About this file
This is a Questions and Answers document from the HAESI 2.0 Industry Day held on August 5, 2026, addressing prospective contractor inquiries regarding the Huntsville Architectural and Engineering Support Indefinite Delivery Contract (HAESI 2.0) acquisition.
The HAESI 2.0 contract is a Multi-Award Task Order Contract (MATOC) managed by the Huntsville Engineering and Support Center (CEHNC) of the U.S. Army Corps of Engineers, designed to provide comprehensive architecture and engineering multidisciplinary planning and specialized technical support services for DoD and federal agency facilities. The contract will support facility and infrastructure life-cycle requirements including planning, design, construction, renovation, modernization, alteration, commissioning, and demolition. The geographic scope is strictly limited to U.S. locations, territories, and explicitly identified overseas locations; task orders will not be issued for unlisted foreign locations. The Government plans to award approximately seven contracts through full and open competition, potentially consisting of four Other Than Small Business (OTSB) firms and three small business (SB) firms, though the Government reserves the right to award more, less, or none if deemed in its best interest. Key requirements include submission of an Anti-Mafia certification for work performed in Italy, though certification at the base MATOC proposal level is encouraged but not required—firms without initial certification remain eligible for MATOC awards but must obtain certification prior to task order eligibility for Italy-based work. The contract vehicle offers flexibility to support upfront planning, owner's engineer/representative roles, and construction phase services in addition to traditional design services. The final solicitation synopsis is anticipated for posting in the second quarter of 2027, with industry day slides, recordings, and Q&As to be posted to SAM.gov no later than August 19, 2026. Safe-to-Operate (SOA) certification requirements and specific evaluation methodology for "Knowledge of Locality" selection criteria were identified as still under finalization at the time of the industry day.

HAESI 2.0 Industry Day Q&A’s Questions & Answers
1. Will space planning, interior design, and/or furniture be covered under this contract? If not, how does Huntsville acquire these services? Planning, interior design, and/or furniture are not typical requirements we see on the HAESI contract. These specialized services are typically acquired through other dedicated USACE Huntsville Center contract vehicles specifically designed for facility planning, interior design, and systems furniture procurement.
2. Just to be clear, there will only be a single award to 1each small business, is this correct? CEHNC plans to use full and open competition with a target of seven awards, potentially consisting of 4 OTSB firms and three SB firms. The Government reserves the right to award more, less, or none at all if it is determined to be in the best interest of the Government.
3. Has anything changed in the scope from HAESI 1.0? There were no significant changes to HAESI 2.0 SOW that affected the scope of work.
4. Can you share the small business office slides? The slides will be posted to SAM, to include the small business slides, NLT 19 August 2026.
5. Will you post the slides on SAM? The slides will be posted to SAM NLT 19 August 2026.
6. The Sources Sought (Item 8) states: "Italy has a Special Requirement for its Anti-Mafia Law Italy, which requires ALL offerors to submit an Anti-Mafia certification with their proposal for the MATOC." This appears to be a new requirement that was not included in previous solicitations and could require significant time and effort for businesses to obtain and maintain. Given that the Anti-Mafia certification is only applicable to work performed in Italy under Italian legal requirements, would the Government consider requiring this certification only at the task order proposal level for projects located in Italy, rather than as a prerequisite for submission of the MATOC proposal? The Government highly encourages offerors to submit this certification with their initial response to the synopsis, although it is not required at the base MATOC proposal level. Offerors who do not submit the certification at the base level will still be eligible for a MATOC award, but must obtain and submit the approved certification prior to being eligible for any Task Order awards located in Italy.
7. When do you expect to post? HAESI 2.0 Industry Day questions and answers, Industry Day slides and meeting recording will be posted to SAM.gov NLT 19 August 2026. The Synopsis is anticipated to be posted in 2Q 2027.
8. Will this contract be available for use in OCONUS locations other than those listed? No, the geographic scope of this contract is strictly limited to the foreign country locations explicitly identified in the solicitation documents. Task orders will not be issued for unlisted foreign locations under this vehicle.
9. Are the incumbents names available? Yes, incumbents are listed on slide 13.
10. You said the solicitation should post by 19 Aug? I think the slides said Q2, FY27. Please clarify. HAESI 2.0 Industry Day questions and answers, Industry Day slides and meeting recording will be posted to SAM.gov by 19 August 2026. The Synopsis is anticipated to be posted in 2Q 2027.
11. Progressive Design Build Policy isn’t going to change the nature of this IDIQ? No. Please see response to question #12.
12. I assume this vehicle could be used to contract for a PMCM/Owner's Rep type services for one of the PDBs? Yes, the HAESI contract vehicle is designed with the flexibility to support a broad spectrum of AE services across all project phases. While it covers traditional straight design services it can also be utilized for Upfront Planning, Owner’s Engineer/Owner’s Representative roles, and Construction Phase Services. The specific scopes of work will be defined at the individual Task Order level based on USACE requirements.
13. For the "Knowledge of Locality" in selection criteria, how will all the locations identified be evaluated? All locations, equally evaluated? The specific evaluation methodology and weighting for "Knowledge of Locality" are currently being finalized. Prospective offerors must carefully review the final synopsis/solicitation instructions once published for the exact evaluation criteria. If the published synopsis does not explicitly define how multiple geographic locations will be weighted or evaluated, offerors are highly encouraged to submit formal Questions and Answers (Q&As) during the active solicitation window to ensure the language is clarified prior to proposal submission.
14. May an A/E firm participate as the prime consultant on one proposing team while also participating as a subconsultant on a separate proposing team? Yes. An A/E firm is permitted to submit as a prime contractor on one team while simultaneously participating as a subconsultant on another team. However, offerors must strictly adhere to the synopsis and SF 330 instructions regarding documentation. The proposal must clearly delineate and document the exact involvement of the firm for all key projects submitted, explicitly detailing the percentage of work performed as the prime contractor versus the percentage performed as a key subconsultant.
15. May an A/E firm participate as a subconsultant on more than one proposing team? Yes, an A/E firm is fully permitted to participate as a subconsultant on multiple competing proposing teams for this solicitation, provided there are no exclusive teaming agreements established between the private parties.
16. SOA Certification Category Requirement: Can you please identify the required SOA qualification category(ies) and classification(s) applicable to this MATOC (e.g., OG/OS category and Class I–VIII)? This information is needed to determine the appropriate certification level and associated cost. The specific Safe-to-Operate (SOA) qualification categories and classifications have not yet been established for this MATOC. The government is currently finalizing these requirements. Detailed SOA certification levels, applicable categories/classifications, and compliance instructions will be explicitly outlined in the final solicitation documents. Prospective offerors should monitor the final solicitation release on SAM.gov for these details.
