Q1. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number.
A1. The previous requirement was for a smaller operation/scope and is not relevant to this PWS/requirement.
Q1a. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
A1a. This is a new requirement.
Q2. Is there an incumbent on this contract? If so, could you please provide the name of the incumbent?
A2. There is no incumbent.
Q3. Under Section B. of the Instructions to Offerors, B. 2. Says “Past Performance (no page limit).” However under the Section B. “Volume II, Technical Proposal,” the instructions state that “The total page count for this volume shall not exceed 35 single-side pages.” Does this mean that the 2. Past Performance Section and subsequent 3. Quality Control Plan are not included in the 35 page limit?
A3. Past Performance and the Quality Control Plan are included in the 35 page limit.
Q4. Section 4.3.2 of the PWS is a requirement to “Brief members of the language, culture and regional expertise community on findings and recommendations for way ahead.” Would these briefings be at the end of the contract or would interim briefings be required (and if so, how frequently?)?
A4. Interim briefings may be required at any time leadership requests it – there are numerous forums in the Readiness, Intelligence Community, and AT&L where these issues are being discussed.
Q5. Page one of the solicitation, (#14) labels this an ‘RFQ,’ whereas pages 10 (Section 2), 11 (Section 1.b), and 44 (Section 1.1) refer to it as an RFP. Can you please clarify?
A5. RFP.
Q6. In Section 4.1 on page 5, there is reference to the provision of Subject Matter Experts. Can you give any indication of the Level of Effort or number of personnel anticipated?
A6. The Offeror is responsible for proposing the labor categories and level of effort they deem necessary to fulfill the PWS requirements.
Q7. In Section 8.1 on page 6, there is reference to DoDI 8500.1 (issued in 2002). Is this intended to be DoDI 8500.01 instead, issued in March, 2014?; Do policies in 8500.01 supersede those from 8500.1?
A8. Yes, this is the same as DoDI 85001.01.
Q9. As there is no requirement that the contractor have a facilities clearance in the RFQ, will all access to and management of nonpublic government data referenced in Section 8.1, page 6 be only on government computers and networks, in government facilities?
A9. It is anticipated that nonpublic government data would be accessed and managed on government computers and networks in government facilities.
Q9a. If, on the other hand, contractor should be required to handle nonpublic government data outside of government facilities, computers, and networks for performance of this contract, will the government client sponsor a facilities clearance?
A9a. Yes.
Q9b. Can you please specify what kind and amount of nonpublic government data contractor and contractor personnel may be required to manage, transmit, store, or access from non-governmental facilities, networks, or computers?
A9b. We have several technology initiatives underway in the planning phase and anticipate the strategy development will identify additional efforts. We cannot predict with any certainty kinds and amounts of nonpublic government data but can anticipate potential exposure to PII and predecisional material that cannot be released to the general public.
Q10. In section 4.2.1 of the PWS, you reference a "microanalysis" of adaptive learning tools. Could you provide a definition of what is meant by microanalysis in this context?
A10. Microanalysis would include experiential learning by tool utilization and exposure.
Q11. In section 4.2.1 of the PWS, for the analysis of adaptive learning tools, are there any parameters to guide which tools should be included? Should the analysis focus on a complete and comprehensive review of tools used in DoD programs or a sample of DoD programs?
A11. Complete and comprehensive review in order to avoid duplicative effforts.
Q12. The programs for inclusion are referenced in Section 2.0 (Boren Awards and the Language Flagship, DLI [FLC and ELC], Joing FAO program and DODs language testing and cross-cultural competence initiatives) and Section 4.3 (NSEP Pipeline Programs, DLI, and other Readiness Programs), and Section 4.2.2 refers to including "various programs." Is it possible to get more clarification on the specific programs for inclusion in each of the requirements? For example, does DLI include MTT sites? What programs are included under "other readiness programs?"
A12. Language learning requirements exist throughout DoD in the General Purpose Forces, Special Operations Forces, and other communities where language would be a secondary, not primary, skill requirement or training track. “Other readiness” is meant to be inclusive so as not to preclude the assessment of nontraditional language environments. Since MTTs are part of DLI’s capabilities, they would be included.

INSTRUCTIONS TO OFFERORS
OFFERORS SHOULD NOTE THE FOLLOWING IMPORTANT INFORMATION REGARDING PROPOSAL SUBMISSION:
1. SAM: Any Offeror that submits a proposal in response to this solicitation must be registered in the System for Award Management (SAM) in accordance with FAR Clause 52.232-33 and DFARS Clauses 252.201-7000 and 252.204-7004 Alt A, prior to contract award. Registration information can be found at https://www.sam.gov/.
2. Communication: Solicitation information and amendments will be posted to the Federal Business Opportunities website at www.fbo.gov. Offerors may email written questions requesting clarification of the RFP to the Contract Specialist, Larry Helton at larry.j.helton.civ@mail.mil. No information concerning this RFP or requests for clarification will be provided in response to telephone calls. Questions will be received up to 11:00 am Eastern on April 2, 2015. Questions received after the due date/time may not be answered.
3. Proposal Submissions: All proposal submissions in response to this solicitation must be received no later than 11:00 AM EST on April 28, 2015. No email submissions will be accepted. Proposals shall be submitted to the following address:

NOTE: If hand delivering proposal, contact the Contract Specialist via email at least two business days prior to the due date for delivery instructions.
Proposal – Offerors shall submit one CD containing a complete copy of their proposal as well as hardcopies separated into the two volumes. Each volume shall be submitted in individual folders/binders as follows:
A. VOLUME I, Business and Pricing – Offerors shall submit one Original and one copy of this volume which shall separately address:
1. Business: Provide Company Name, Address, Phone Number, CAGE code, DUNS Number, Tax Identification Number (TIN), and Business Size.
a. Signed copy of the Standard Form 1449, with blocks 17 and 30 a-c completed.
b. Signed copy of the Standard Form 30 of any amendments issued against this RFP.
c. Completed Representations and Certifications of Offeror (FAR Clause 52.212-3 Alt I) and all fill-in clauses that require and Offeror’s response.
2. Price Proposal: Completed Schedule that includes a Unit Price and Total Amount for each CLIN and/or Sub-CLIN except for the travel CLINs. A Not to Exceed (NTE) amount for travel will be entered by the Government at contract award. All pricing proposed by the offeror shall be firm-fixed price. As supporting documentation to the prices proposed in the Schedule, offerors shall include a description of the labor categories proposed, the estimated number of labor hours, and the offeor’s fully burdened labor rates. Indentify any pricing discounts included in the pricing proposal.
B. VOLUME II, Technical Proposal – Offerors shall submit one Original and three hard copies of this volume which shall include, and address items B (1-3) below. The total page count for this volume shall not exceed 35 single-side pages, inclusive of any table of contents, appendices, attachments etc. The Government will only review up to the 35th page of this volume, therefore any pages beyond will not be evaluated. Margins shall not be less than ½ inch. Font may be Times New Roman or Arial not less than eleven pitch.
1. Technical Proposal: Shall address Offerors technical capability of meeting the requirements of the PWS and Evaluation Factors (See Attachments A and B).
2. Past Performance: Offerors shall submit no more than 3-5 relevant and recent Past Performance references. All references shall address current projects or those completed within the last Three years by the Offeror. For each reference being submitted, offerors shall complete and include a Past Performance Relevancy Questionnaire (PPRQ) found at Attachment C.
The Government will utilize the references submitted to obtain additional performance information on the Offeror. Subcontractors Past Performance will not be reviewed. Should the offeror possess no relevant past performance, a written statement shall be provided by the offeror so indicating. In this case, the Offeror will not be evaluated favorably or unfavorably on past performance and will be assigned a rating of Unknown Confidence.
3. Quality Control Plan (QCP): Offerors shall provide a Plan in accordance with the PWS.
