About this file
This is a Bid Schedule for the Harold Keene Surface Bond Forfeiture project issued by the Virginia Department of Energy's Abandoned Mined Land Repurposing Program. The project encompasses reclamation and construction work across multiple scope items totaling 17 line items. Key project components include site preparation, installation of 2,500 linear feet of silt fence, backfill operations for a point cut-through area (17,000 cubic yards), pit backfill (10,000 cubic yards), and highwall miner area backfill (500 cubic yards). Additional work includes the placement of 600 tons of VDOT No. 57 stone, 100 tons of VDOT No. 2 stone, and 100 tons of crusher run stone. The project also requires regrade work and restoration activities across five pond areas (Ponds 5, 6A, 7, 9, and 10), as well as wetland restoration and revegetation efforts totaling 0.4 acres of wetland restoration, 0.4 acres of wetland restoration revegetation, and 30 acres of general revegetation.
Bidders must submit unit prices for all line items and provide a bid bond for any total bid exceeding $100,000. Mobilization costs are capped at no greater than 5 percent of the Total Base Bid amount (Items 2-17). Payment will be made on actual units used and verified in the field, with the Total Bid Price (Items 1-17) utilized for determining the contract award value and establishing performance and payment bond amounts. Any bidder submitting a unit price of $0 or leaving a unit price blank will be deemed nonresponsive. In cases of pricing extension errors, the unit price shall govern.
