About this file
This is a Quality Assurance Surveillance Plan (QASP) for the inspection, maintenance, and repair of aircraft hangar doors at Joint Base Andrews, Maryland, issued by the 316th Civil Engineer Squadron effective December 15, 2025.
The contract objective encompasses annual inspections, preventative maintenance, and repairs to aircraft hangar doors. The Multi-Functional Team goals are to achieve cost savings through proper preventative maintenance, free up base personnel for mission-critical activities, and improve customer service with access to a Contracting Officer Representative (COR) for complaint resolution. The plan establishes clear roles and responsibilities: the Contracting Officer maintains overall oversight and authorization to delegate duties; the COR monitors contractor performance, conducts monthly assessments, maintains surveillance documentation, and submits quarterly reports to the CO; and the contractor must control quality, tender only conforming supplies and services, and maintain an acceptable inspection system.
Performance objectives and thresholds are specified in a Services Summary table with three key areas: (1) Inspections and Preventive Maintenance—inspections and reports delivered within ten days, with no more than one defect or validated complaint per contract quarter; (2) Emergency Service Calls—contractor responds within four hours with repairs, with no more than one defect or complaint per quarter; and (3) Routine Repair Service Calls—repairs completed within two business days with doors well-maintained, also with a threshold of one defect or complaint per quarter. Assessment methods include validated customer complaints, no-notice inspections, and review of inspection sheets and contractor tracking reports. The plan mandates that the contractor produce quarterly Quality Control Reports documenting inspection dates, outcomes, and preventative measures. Non-conforming services shall be addressed under FAR clause 52.214-4, Terms and Conditions—Commercial Products and Commercial Services.
