Justification and Approval For Limited Sources, Use of Multiple Award Schedule
1. Contracting Agency: Defense Human Resource Activity- Procurement Support Office 4800 Mark Center Drive, Alexandria, Virginia, 22350.
2. Authority Cited: 41 U.S.C. 251, et seq. and Title 40 U.S.C. 501, FAR 8.405-6 – Limited Sources, Multiple Award Schedule Program
3. Description of Supplies and Services: The Defense Civilian Personnel Advisory Services (DCPAS) requires continuation of services that currently support the Defense Unemployment and Injury Compensation System (DIUCS).
4. Description of Action: DCPAS requires a 12 month base and two three month options for continuation of services from March 1, 2015 through September 30, 2016 from the existing services provider currently being supported by Hewlett-Packard (HP) Enterprise Services under current DISA contract number HC102808D2018-0019. A Firm fixed price contract is planned. The period of performance will include a 12-month base period and two three month option periods.
5. Reason for Authority Cited:
a. DIUCS is an Enterprise case management system for injury and unemployment claims. It is necessary to maintain the current software paradigm while we are modernizing the existing software platform on which DIUCS exists. It is imperative to maintain the current software during this time so that the Department of Defense (DOD) can continue to meet the performance standards set forth in the presidentially mandated Protecting Our Workers and Ensuring Reemployment (POWER) Initiative. Continuing the existing services for 12 months with the option for six additional months provides the Government time to procure and configure the new software while still providing compensation specialists with the tools needed to meet their goals and objectives.
b. The current “home grown” system has been developed and maintained by the incumbent over the last 17 years. The current system has labor intensive manual processes, browser compatibility issues, and extremely slow processing times. Due to these issues, a Problem Statement was submitted and approved by the DCMO for a modernization of DIUCS. In order to sustain DIUCS while we are procuring and configuring the new software, it is required we continue to use the support from HP Enterprise Services. The incumbent is the only contractor with knowledge of the current production system, system administration, security management, database administration, maintenance of the electronic data interchange process, OBIEE reports, the Field Advisory Services (FAS) application, the safety extract and all data imports and exports.
c. The current contract expires in February of 2015 and the modernization of the current software will not be completed by that time. The current contractor has in-depth knowledge of the existing system since they were the developers and will be able to continue to maintain the system until the modernization has been completed. The learning curve for a new contractor to come in and learn how to efficiently maintain a system that was not developed based on a COTS product would be large. Therefore, a bridge contract is being sought for the continued maintenance of the existing software during the modernization.
6. Effort to Obtain Competition: DCPAS competitively awarded the development and maintenance of DIUCS to HP Enterprise Services. Only HP Enterprise Services has the insight to maintain DIUCS. Therefore, this contract is limited to HP Enterprise Services. The current contract period of performance expires February 28, 2015. In order to ensure a continuation of services to keep DIUCS operating while we procure and configure a COTS solution for the modernization of the software, a bridge contract is the most efficient, effective, and desired approach going forward for DCPAS.
7. Effort to remove barriers to/increase competition: The period of performance of this contract is 12 months with two three month option periods. DCPAS is currently in the process of trying to award a competitive contract for the modernization of the software as well as make necessary configurations. Once the new solution is implemented, the services to maintain the current DIUCS software will no longer be needed.
8. Market Research: The incumbent contractor, HP Enterprise Services, has the knowledge base to effectively continue support. They have verified that they are interested in pursuing a bridge contract for the effort.
9. Interested Sources: HP Enterprise Services
