24 SOW Special Tactics - Family Connections Program IDIQ
13 November 2018
Questions Answers While working in preparation for this proposal, we have found a number of properties hesitant to confirm a block of rooms without a reference of dates of use.
Can you tell us how has this worked in past years? We would like to see the dates used in 2017/18, if possible.
The dates for the RWs and MDSRDs vary from year to year. IAW PWS 12.2, the PoP for the events shall be specified at the task order level. Task orders shall be issued unilaterally by the Government a minimum of 60 days prior to the start date for events. Task orders may be issued in shorter timeframes prior to an event, with the Contractor’s bilateral agreement.
We are trying to estimate the cost for childcare, however, we would need to know how many hours per event (MDSRD & RW) will be required in order to provide a more accurate cost estimate.
Please see the updated Attachment 3 - Exhibit Line Item Numbers (ELINs) ST-FC Childcare (181113), dated 13 November 2018, for the number of hours for childcare.
Can you confirm if you truly need the small business company to provide the day care/child care for this program? Usually the government contracts that separately and we only provide the meeting rooms necessary to host the events.
For this contract, the successful offeror will provide or contract the childcare for all MDSRD and RW events. The successful offeror (prime) shall be a Small Business, however, if the prime subcontracts childcare, the childcare provider does not have to be a Small Business.
Is there a site where we can see how the contract was used in the past?
The contract construct has not be awarded by the 24 SOW in the past.
Line Item 0001 is requesting pricing per job.
3.2.1 and 3.3.1 states there will be approximately 3 MDSRD's and 9 RW's per year and gave different locations and attendance ranges for each. Pricing in Seattle is different than pricing in Fayetteville. The pricing is not going to be the same at each location, and the pricing varies depending on time of year (example, pricing for July at Fort Walton Beach will not be the same as January). Additionally, we need a specific count to base a price on, not a range. Please provide us with which locations specifically you would like us to price out, and what quantities you would like us to price it at.
In accordance with (IAW) Addendum to FAR 52.212-1, Instructions to Offerors, Volume I:
Price Proposal, and IAW FAR 52.212-2 Evaluation – Commercial Items, Volume I:
Price Proposal, complete the Solicitation Attachment 2, Exhibit Line Item Numbers (ELINs) ST-FC Events and Attachment 3, Exhibit Line Item Numbers (ELINs) ST-FC Childcare; partial documents or documents with altered formulas will not be accepted.
Offerors shall submit prices for the events and childcare, at all locations and ranges, on Attachment 2 and Attachment 3. The successful offeror’s prices will be used for task orders after the single award IDIQ is awarded.
Line Item 0002 wants pricing for childcare.
There is a range listed for childcare and childcare pricing will differ for the MDSRD and RW since they require different hours of childcare and a large difference in the number of children (7 in Seattle for MDSRD compared to 25 for RW). In order to properly quote this we will need to know how many hours of care are needed per event and we will need a firm estimate of children to price (not a range). Please clarify.

Line Item 0003 for meals. Each retreat requires a different number of meals (3 in one and 2 in the other) and each location has a different per diem. Please provide us with which location you would like us to price, and a firm number of meals you would like us to base our estimate on. We understand the numbers would only be estimates. There are 7 people in one location and 25 in another, therefore the pricing will not be accurate.
Line Item 0003 is a cost-reimbursable CLIN.
The contractor will be reimbursed for the actual costs of meals for each task order.
Pricing within individual task orders shall not exceed per diem rates authorized by the Joint Travel Regulations (JTR), unless otherwise authorized by the Contracting Officer.
Line Item 0004 for rooms. Each retreat requires a different number of lodging rooms since they have different estimates per location, and each location has a different per diem. Please provide us with which location you would like us to price as the job and an actual numerical estimate (number) to base the lodging room nights on since there are 12 retreats per year, but at different locations with a different amount of attendees per retreat.
