:

▪ Review of systems drawings and schematics

▪ Component location and function

▪ Trouble shooting procedures and techniques

▪ Repair procedures including disassembly and assembly

▪ System maintenance and servicing

▪ Set-up, adjustments, and calibration (how, when, and where)

▪ Preventative Maintenance procedure

▪ Procedures for proper isolation

4.32 FRCSW normal business hours of Monday through Friday 0600 to 1430 hours Pacific Standard Time (local time), respecting federal holidays, furloughs, base closures, and other dates that the base might not be operational.

5.0 QUALITY ASSURANCE.

5.1 Responsibility for Inspection. The contractor shall be responsible for the performance of all inspection requirements specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own facility for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to witness any inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.

5.1.1 Responsibility for Compliance. All items must meet all

requirements of sections 3 and 4.

5.1.2 Classification of Inspections. The inspection requirements specified herein are classified as follows:

5.1.2.1 Contract quality assurance inspection (Origin) (see 4.4).

5.1.2.2 Final Inspection/Acceptance test (Destination) (see 4.5).

5.2 Inspection Conditions. All inspections, tests, and examinations shall be performed in an indoor facility with ambient temperature conditions in the range of 55° F to 100° F and 10% to 95% relative humidity.

5.3 Contract Quality Assurance Inspection (Origin). Contract quality assurance inspection shall be applied at the contractor’s facility prior to being offered for acceptance under the contract. The HATS and all peripheral equipment added to the HATS shall be fully assembled and perform all functions in accordance with this specification. Quality conformance inspection shall consist of the examination in 5.6 and the tests in 5.7. The HATS shall pass the examination, all tests, and contract quality assurance inspection to be acceptable for shipment.

5.4 UUT’s (Origin). The Government will provide and ship all the UUT’s listed in section 4.2.3, TABLE I for the performance test at origin.

5.5 Final Inspection/Acceptance Test (Destination). Final Inspection and acceptance test shall be performed on the HATS to ensure conformance with this purchase description. The acceptance test shall be performed only after the HATS is installed at its final location. The acceptance test shall consist of the examination in 5.6 and all tests in 5.7. The HATS shall pass the examination and all tests to be accepted. The contractor shall ship the UUT’s back to the site for destination testing.

5.6 Examination. The equipment shall be examined for design, dimensions, construction, materials, components, electrical equipment and workmanship to determine compliance with the requirements listed in section 4 of this specification.

5.7 Tests. Unless otherwise specified within this document, all programs, instruments, materials, material handling equipment, qualified personnel, and tools required to perform and evaluate the tests shall be furnished by the contractor. All measurement tools and indicating devices shall be calibrated in accordance with NIST. If a malfunction occurs during the test, the test shall be restarted each time until all tests under section 5.7 are completed without a malfunction. Three (3) consecutive failures without completion of the test may be considered cause for rejection of the system. For the purpose of this test, a “failure” is defined as any equipment malfunction which requires remedial action to restore the system to full operation in accordance with this specification.

5.7.1 Performance Test. The test stand shall satisfactorily and accurately test each UUT listed in TABLE 1 of this specification in accordance with NAVAIR manual testing requirements. After completion of this test, the contractor shall provide the Government a copy of all test results completed. (CDRL A008). The government will provide the UUTs for the performance test.

6.0 POST AWARD CONFERENCE (PAC):

The Contractor shall attend a Post Award Conference with the Contracting Officer and the TPOC no earlier than ten (10) business days and no later than thirty (30) business days after the date of contract award. The Post Award Conference will discuss technical and contracting objectives and review the Contractor's draft project plan. The Post Award Conference will be held via teleconference

6.1 Program Review: The Contractor shall be responsible to prepare and submit a program. Plan of Action and Milestones (POA&M): The contractor shall provide a POA&M report (CDRL A003) to identify contractor performance dates of all major events from contract award to completion of all contract requirements. The POA&M shall be delivered at the time of the PAC. The milestones shall be prepared using a recognized project management technique (preferably Microsoft Project). The TPOC and the contractor shall review the report on a monthly basis in regards to progress of installation, tests, problems, issues, and scheduling milestones. Any changes to the POA&M must be notified and approved by the TPOC/KO. The POA&M shall detail items such as engineering, procurement of major hardware, assembly, operational debug, factory acceptance, shipment, installation, training and final acceptance test.

Contract shall not exceed three hundred sixty-five (365) days.

Program Review: The Contractor shall be responsible to prepare and submit a program review. The program review shall consist of:

8.0 PREVENTATIVE MAINTENANCE

7.1 Maintenance. The Contractor shall provide Preventative Maintenance and incidental repairs to ensure and maintain operational status of the new HATS system.

These services shall be performed biannually. The Contractor shall provide the Government in one (1) hard copy and electronic format what is included for the preventative maintenance that is to be performed after final acceptance of the HATS.

This document shall become the property of the Government. (CDRL A009).

7.2 Maintenance Period of Performance. The Government requires these Preventative

Maintenance services to include a three (3) optional years of service, with the first option year of service to commence upon the completion of the warranty period.
