Naval Special Warfare Support Activity ONE Multi-Purpose Canine Statement Of Requirement (SOR) for Canine Agility and Obstacle Course Equipment

1.0 Background:

1.1 Naval Special Warfare Support Activity ONE (NSWSA-1) Multi-Purpose Canine Troop (MPC) requires lightweight, portable, weather resistant, canine obstacle and agility course for training in preparation for canine deployments in support of Overseas Contingency Operations (OCO). Since NSWSA-1 MPC TP does not currently “own” a land area that they can utilize to build a permanent Canine Obstacle Course, any equipment they purchase must be able to be set up and taken down easily for storage and transportation. Commander, U.S. Special Operations Command (CDRUSSOCOM) Memorandum of 17 Feb 09 and USSOCOM J3-I Policy Memorandum of 07 Jun 09 authorizes Special Operations Forces MPC programs to train, equip, and organize their component specific MPC capabilities.

2.0 Scope:

2.1 NSWSA-1 MPC will obtain lightweight, portable, adjustable, weather resistant canine obstacle and agility course equipment for training and OCO, to enhance the MPC mission.

2.2 The vendor will provide Canine Agility and Obstacle Course Training Equipment in accordance with this SOR.

3.0 Tasks:

3.1 The following specifications shall be met by the Canine Agility and Obstacle Course Training Equipment selected for purchase by NSWSA-1 MPC:

3.1.1 Canine Obstacles will be constructed of weather resistant materials in order to withstand weather and sun damage from being exposed to the elements during training and storage. Materials will be resistant to chipping, warping, splintering, rot, swelling, and sun damage.

3.1.2 Canine Obstacles will meet DOD recommended specifications as per Dept of Army Pamphlet 190-12.

3.1.3 Canine Obstacles will be adjustable for heights and angles, and will be lightweight and portable in order to be utilized at multiple training sites.

3.1.4 All components of Canine Obstacles upon which canines will walk will be constructed of non-slip materials for safety.
