PERFORMANCE WORK STATEMENT

COST OF LIVING DATA COLLECTION AND ANALYSIS

1. INTRODUCTION

1.1 The Defense Travel Management Office (DTMO) requires Cost of Living Data Collection and Analysis Services.

2. BACKGROUND

2.1 In the Fiscal Year (FY) 1995 National Defense Authorization Act (NDAA), Congress approved the Continental United States Cost Of Living Allowance (CONUS COLA) to provide compensation to Uniformed Service members for variations in non-housing costs within the continental United States (CONUS). Section 403b of Title 37 United States Code (U.S.C.) authorizes the Secretary of Defense to establish and pay a cost-of-living allowance to Uniformed Service members in high cost areas in CONUS. The Contiguous United States Cost Of Living Allowance (CONUS COLA) provides compensation to approximately 40,000 Uniformed Service members for variations in non-housing costs within the contiguous United States (CONUS). For purposes of this PWS, the term “contiguous United States” means the 48 contiguous States and the District of Columbia. (Alaska and Hawaii are excluded.)

An area is considered high cost if the non-housing cost of living for that area exceeds the threshold percentage. The law (37 U.S.C. 403b) authorizes the Secretary of Defense, in consultation with the Administering Secretaries, to establish a threshold not lower than 108% of the national average non-housing cost of living. The threshold is currently set at 108%. Under CONUS COLA, when the threshold is set at 108%, Service members absorb at least 8% of the average expenses above Comparison City, which represents the national average cost of living. This means that Service members assigned to locations where the average local costs are greater than 8% above the national average for non-housing costs and when the threshold for that year has been set at 108%, those Service members will receive CONUS COLA to offset their additional expenses.

2.2 Section 475 of Title 37 U.S.C. authorizes the Secretary of Defense to establish and pay an Overseas Cost Of Living Allowance to Uniformed Service members. The OCOLA is a supplement designed to equalize purchasing power between members overseas and their CONUS-based counterparts. The basic measurement is a comparison of CONUS shopping behavior and prices to the aggregate shopping behavior and prices at each overseas location. It is paid to over 250,000 members at approximately 600 locations overseas, including Alaska and Hawaii.

2.3 For data collected in 2013 to establish the 2014 CONUS COLA rates, the given family size was a family of four, with an income of $68,000. The Contractor provides the cost of purchasing a basket of goods in the Government-identified locations.

2.4 The basic geographic area for the CONUS COLA program is the Military Housing Area (“MHA”) listed in Appendix 1. MHA boundaries are established by the Basic Allowance for Housing Program.

Over 99 percent of Service members in CONUS are assigned to duty in CONUS MHAs. Other non-MHA areas are known as County Cost Groups (CCGs). These are locations outside of metropolitan areas and major installations. For purposes of CONUS COLA, specific locations are normally associated with a larger geographic unit such as a county, but they may be grouped within a region, or with other towns on the basis of similarities in location such as distance from larger urban areas or major transportation routes.

3.0 SCOPE

3.1 The Contractor shall provide all necessary personnel, supplies and services to collect, analyze, and provide CONUS COLA and OCOLA data.

4.0 REQUIREMENTS. The contractor shall:

4.1 Obtain detailed local market cost data for up to 450 locations in the contiguous United States to support both the CONUS COLA and OCOLA allowances.

4.2 Provide analyzed data, information, and work product electronically via email to the government.

Data, information, and work product shall be provided using Microsoft Office products.

4.3 Maximize technology offerings when providing data, to include leveraging the latest technology, IT solutions and innovations.

4.4 Collect off-the-shelf and other cost-of-living data for both large and small locations including at least one location in each of the 48 contiguous States and one location in the District of Columbia. Respond to queries about the data collected and provide to the government.

4.5 Provide standard/off-the-shelf cost data, special/unique full or benchmark pricing cost data. Data collected for full pricing locations shall be based on a full market basket with a range of 100 to 150 items. This market basket shall be the market basket used by the Contractor for off-the-shelf items. For benchmark pricing locations, data collected shall be for a subset of this larger market basket used for full pricing and shall consist of a minimum of 20 items. The market baskets shall be based on the most recent Bureau of Labor Statistics Consumer Expenditures Survey.

4.6 Derive off-the-shelf data and other cost-of-living data from primary source data/information. Primary source data/information is defined as data collected directly by the Contractor.

4.7 Measure living costs data based on MHA locations for the overall civilian population, and not focus on military Service members locations. CONUS COLA cost-of-living data will be effective 30 June each year, as mandated by the law governing CONUS COLA, Section 403b of Title 37, United States Code.

For unusual economic situations, adjustments to the date may be made only if approved by the government. Use standard statistical/economic methodology to adjust collected data to that date.

4.8 Provide data in the format provided in Appendix 2, which contains examples of each report required.

Report A reflects major cost category cost data for each location. Report B reflects a detailed breakdown into subcategories of goods and services without sales taxes. Report C reflects a detailed breakdown into subcategories of the corresponding sales taxes for these same goods and services included.

4.9 Provide a narrative summary of the pricing process with supporting price calculation and analysis data with each deliverable.

4.10 Provide Foundational Data for CONUS COLA. The CONUS COLA Foundational data for Government identified locations within the contiguous United States described in the management plan shall be based on actual data collected. Provide the following items:

4.10.1 Electronic maps and definitions/descriptions of areas within a location to be priced, when the Contractor provides this type of information as part of its normal data collection.

4.10.2 A list of full-pricing locations and benchmark pricing locations.

4.10.3 A list of market basket items that determine data collection for full pricing locations and benchmark pricing locations for Standard Off-the-Shelf locations.

4.10.4 Weights used in developing cost data for the ten subcategories of goods and services, with an explanation of what is included. These weights shall include sales taxes.

4.10.5 If requested, weights used in developing any other cost data.

4.11 Comparison City – Provide the same type of living cost data (described below) for a hypothetical median/mean cost location for the contiguous United States called Comparison City. The purpose of this Comparison City is to enable cost indexes to be determined for all other locations ordered under the CONUS COLA program. Total expenses for this location shall equal the specified income of a designated family size. In addition, the costs for this location shall be based on the living costs for a wide range of representative cities at last one major city in every of the 48 contiguous United States plus the District of Columbia in the contiguous United States. Costs shall be calculated following the same methodology used to calculate location costs for full pricing locations unless changes in methodology are approved by the COR.

4.12 Provide Standard/Off the Shelf Data for CONUS COLA – Pricing of Basket Items for

Identified Locations - Data will include 300 required locations and up to 150 optional locations.

Although most locations will be based on MHAs similar to those identified in Appendix 1, approximately 100 locations identified by zip codes and not included in any MHA may be included.

4.12.1 Provide dollar amounts for all major cost categories. The total cost per location shall be expressed in dollars with a corresponding index comparing the location to Comparison City. Per location, the dollar total must equal the sum of all the major cost categories.

4.12.2 Provide indexes for requested locations based on a comparison to Comparison City. Data to meet this requirement shall be provided in detailed schedules, supported by explanatory narrative. Final products shall show cost breakdowns indicating what it costs in each specific location for each major cost category.

4.12.3 Provide linking locations when any location other than the one requested is used to determine the cost data. The linking locations shall be approved in advance by the COR.

4.12.4 Provide living cost data for specific locations, family size, income size, housing status, and stated time frame as provided by the Government. Major cost categories to be provided will be taxation (federal, FICA, state and city), transportation (operation and maintenance costs of automobiles and public commutation, if specified), goods and services, housing and miscellaneous expenses. Ensure components of each major category provided in the option year are compatible with cost of living data as provided in the base period.

4.12.5 Major Cost Categories – The major cost categories are described below:

4.12.5.1 Taxation costs shall use current patterns of standard and itemized income tax deductions for each location based on annual family adjusted gross income and size. The major cost category for taxes shall indicate these types of taxes separately: Federal Tax, State Tax, City Tax and FICA. All automobile sales/use taxes and annually imposed automobile ownership taxes shall be included in the transportation category. Sales taxes for goods and services shall be provided separately but included as part of the goods and services major cost category. A nationwide constant or average federal income tax shall be provided as part of Comparison City and each specified location. The amount provided shall be represented as a constant for all locations for the profiled family.

4.12.5.2 Transportation costs shall provide data for privately owned vehicles and/or public commutation as designated by the COR. The transportation major cost category shall be broken out to public commutation (if applicable), first vehicle and second vehicle costs. Transportation costs shall be separated into automobile transportation costs and commutation costs. Automobile costs for two vehicles for the profiled family shall include all significant variable and fixed costs including gasoline, finance charges, maintenance, insurance, licensing, registration and all automobile sales/use taxes and annually imposed ownership taxes. Public commutation costs need not be provided for locations without significant public transportation facilities, unless specifically requested.

4.12.5.3 If other transportation costs are requested for the same location, this data shall be used to meet all or part of the requirement for the transportation major cost category rather than off-the-shelf data.

4.12.5.4 Housing costs are defined and provided separately as rental expense, renter’s insurance and utilities. The communities selected for pricing are to be provided with each task that collects housing data.

4.12.5.5 The goods and services major cost category and subcategory dollar amounts shall be provided for each location for the profiled family. The items priced shall be the same items priced for the Contractor market basket as used in the development of Standard/Off-the-Shelf data. The aggregate costs of the major cost category shall be broken out into two parts: (1) goods and services without taxes and (2) sales taxes for these same goods and services. Each of these sections shall be broken out to the ten subcategories below. That is, provide for each subcategory, for each location, a dollar amount without inclusion of sales taxes and a dollar amount for corresponding sales taxes. The sales taxes for each goods and services subcategory as listed below shall be determined separately for each item priced within each subcategory. These sales taxes shall not be based on the average tax rate for the area.

1. Food at home

2. Food away from home

3. Tobacco

4. Alcohol

5. Furnishings and household operations

6. Domestic service

7. Clothing

8. Personal care

9. Medical care

10. Recreation

4.12.5.6 The subcategory information shall be provided in Reports B and C of Appendix 2. In these reports, if a location requested is cross-referenced to another location for collecting costs this linked location will be listed. The type of pricing for each location, benchmark or full location will be provided.

4.12.5.7 The miscellaneous major cost category should represent long term savings, investments, charitable contributions and life insurance. The amount provided shall be represented as a constant for all locations for the profiled family.

4.12.5.8 Provide elements included in a representative market basket of goods and services for the major cost categories. Sales taxes for the goods and services major cost category shall be indicated separately.

4.13 Identification of Vehicles Available for Standard Profiled Family - Provide a list of vehicles available as the primary automobile for the standard profiled family for costing off-the-shelf data and/or any other special pricing. A secondary automobile need only to be identified stating the model, year, size of the automobile and annual distance driven. The list for primary vehicles shall include both sedans and SUVs. The percentage of transportation costs for each primary vehicle on the list plus the secondary vehicle shall be provided as a percentage of the income of the profiled family. Provide details for these privately owned vehicles such as year, model, size of automobile(s) and annual distances driven for each location based on a given family size, income level and housing status.

4.14 Provide Unique Full Pricing of Established Locations - Obtain unique cost-of-living data for Staten Island and Queens, New York. Price all items in contractor market basket used in the development of Standard/Off-the-Shelf data in Section 4.12 above to provide the major cost category goods and services without sales taxes and corresponding sales taxes separately. Established locations are those priced in previous years under a prior contract or prior years of the same contract using standard methodology with the same parameters when it is not part of usual operations but has been requested previously. Each option period may include a maximum of three established locations. Travel may be required to a maximum of three locations.

4.15 Provide Unique Full Pricing of New Locations – Obtain unique cost-of-living data for specified locations. Price the contractor market basket used in the development of Standard/Off-the-Shelf data in PWS Section 4.12 above to provide the major cost category goods and services without sales taxes and corresponding sales taxes separately. New locations are newly identified locations for unique pricing using standard methodology when it is not part of usual operations and has not been requested previously, so all locations during the first year of contract performance for a new contractor will be new locations. For each option period, the maximum number of new locations to be provided is anticipated not to exceed three, if required. The contractor may be required to travel to complete unique full pricing.

4.16 Provide Unique Benchmark Pricing of Established Locations - Obtain unique cost-of-living data for specified locations. Data collected shall be for a subset of the larger market basket used for full pricing and shall consist of a minimum of 20 items from the Contractor market basket used in the development of Standard/Off- the-Shelf data in PWS Section 4.12 to provide the major cost category goods and services without sales taxes and corresponding sales taxes separately. Established locations are those priced in previous years with the same parameters. Travel to Bridgeport, California, to complete unique benchmark pricing on the ground. Travel may be required to a maximum of three locations.

4.17 Provide Unique Benchmark Pricing of New Locations - Obtain unique cost-of-living data for specified locations. Data collected shall be for a subset of the larger market basket used for full pricing and shall consist of a minimum of 20 items from the Contractor market basket used in the development of Standard/Off- the-Shelf data in PWS Section 4.12 above to provide the major cost category goods and services without sales taxes and corresponding sales taxes separately.
