About this file

This is a project plan document for the Virginia Department of Energy's Abandoned Mined Land Repurposing Program for the Harold Keene Surface Bond Forfeiture project located in Dickinson County, Virginia. The project encompasses mined land reclamation and construction work including the removal of four ponds (6A, 7, 9, and 10), cleanup of a coal remnant stockpile and bench areas, backfill operations for a pit and point cut-through area, and wetland restoration. The work requires contractors to coordinate with Virginia utilities through VA811 before excavation, obtain Agency clearance before commencing work, and maintain close cooperation with the Agency and other project participants. Final grades for all earthwork shall not exceed 1.5 horizontal to 1 vertical slope ratios. The project includes temporary support systems during excavation and backfill operations to ensure stability.

The wetland restoration component requires the planting of native aquatic and wetland species in designated zones including arrowhead and sago pondweed in the aquatic root zone, soft stem bulrush, burreed, and three square rush in the reed bank zone, and common buttonbush, American elderberry, and silky dogwood in the shrub zone. All acidic and toxic materials above the water table must be encapsulated with a minimum four feet of non-toxic, non-combustible, and impermeable spoil material sourced from available on-site materials. Backfill material is available from spoil piles along existing benches and berms, and no existing pre-law highwall shall be disturbed during material retrieval operations.
