Performance Work Statement (PWS)

1.0 INTRODUCTION The Federal Voting Assistance Program (FVAP) requires zipcode+4 information that reflect district information for Congressional, State House and State Senate election districts.

2.0 BACKGROUND

2.1 FVAP maintains a Federal Write-In Absentee Ballot (FWAB) online assistant which provides intuitive online process for completing a federally prescribed ballot format. Federal law requires this online assistant to furnish a listing of candidates for upcoming federal elections based on a user-specified address. Address information uses zipcode+4 data to yield correct district assignments.

2.2 The FWAB online assistant is an integrated part of the FVAP Portal. The functionality of this online assistant remains reliant upon an external provider for providing candidate information assigned to Congressional Districts and States. The FVAP Portal, through its FWAB online assistant, relies upon this external provider to return listings of federal candidates based on user-specified data as part of its business continuity planning.

2.3 Although redistricting is largely complete for federal and state legislative seats, outstanding court challenges and external factors require continuous monitoring to maintain accurate information for federal Congressional boundaries.

3.0 SCOPE The Contractor shall provide the personnel, management and materials necessary to provide zipcode+4 datasets for all 50 States and the District of Columbia, as deemed appropriate based on actions taken by their respective state legislative/redistricting authorities.

4.0 REQUIREMENTS The Contractor shall:

Deliver most current zipcode+4 datasets as enacted by applicable states in an agreed upon format.

4.1.1. Monitor and provide updates for any federal or state legislative redistricting efforts pursuant to court order or other independent state requirements. Updates shall be provided for any updates to files based on administrative review and internal findings resulting in a refinement to assigned geographic boundaries.

4.1.2 Provide datasets and all supporting documentation reflecting the assignment of zipcode+4 designations to newly promulgated redistricting boundaries within each State as State redistricting plans are enacted.

4.1.3 Provide monthly status reports indicating the latest status of redistricting efforts within the outstanding states and an estimate for release of the revised zipcode+4 dataset.

4.2 Participate in a Post-Award Conference.

This meeting shall provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting shall provide the opportunity to discuss technical, management and security issues. The Post Award Conference will aid both the Government and Contractor in achieving a clear and mutual understanding of all requirements, and identify and resolve any potential issues. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable.

The Contractor shall provide a written summary of the Post-Award Conference.

11.0 QUALITY ASSURANCE

11.1. The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS.

The Government will make every effort to ensure that the surveillance methods described below are conducted in an objective, fair, and consistent manner.

11.1.1. Periodic Surveillance. This action occurs when the COR or other Government official observes a deficiency. Examples include evidence from accidents, incidents, or delays.

The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence.
