STATEMENT OF WORK

Statement of Work Cardstock Consumables

1.0 INTRODUCTION

The Defense Manpower Data Center (DMDC) requires cardstock consumables for DMDC’s Central Issuance Facility Horizon H2 and Horizon Evolution printers that are used to print Common Access Cards (CAC) to the CAC Central Issuance Request Station (CACCIRS).

2.0 BACKGROUND

For the last six years that the DMDC Central Issuance Facility has been in operation, cardstock consumables have been required to print CACs from the Horizon H2 and Horizon Evolution printers previously purchased. These consumables are very specialized and must meet certain key features and salient characteristics in order to work properly with the Horizon printers currently in use.

3.0SCOPE
3.1DMDC requires cardstock consumables to be used with the current Horizon H2 and Horizon Evolution printers. The DMDC Central Issuance Facility is located in Seaside, CA.

3.2 The Period of Performance will be a twelve (12) month Base Period with three (3) twelve (12) month Option Periods.

3.3 The cardstock consumables include: 1) Laminate – Smart Card Cut Out – Front; 2) Laminate – Half Patch – Back; 3) YMC (3 Panel) SHORT; 4) Grayscale Ribbon; and 5) Black Monochrome Ribbon.

4.0 REQUIREMENTS The Contractor shall:

4.1 Provide consumables that meet the following key features and salient characteristics:

4.1.1 All consumables must meet the Horizon H2 and Horizon Evolution printers’ manufacturer standards. Such standards include but are not limited to: Foil Index marks, Core, and Adhesive – peel strength.

4.2 Provide 1 Mil Clear Patch Laminate (Laminate Smart Card Cut) as outlined below:

4.2.1Patch Size 3.230” x 2.00”;
4.2.2Index marks must comply NBS10282;
4.2.4Core must comply with NBS10282; and
4.2.5Adhesive must comply with ISO 7810 peel strength requirements with typical NBS lamination temperature and pressure settings.

4.3 Provide 1 Mil Clear Patch Laminate with Magnetic stripe relief (Laminate Half Coverage) as outlined below:

4.3.1Patch Size 3.230” x 1.25”;
4.3.2Index marks must comply NBS 10282;
4.3.3Core must comply with NBS 10282; and
4.3.4Adhesive must comply with ISO 7810 peel strength requirements with typical NBS lamination temperature and pressure settings.

4.4 Provide YMC (3 Panel) Color Ribbon as outlined below:

4.4.1Y Panel (Special formulation specification Y2354);
4.4.2M Panel (Special formulation specification M3374);
4.4.3C Panel (Special formulation specification C2823);
4.4.4A Panel Length of 48.5mm;
4.4.51000 panel per roll;
4.4.6Foil Index marks in accordance with NBS 038559; and
4.4.7Core must comply with NBS7859.

4.5 At a minimum, all consumables must meet these minimum specifications:

4.5.1Black Monochrome – Thermal Ribbon, Black 53mm x 300m(2.08” x 11811”) Top/Bottom Color Printer CPE
4.5.2Grayscale – Grayscale 53mm x 196m (2.08” x 7716”) (Bottom Color Printer CPE)
4.5.3Short 3-Panel Ribbon – Dye Sub YMC Short3Panel 56mm x 48.5mm (2.20” x 1.90”) Top Color Printer CPE
