About this file

The document is a Request for Qualifications (RFQ) issued by the Hanson Public Library (HPL) in Massachusetts for Owner's Project Manager (OPM) services for a library construction or renovation project. The RFQ seeks qualified professionals to provide project management services for the planning and design phase of the library project, which is supported by the 2023-2024 Massachusetts Public Library Construction Program (MPLCP) grant. Key dates include an optional site visit on April 28, 2025, at 10:00 AM EST, a deadline for questions on April 30, 2025, at 3:00 PM EST, and proposal submissions due on May 7, 2025, at 3:00 PM EST. The project is expected to take seven to eight months, with a contract completion deadline of April 30, 2026.

The RFQ emphasizes the need for an OPM with extensive experience in library construction projects, knowledge of Massachusetts building codes, and familiarity with sustainable design practices. The selected OPM will be responsible for assisting in architect selection, reviewing design documents, providing cost analysis, and supporting the LEED certification process. The current library, built in 1991, is undersized and lacks modern infrastructure, prompting the community's desire for a new or renovated facility. While the RFQ does not specify a fixed budget, it indicates that the fee for services will be negotiated after selection, with a focus on qualifications rather than price. The project aims to create a library that meets the community's needs and aligns with the HPL's strategic plan of connecting the community, enriching lives, and focusing on Hanson's future.

2. PROJECT DESCRIPTION

A. OVERVIEW: The HPL serves the Town of Hanson, Massachusetts, a suburban community in Plymouth County with an area of 15 square miles and a population of approximately 11,000 residents. Library governance and policy is overseen by the elected

Board of Library Trustees. Day-to-day administration of Library programs and activities is the responsibility of the Director, who oversees a staff of eight.

The HPL strives to strengthen, engage, and enrich the community, and to inspire curiosity and foster life-long learning by connecting people and ideas. The Library provides access to a wide variety of resources, technology, and experiences in a welcoming, supportive environment. HPL serves approximately 7,000 patrons annually; annual circulation is approximately 56,000 items (estimates based on FY22 data).

B. PROJECT GOALS: As described in the HPL Strategic Plan 2024-2028 (attached as

Exhibit F to this RFQ), The HPL’s priorities are to:

1. Connect our community

2. Enrich people’s lives

3. Open our doors to all

4. Be focused on Hanson’s future

In February 2023, the MBLC announced a new grant round through the MPLCP. Over the course of the next year, HPL worked on completing the necessary requirements for the grant, and an application was submitted in May 2024. The project included working with a consultant to gather community input and produce a strategic plan and Library Building

Program, and hiring an architectural firm to perform a facility assessment, which also included scoping scenarios.

It is intended that the services solicited in this RFQ will build upon the HPL Strategic

Plan 2024-2028, Library Building Program, and Facility Conditions Assessment so as to optimally meet the goals and objectives of Hanson.

C. PROJECT PERIOD: The project is expected to take no more than seven (7) to eight (8) months from initial date of contract to delivery of final work product. As a submittal requirement, the OPM will submit a project schedule showing key tasks, targets dates, and estimated task duration. Any proposed deviation from the Town’s proposed timeline should be discussed in the OPM’s response to the RFQ. Upon completion of this phase, the

Town reserves the right to move into the design and construction phase with the same OPM.

However, the proposal requested here only covers the Planning and Design Phase. Future design development will be dependent upon Town approval.

D. OPM FEE: The fee for this project is to be negotiated upon selection. Price of the fee is not a consideration under the evaluation criteria of this RFQ. The negotiated fee, however, will include all expenses, direct and indirect, for this project. Contracts for OPM services resulting from this RFQ and negotiation are subject to available funds. All proposals shall belong to the Town of Hanson. The OPM agrees to comply with all the federal, state and local laws in its performance of its contract with the Town of Hanson. The Town reserves the right to negotiate mutually acceptable amendments to the contract and in particular with respect to additional services.

E. COORDINATION WITH HPL DIRECTOR: Project oversight will be performed by HPL

Director, who will coordinate communication between the selected Respondent and, initially, a Library Design & Planning Committee appointed by the Select Board. It is anticipated that at May 2025 Town Meeting, a Library Building Committee will be voted upon, at which point, the responsibilities of the Library Design & Planning Committee will be assumed by the Library Building Committee. In the event that the Library Building

Committee is not formed, the Library Design & Planning Committee will continue to be the point of contact. The Library Design & Planning Committee and Library Building

Committee are herein referred to as the Committee.

3. FACILITIES DESCRIPTION

Built in 1991, the Hanson Public Library is an attractive, one-story, arts-and-crafts style building on the corner of Maquan and School Streets in the Town of Hanson. The 11,177 square foot building, shared with the Town’s Multi-Service Senior Center, is opposite the Indian Head

Elementary School and is adjacent to a vacant parcel of Town-owned land, which is the site of the former Maquan Elementary School.

The library portion of the building occupies 8,195 square feet and was undersized when it was built in 1991. Its construction predates the installation of infrastructure to meet current library use. Access to electrical outlets is severely limited and tel-data connection points are inconvenient and inflexible. There is no clear path to staff upon entering the building due to the tall, large circulation desk that is fixed in place. The library is overwhelmed by furnishings and fixtures, and the shelving the collection requires has expanded to consume almost all available floor space. The children’s area is cramped and contains shelving that is too high for children to reach. A more complete description of the facility is included in the HPL Library Building Program (attached as

Exhibit G).

In May 2024, HPL submitted an application for the 2023-2024 MPLCP grant round, and community input gathered during the application process confirms that a new or expanded/renovated library facility is needed and desired by the Hanson community.

SECTION IV: SCOPE OF SERVICES AND DELIVERABLES

1. DOCUMENTATION OF PLANNING & DESIGN SCOPE

Upon award of contract, the OPM services will include all activities necessary or appropriate to efficiently and effectively manage the Planning and Design phase for HPL. These services will include but are not limited to, the following:

1. Assist in the preparation of the selection of the architect/designer.

2. Assist the Library in evaluating architect proposals using designer selection procedures, determining interview techniques and negotiating a contract with selected architect.

4. Define any conflicts in design with the Library Building Program and make recommendations to the architect, Library Trustees, and the Committee to resolve them.

5. Set a timeline and schedule for taking the project successfully through the MBLC Level of

Design review process.

6. Review architect’s invoices for services rendered and make recommendations for payment.

7. Consider proposed designs from the perspective of cost-effectiveness and recommend possibilities for value engineering/resource prioritization.

8. Review the MPLCP Level of Design plans, evaluations and specifications for cost effectiveness, constructability issues, consistency of documents between overlapping trades, coordination, and compliance with the visions of the Library Building Program and the requirements of both the MBLC grant and the M.G. L. Chapter 149, Section 44A-M and all other applicable laws, codes and regulations.

9. Attend regular meetings with the Committee and Library Trustees of Hanson, and as needed with the Town Select Board to present reports on status of projects and progress on schedule agreed upon by all parties.

10. Provide information and documents as requested by the Town and Library in preparation for moving ahead with the MBLC Public Library Construction Grant Program.

2. REQUIRED COMMUNICATIONS

The OPM will send emails to and meet with HPL Director and stakeholders at regular intervals to provide updates on project progress.
