About this file
This document is an Amendment of Solicitation with Questions and Answers (Q&A) for a Special Operations Forces (SOF) Austere/Arctic Medical Subject Matter Expert (SME) training exercise. The solicitation (H9242126QE005) seeks a contractor to provide a 40-hour course with specific personnel qualifications, including mountain guides, emergency medicine clinicians, and tactical medical instructors with specialized certifications such as Diploma in Mountain Medicine, American Avalanche Association certification, and prior Arctic operational experience.
Key requirements include 4 total personnel who can meet all training specifications, with mandatory certifications for mountain guiding, avalanche expertise, and medical training. The course will have 50 students with a 10:1 student-to-instructor ratio, involve alpine mountain summit ascents near Fairbanks, and require universal alpine ski equipment. The government will furnish baseline program of instruction (POI) and training equipment. Technical acceptability will be determined by meeting all specified qualifications, with price being the deciding factor if multiple acceptable offers are received. The government intends to issue a single fixed-price (FFP) contract covering the entire exercise scope.

QUESTIONS AND ANSWERS
Solicitation Number: H9242126QE005
SOFAM 26Austere/Arctic Medical SME
Personnel qualifications
Please confirm whether the requirement for "a Mountain guide with experience guiding in extreme high altitude/extreme cold environments "must be met via a Q:
specific credentialing body (e.g., AMGA/IFMGA certification),or whether equivalent experience and training documented in resumes is acceptable.
A: Yes, they need to be credentialed by the organizations specified in the PWS or international equivalent. They need to show actual certification due to the austere, dangerous environment/ training, just training documented in resumes will not be accepted due to the higher risk assessment conducted.
For the Diploma in Mountain Medicine requirement, will the Government accept any recognized DiMM program meeting UIAA/ICAR/ISMM standards, or are Q:
there specific issuing institutions you consider acceptable/preferred?
A: Yes. We will accept the DiMM as long as it is recognized under the UIAA/ICAR/ ISMM standard. UHUS is the preferred institution due to the association with Military Personnel.
The PWS states the contractor "MUST have previous experience operating in the Arctic." Will prior winter operations in sub arctic high latitude mountain Q:
environments be considered acceptable if fully documented, or must this experience specifically be north of the Arctic Circle/within defined Arctic regions?
A: Due to our Area of responsibility, we are looking specifically for Arctic operations, not Antarctic locations. Locations can include the Nordic Countries, Alaska, Canada, and Greenland.
For the requirement to have previous experience with the Joint Trauma System "as a member of a committee or author on a CPG," will equivalent experience (e.Q:
g., contributing author on DoD TCCC guidelines, JTS-affiliated working groups, or peer reviewed operational medicine publications) be considered, or is formal JTS committee/CPG primary authorship mandatory?
A: We will accept a contributing author on DoD TCCC guidelines, and JTS affiliated working groups.
Do ABEM-certified, fellowship-trained, emergency medicine clinicians require all current certifications, or does an updated CV with referenced certifications meet Q:
PWS requirements? If current certification documents are required, please specify what qualifies for each requirement.
A: A CV does not constitute the requirement to show certifications. Current certification documents that are required are listed in 4.2 of the PWS.
Avalanche / mountaineering requirements
The PWS requires the contractor to be an American Avalanche Association course provider and to hold Level 3 AAA avalanche certification. Will the Q:
Government accept equivalent avalanche professional credentials (e.g.,AIARE Pro 2 or international equivalents), or must it be AAA Level 3specifically?
A: Yes, we will accept equivalents.
Does the contractor simply need to be listed as a AAA course provider, or is the contractor expected to deliver formal AAA certifications to the students as part Q:
of the training?
A: They need to be listed as a course provider, with the potential to deliver formal AAA certifications.
If so, what are the desired level(s) of AAA certification?Q:
H9242126QE0050001
A: Level 1for students.
If yes, will we be given sufficient lead time to submit the corresponding curriculum through AAA (or a partner organization) for approval?Q:
A: Yes.
For "American Avalanche Association course provider," does the Government require an organizational provider status with AAA, or is it sufficient for an Q:
individual staff member to be recognized as an instructor under an AAA provider?
A: I don't understand this question. The PWS states the personnel on ground need to have the certifications. The staff member needs to be included in one of the two personnel with this qualification. They cannot have someone in their organization that simply has that recognition. They need to actually be one of the personnel on ground at the training.
For crevasse and glacier travel instruction, does the Government require any specific technical rescue certifications (e.g., SPRAT,IRATA, or UIAGM/IFMGA Q:
alpine guide), or is documented experience and training history sufficient?
A: As stated in the PWS, they need to provide their actual certifications. Documented experience and training does not meet that requirement. This is a high risk course, and we need certified personnel involved.
Tactical/medical and CEU requirements Pennsylvania
For the requirement to provide CEUs "approved by CAPCE, AMA, or CoAEMSP," is approval from any one of these acceptable, or does the Government preferQ:
/prioritize a specific accrediting body?
A: As stated in the PWS, any are acceptable.
Will existing, previously approved CAPCE or AMA programs that are adapted to the SOFAM environment be acceptable, or must the CE activities be newly Q:
created and approved specifically for this contract?
A: The CE activities must be newly created and approved in order to enhance this course for future iterations.
Are there minimum hour thresholds or content ratios (e.g., number of CE hours specifically in TCCC, PFC, arctic CPGs) that must be met within the CEU Q:
package, beyond what is stated in the PWS?
A: No. This needs to be a 40 hour course/ CEUs spread throughout the course. There is not a specific number of CE hours for each class.
Staffing and "additional personnel"
The PWS allows the contractor to provide up to two additional personnel to meet the listed requirements. Please clarify whether all additional personnel must Q:
individually meet every "MUST/SHALL" qualification in Section 4.2-4.4, or whether qualifications can be distributed across a team (e.g., one DiMM emergency physician, one avalanche expert, one SOF medic).
A: The contractor will be allowed to have 4 total personnel that cover all of the requirements due to location constrictions.
For tactical medical instructors, will you accept equivalent backgrounds such as Special Forces medics from partner nations, civilian critical care/flight Q:
paramedics with ATP certification and substantial SOF support history, or is U.S. SEAL medic/IDC/18D experience mandatory?
A: Due to this being a SOF peculiar course, the instructors need to be prior SEAL medics/IDC/18D's.
Do all instructors delivering medical content need to hold a Diploma in Mountain Medicine, or is it sufficient that at least one lead instructor per training laneQ:
/iteration holds DiMM while others have documented alpine/arctic medical experience?
A: At least one person needs to hold the DiMM. Again, the contractor is authorized four (4) personnel to meet all requirements.
Training design and performance details
Does SOCNORTH intend for the contractor to propose a complete training program of instruction (POI) and scenario set, or will a Government furnished Q:
baseline POI be provided that the contractor is expected to augment?
A: The government will furnish the baseline POI. The contractor will be responsible to teach certain classes that will be identified by the Government and lead up to two lanes.
Are there required student to instructor ratios (overall and for technical evolutions such as avalanche rescue and crevasse rescue) that should be met or not Q:
exceeded?
A: There will be 50 students in attendance. The student to instructor ratio is 10:1. There will be other instructors, the contractor is not required to provide all 10 instructors. They are authorized up to 4 personnel for the entirety of the contracting requirements/ credentialling.
For the requirement to "train participants during ascents to summit alpine mountains," does the Government have specific objective peaks/routes already Q:
identified near Fairbanks, or should the offeror propose suitable objectives within the 65 mile radius?
A: The Government will propose the peaks/ routes and will accept input from the contractor once selected.
Equipment and logistics
For providing "universal alpine skis for 50 students and 15instructors," does the Government require specific binding systems (e.g., tech bindings vs. frame), Q:
boot compatibility standards, and avalanche beacon/transceiver brands or specifications, or is that left to the contractor's discretion as long as equipment meets industry best practices?
A: As long as the equipment meets industry best practices, the contractor may decide what is best/ most suitable.
For "last minute cold weather gear" for 20 personnel, is there a minimum performance standard (e.g., EN/ISO temperature ratings for sleeping bags, minimum fill Q:
power, or specific boot/BH temperature ratings) that should be used in sizing and pricing?
A: Temperature ratings to-40 degrees for all gear is required, and an array of sizing will be sufficient. All students SHOULD arrive with required gear, however, there maybe a few students that need additional gear.
Will any Government furnished equipment (medical training manikins, simulators, vehicles, rotary wing support, weapons/blank fire systems) be provided, or Q:
should offerors assume all training aids and moulage capabilities are contractor furnished?
A; The Government will furnish all equipment for training aids.
Contract structure and evaluation
Can the Government clarify how "technical acceptability" will be determined for this requirement, specifically, whether there will be adjectival ratings tied to Q:
experience/instructor depth, or if this is strictly pass/fail against the listed "MUST/SHALL" criteria?
A: Technical acceptability refers to meeting all qualifications/certifications for trainers as specified in the PWS and solicitation. In regard to experience, offerors must present data that shows evidence that meets the minimum criteria as specified in the PWS. If the offeror submits mentioned qualifications and certifications IAW with the PWS, it will be evaluated and receive an ACCEPTABLE / NON-ACCEPTABLE rating. Additionally, the contractor must ensure all certifications /documentations are included within the submitted quote. Resumes/ CVs will not suffice for requirements.
Will past performance specific to SOF arctic/austere medical training be weighted more heavily than general mountain medicine or avalanche training past Q:
performance, and how should offerors best demonstrate relevance (e.g., number of similar courses, locations, client descriptions)?
A: TA will be the heaviest factor in the evaluation process. Past performance and/or other unmentioned factors will not be considered during evaluation. Price is also evaluated. In the event that multiple ACCEPTABLE offers are received, then PRICE will be the deciding factor.
Does the Government anticipate multiple awards or a single award for this requirement, and are subcontracting/teaming arrangements encouraged to meet the Q:
full spectrum of qualifications (medical, avalanche, guiding)?
A: The Government intends to issue a single award (FFP) contract for this requirement that covers the entire scope of the exercise IAW the PWS. The Government will (as always) only deal with the prime vendor. The Government has no preference if sub-contractor(s) are employed by the prime contractor to perform under the contract. The contractor is limited to four (4) personnel to meet the specified requirements and show documentation. If they need to sub-contract the gear requirement, that is acceptable.
