About this file

This document is a Questions and Answers (Q&A) file for a bus transportation service solicitation (H9242126QE012) issued by the United States Special Operations Command. The requirement is for two buses to transport up to 60 students between a hotel and training areas at Fort Wainwright, Alaska, with specific operational details clarified through 11 key questions. Critical details include transportation on specific dates in January, operating between 0800-1800 hours, navigating potentially challenging winter road conditions on a non-paved dirt road, and using 30-passenger minibuses or small coach buses that meet seating, heating, traction, and safety requirements. The transportation service will primarily involve pick-up and drop-off movements, with no extended waiting periods except for designated airport transfer days on January 9-10 and 27-28. Subcontracting local transportation providers is permitted, and the route is approximately 50 miles with a 1.15-hour one-way drive time, originating from an IHG Hotel on Fort Wainwright.

H92421-26-Q-E012 Bus Transportation Service

Questions:

1) From an operational perspective, are there any timing sensitivities (early departures, late returns, or split schedules) that you’ve seen impact training days in Fairbanks and that we should plan for in advance?

· Weather would be the only consideration, but all trips will be the entire student roster, there won’t be split schedules, for any of the movements, there won’t be early or late departures all within 0800-1800

2) Based on your experience, are there any common challenges with transportation in Fort Wainwright winter conditions that you would recommend contractors proactively address to ensure smooth daily movement of students?

· The road out to Firebird training area is not a paved road, it’s a dirt road and will likely be packed with snow. There could be ice in parts and a steep curve.

3) Can the Government provide an estimate or clarification on the total number of hours drivers are expected to be on duty per transportation day, including any anticipated standby or waiting periods?

· There won’t be any standby or waiting periods. There will be days that there is only a pick up or delivery. The only days that would be on standby would be the airport days which would be the 9/10 of January and 27/28 January.

4) Are the listed transportation movements intended to be same-day drop-off and pick-up, or are the drop-off and return trips scheduled on separate days as outlined in the projected schedule?

· As stated in question 3. Most days are just drop off, and just pick up.

5) Would like to confirm that subcontracting local transportation providers is acceptable, provided all PWS requirements are met?

· Yes.

6) Can the Government provide an approximate mileage and average drive time between the Hotel (TBD) and the Yukon Training Area for pricing purposes?

· It’s about 50 miles, and 1.15 hours one way.

7) Based on the listed dates (January 17, 22, 23, and 26), we assume transportation consists of morning drop-off and afternoon return service, and that drivers are not required to remain on site during training hours. Please confirm if this assumption is correct.

· Those dates will be pick up or drop off only.

8) If drivers are required to remain on site or on standby during training hours, should this wait time be considered part of billable service time?

· Yes.

9) When will the Hotel (TBD) pickup location be finalized, and will all students originate from a single pickup location?

· The hotel is the IHG Hotel on FT Wainwright

10) In the event of severe weather or training schedule delays, should pricing assume fixed service hours per day, or may extended duty time be required?

· Fixed service hours per day will be acceptable.

11) Will 30-passenger minibuses or small coach buses be acceptable, provided they meet all seating capacity, heating, traction, and safety requirements outlined in the Performance Work Statement?\

· Yes
