Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Products and Services (Nov 2021), applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

Price:

o Completeness o Fair and Reasonable o Balanced

Technical Acceptability:

o The offeror shall not simply certify that they can conform to the above mentioned technical subfactors; offers stating only as much, without citing how they conform to each technical subfactor, shall be deemed as Technically Unacceptable.

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

1. Basis for Contract Award

Award will be made based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The agency will evaluate the Offer's prices first and then evaluate the apparent lowest-price proposal for acceptability under the technical and past performance factors as indicated below. If the lowest-price offeror is evaluated as unacceptable, the agency will then consider the acceptability of the next lowest price offer, continuing this process as necessary.

The government does not anticipate holding discussions but reserves the right to do so in order to obtain best value.
