About this file

This document is a Government Responses to Submitted Questions file for RFQ H9242126QE042 regarding the 112th Battalion Drones procurement, with a question deadline of Wednesday, 19 August 2026 at 1200 EST.

The first question addresses a vendor's intent to provide information about aerial tier network capabilities validated by SOCOM and listed on the PM UAS marketplace and DIU Blue List. The vendor proposed submitting CONOPS and payloads documentation along with BACN reference materials. The government response affirmed interest in reviewing the documentation and learning more about SOCOM validation contacts.

The second question from Privateer raised broader strategic considerations about the Black Hornet procurement, noting that the stated purpose of enabling sensor integration training and increasing lethality through requirements for ATAK compatibility, encrypted STANAG 4609 video with metadata, Cursor on Target, and DDIL environment operation suggests a wider sensor-to-network integration framework opportunity. Privateer proposed discussing complementary vendor-agnostic sensor integration capabilities that could ingest and normalize data from multiple sensor types (UAS, EO/IR, RF, space-based, maritime, unattended ground sensors), translate feeds into CoT and STANAG 4609 standards, correlate observations into a common operational picture, and distribute actionable information through ATAK and Tactical Mission Network in various connectivity environments. Privateer offered to provide a capability brief or white paper on a Sensor Integration Gateway/Tactical Sensor Fusion Layer and requested 20-30 minutes for discussion. The government responded affirmatively, requesting that Privateer provide a point of contact for further discussions.

Paragraph Questions/Comments

1 Q: I am responding to the SAM.gov solicitation for 112th BN Signal Drones. Kraus Hamdani K1000 is a Group 2 UAS classification, so we will not be submitting for evaluation. However, we would like to provide information regarding our aerial tier network capabilities that have been validated by SOCOM, Next Generation Command and Control (NGC2), and currently available on the PM UAS marketplace and DIU Blue List Cleared and Select. I am providing a CONOPS and payloads slide deck to show the full array of our capability's applications. Additionally there is a BACN 1-pgr for quick reference of what our aerial tier network looks like across multiple waveforms, voice and data and Starshield.

A: Yes, we would like to see their documentation and learn more of whom at SOCOM your capabilities were validated.

2 Q: I reviewed Solicitation H9242126QE042 for the 112th Signal Battalion’s Black Hornet procurement. What stood out to me is that the underlying requirement appears broader than simply acquiring four UAS. The stated purpose is to enable sensor integration training into the Tactical Mission Network and increase the lethality of sensor integration.

The salient characteristics reinforce that objective by requiring ATAK compatibility, encrypted STANAG 4609 video with metadata, Cursor on Target, and operation in a DDIL environment. Given the 112th Signal Battalion’s role supporting ARSOF, Joint SOF, all seven TSOCs, and Tactical Mission Networks, this looks like an opportunity to establish a broader sensor-to-network integration framework rather than treating each sensor as a standalone system.

Privateer would be interested in discussing adjacent capabilities that could complement this requirement, particularly a vendor-agnostic sensor integration layer that could ingest and normalize data from UAS, EO/IR, RF, space-based, maritime, unattended ground, and other tactical sensors; translate those feeds into standards such as CoT and STANAG 4609; correlate multiple sensor observations into a common operational picture; and distribute actionable information through ATAK and the Tactical Mission Network in connected, degraded, intermittent, and disconnected environments.

Our interest would not be to alter or complicate the current Black Hornet procurement. Rather, we would like to understand whether the 112th has a broader requirement for integrating additional sensors into the TMN and providing operators with a common sensor-fusion and decision-support capability.

If useful, Privateer would be happy to provide a short capability brief or white paper describing an approach for a Sensor Integration Gateway / Tactical Sensor Fusion Layer that could allow the 112th to rapidly integrate additional sensors without creating a unique integration effort for every new platform.

I would appreciate 20–30 minutes with you and the appropriate technical or operational representative to better understand the Battalion’s broader sensor integration objectives and determine whether there is an adjacent requirement we could support.

A: Yes, we are interested in learning more. Please provide

POC.
