The Contractor must provide all labor, materials, equipment, supervision, and incidentals necessary to deliver safe, playable, and durable athletic fields meeting Air Force playability standards, proper drainage, and turf establishment requirements. All work must comply with AFIMSC standards, Air Force Instruction 34-114, OSHA requirements, and manufacturer specifications.

Field #4 renovation includes infield preparation with removal of existing vegetation, installation of a homogenous infield mix (60% sand, 40% silt/clay) to a minimum compacted depth of four inches, incorporation of vitrified clay aggregate conditioner (20% by volume) into the top one to two inches, laser grading to ±0.25 inches over ten-foot spans, and resetting field equipment to amateur Softball Association regulations. Outfield work requires core aeration to three inches minimum depth, topdressing with screened topsoil to correct surface irregularities, and seeding with Athletic Perennial Rye blend (often with Kentucky Blue Grass). Field #1 requires complete infield renovation consisting of tilling to four inches minimum depth, installation of sand/soil compost mix, compaction and laser grading, soil testing by a certified laboratory with fertilizer and lime applications per laboratory recommendations, and seeding with Athletic Perennial Rye blend. The Contractor must submit a Quality Control Plan, Work Plan and Schedule, material data sheets, and AF Form 3000 for approval prior to execution. All work must be completed within 90 calendar days from Notice to Proceed during government work hours (7:30 a.m. to 4:30 p.m., Monday through Friday, excluding holidays). The Contractor shall provide all labor, materials, equipment, supervision, and incidentals necessary to meet the performance outcomes defined herein. All work shall comply with applicable AFIMSC standards (i.e. FAC-13; Play courts/fields used for official sports meet required dimensions and have the specific markings established by the respective sport’s governing body when abiding by the sport's governing body rules.), Air Force Instruction 34-114, Fitness, Sports and World Class Athlete Program, OSHA requirements, and manufacturer specifications (if applicable).

1.2 Field Verification: The Contractor shall be responsible for field verifying all site dimensions, including but not limited to the square footage of the infield and outfield areas, prior to ordering materials or beginning work. The Contractor shall include these verified measurements in the Work Plan submitted for approval.

2.0 Administration

2.1 The following are the Points of Contact (“PoCs”) for this renovation:

3.0 Performance Objectives

3.1 The objective is to deliver safe, playable, and durable athletic fields meeting Air Force playability standards, proper drainage, and turf establishment requirements.

4.0 Performance Requirements

4.1 Field surfaces shall be graded to within ±0.25 inches over any ten-foot (10-foot) span.

4.2 Turf areas shall achieve a minimum of 95% uniform coverage with no bare spots exceeding three (3) inches in diameter within sixty (60) days of completion.

5.0 Field #4 – Infield Performance Tasks

5.1 Remove existing vegetation.

5.2 The Contractor shall furnish, install, and grade a new infield mix and conditioner meeting the following specifications:

5.2.1 Infield Mix: The mix shall be a homogenous blend composed of approximately 60% sand and 40% silt/clay. The contractor shall install and compact the infield mix to achieve a minimum uniform depth of four (4) inches across the entire skinned infield area.

5.2.2 Infield Conditioner: The conditioner shall be a vitrified clay aggregate. The Contractor shall incorporate the conditioner into the top one (1) to two (2) inches of the new infield mix at a rate of 20% by volume to ensure proper moisture management and surface playability.

5.2.3 Installation and Finishing: The contractor shall install the specified materials to a minimum uniform compacted depth of four (4) inches. The final surface shall be laser graded to a smooth, uniform plane with positive drainage and compacted to the required tolerance for athletic play.

5.2.4 Submittals: In accordance with Paragraph 8.1, the Contractor shall submit manufacturer's product data sheets and a five-pound (5 lb) sample of both the proposed infield mix and the conditioner to the Government Project Manager for approval prior to delivery and installation.

5.3 Reset Field Equipment to amateur Softball Association (ASA) Softball Regulations. The Contractor shall set all field equipment, including bases, the pitching rubber, and home plate, to the dimensions and specifications required by the current edition of the ASA Softball Official Rules of play. This includes, but is not limited to:

• Base Paths: Set at sixty (60) feet.

• Pitching Distance: Set at the regulation distance from the back point of home plate to the front of the pitching rubber.

5.4 The Contractor shall verify all measurements in the field and confirm them in the Work Plan submittal prior to installation.

6.0 Field #4 – Outfield Performance Tasks

6.1 Outfield Turf Renovation. The Contractor shall perform the following turf renovation tasks for the entire outfield area:

6.1.1 Aeration: The entire outfield turf area shall be core aerated to a minimum depth of three (

3) inches.

6.1.2 Topdressing and Leveling: Following aeration, the Contractor shall identify and correct all low spots, depressions, and other surface irregularities throughout the outfield. The Contractor shall furnish and spread screened topsoil as required to fill these areas and establish a smooth, uniform grade that ensures positive surface drainage across the entire outfield.

6.1.3 Seeding: The Contractor shall seed all specified outfield areas with an Athletic Perennial Rye blend (often with Kentucky Blue Grass). Seeding shall be applied at the manufacturer’s recommended rate for new turf establishment. The specific seed blend and its application rate shall be submitted for Government approval in accordance with Paragraph 8.1.

7.2.2 Material Installation: The Contractor shall furnish and install a sand/soil compost mix over the entire tilled infield. The new material shall be sufficient to amend the existing soil and establish the final required grade.

7.2.3 Compaction and Laser Grading: After adding the new material, the Contractor shall blend it with the tilled soil, then compact and laser grade the entire infield to a smooth, uniform surface that ensures positive drainage.

7.3 Soil Testing and Amendments: The Contractor shall be responsible for obtaining a soil analysis from a certified laboratory for the renovated infield. Based on the soil test results, the Contractor shall apply fertilizer and lime at the laboratory's recommended rates to optimize conditions for turf establishment. The soil test results and proposed application rates shall be submitted to the Government for approval prior to application.
