4.2 ….provide curricular models4.1 refers to five curricular 'plans', but 4.2, 4.3, and 4.3.1-4 all refer to curricular 'models'. Will the Government please clarify if plans and models are the same thing?Yes. The word "model" refers to the plans requested in 4.1. See revised task order PWS.
C - Instructions to Offerors5. Proposal Page Size and FormatWhen text is included within displays, it may be no smaller than 8 point…Would the Government please confirm whether or not tables count as displays? If not, is it acceptable for table text to be TNR 8pt?Yes. All text in displays and tables should be no smaller than times new roman 8 pt.
C - Instructions to Offerors4. Proposal Organization table 6. Volume II Technical Proposal Attachment B: Task Order Performance Work StatementIn total, the page count for this volume shall not exceed 35 single-sided pages.With Table of Contents (TOC) and attachments being included in page count, as well as requesting 5 Curricular Models in addition to addressing the full PWS, it is not clear how the 35 page limit should be allocated. For the curriculum development task order, how many pages per language course is the Government requiring?Please see revisions to Instructions to Offerors and Attachment B Task Order PWS: The Vendor is required to provide five curricular development plans limited to no more than 10 pages each for a total of up to 50 pages. The Vendor needs to propose how it plans to execute the primary aspect of the IDIQ (Attachement A) within the 35 page limit. Therefore a total of 85 pages will be allowed.

NOT RECENT: Performance was provided outside of the past 3 years…Since elsewhere in the solicitation, five (5) years is noted, we believe these are a typo and should read:

RECENT: "Performance was provided within the past five (5) years..."

NOT RECENT: "Performance was provided outside of the past five (5) years..."

Will the Government please confirm if this is accurate?Reference Recency Assessment table as correcting and clarifying that recency will be accepted and rated within 5 years from the date of RFP issuance.
D - Evaluation Factors, Criteria, and Rating Methods2.2.3 PAST PERFORMANCE RELEVANCYThe Government will evaluate the complexity in relation to managing the development of an online training product focusing on Language, Regional Expertise, and Culture (LREC) subject matter. The Government will focus on the ability to manage a project that relies heavily on information collection and analysis, but also has the capability to perform challenging tasks with language translation to the necessary Interagency Language Roundtable (ILR) levels.Did the Government intend to include this provision?No, this paragraph was not meant to be included in the final version of the solicitation. It has been removed from the solicitation.
F - SF1449 CLIN ScheduleSF1449 CLIN Schedule and Attachment FThe Government has provided a pricing Template as Attachment F. SF1449 CLIN Schedule lists the CLINs Offerors are to price. To ensure Offerors are accurately pricing, would the Government please revise Attachment F labeling each pricing requirement with the corresponding SF1449 CLINs?Yes. Please see updated Attachment F: Pricing information Sheet
PWS Basic8.1, Security RequirementCan DLNSEO please confirm what specifically is meant by "All Vendor Personnel? Is this requirement to obtain/maintain a favorable FBI National Criminal History Check applicable to a) all Vendor personnel; b) Vendor personnel with any level of involvement in this contract; c) only Vendor Key Personnel or d) only to instructors? For how long is the security clearance effective? How often will the clearance need to be renewed? If this requirement is applicable to all Vendor employees with any degree of responsibility for complying with the terms of this contract, it will be costly and administratively burdensome to implement and comply with this requirement throughout the lifecycle of the contract. Considering that this contract is at the level of UNCLASSIFIED, is this security requirement as it pertains to Vendor personnel open to negotiation?"The contract does *not* require any associated personnel to have a security clearance. The government is instructing the Offeror that only criminal background checks need to be conducted on personnel supporting this contract that work directly for the Offeror (Reference Attachment A, 8.1). Instructors at IHEs supporting task orders must have gone through a background vetting process through their IHE employer (Reference Attachment A, 8.1). Also, some Offeror staff and IHE instructors may need to be processed for a National Agency Check (NAC) based on the requirements of task orders (Attachment A, 8.4). A NAC is usually conducted using the U.S. Government Standard Form 85 (SF-85). The SF-85 is used to process an individual for a federal background check. It is not used to process an individual for a security clearance.

Instruction to Offerors4. Proposal Organization tableCould DLNSEO please confirm whether offerors are expected to include Vol. I, II, and III on CD per the instructions on page 41 of the solicitation?Yes, Offerors shall include all three volumes of the proposal on one CD.

Requests the offeror to break out all of the non-instructor labor rates and provide a brief description of each proposal labor category and hours per contract year.Could DLNSEO please confirm that it would like to see this information as part of a budget narrative? Is there other information that DLNSEO would like to receive as part of a budget or price narrative to accompany Attachment F?The Offerors shall provide all pricing under attachment F, Pricing information and all supporting documention under Volume I, Business and Pricing of the Offerors proposal. The Government requests this information for pricing support purposes.

Task Ordering ProceeduresCould DLNSEO please confirm that the $9,500,000 over a five year period, as described on page 24, includes Task Order #1 and all program/project management inclusive of all overhead expenses?Yes, the contract threshold of $9,500,000 includes all of the task orders potentially issued under this contract, including sample task order one. The threshold also includes all overhead and program management expenses and shall be included in the unit price for each course of language instruction. (Reference Attachment F, Pricing Information, Overview tab)
Evaluation Criteria3.3, i Criteria for Price evaluationdescribes the price evaluation approach as the sum of all CLIN prices for the complete order period (i.e. 5 years).Does this conflict with Attachment D 3.3i Criteria for Price Factor? If so which one is the prevailing price evaluation criteria?Please see clarifications and revisions made to both Attachment D: Evaluation Criteria and Attachment F: Pricing Information.
Evaluation Criteria3.3, i Criteria for Price evaluationdescribes the price evaluation approach as the sum of all CLIN prices for the complete order period (i.e. 5 years).Ordering Period describes how the total evaluated price will be calculated. However, the number of classes itemized in SF 1449 Continuation Sheet is 230 over the course of 5 years, while Attachment F requests pricing for 50 classes over the course of 5 years. For the purpose of this evaluation, which total will be considered the evaluated price?Attachment F requests pricing information for 50 courses per contract year over a 5 year ordering period which totals 250 courses. There is an error under the RFP CLIN schedule CLIN0002 and CLIN 0011. CLIN 0002: Qty 25, and CLIN 0011: Qty 25. The Total quantity of courses under schedule B is 250
