Part 1 General Information

1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide field feeding.

1.2 Background: Annually, 6th Psychological Operations Battalion conducts annual combined exercise (Intrepid Knight 25) with foreign partners. Due to the high operational tempo and the fundamental unpredictability associated with operational requirements and complex land use rights, 6th Psychological Operations Battalion is unable to comprehensively forecast all training events and corresponding locations for a given calendar year. These sites provide the requisite capacity and capability to meet specific training and operational objectives, with events routinely exceeding three days in duration. The Battalion does not possess the organic MOS 92G (Culinary Specialist) capacity needed to support both internal Garrison and Field Feeding operations simultaneously. As a result, the Battalion frequently requires external Food Service support during these training events. Additionally, U.S. Army Field Feeding Companies are often not located near these training sites or are unable to support due to conflicting demands.

6th Psychological Operations Battalion will validate and train at Camp Blanding, FL and require the following feeding support to meet Combined training requirements.

1.3 Scope: The Contractor shall provide Food Catering Services (non-personal services). The contractor is responsible for providing all material, delivery, setup, and cleanup upon completion of the training event. The vendor is responsible for all fuel and equipment power requirements.

1.3.1 The contractor will operate on a regular cycle to support daily operations. Duty day will start at 0530 and end at 1830 local time.

1.3.2 Breakfast will be served and available daily between the hours of 0630 and 0800. (See daily breakdown below).

1.3.3 Dinner will be served and available daily between the hours of 1700 and 1830.

1.3.4 The Contractor will be flexible and adjust shift times by one to two hours if needed to accommodate changes.

1.3.5 The government will provide a serving facility/space ie. DFAC for the duration of the training exercise that 6th Psychological Operations Battalion has reserved at Camp Blanding, FL. The vendor can occupy provided space for the duration of the training exercise. The contractor will provide a "Victory meal" which consist of "Surf and turf" (Steak and lobster) and side dishes (Salad bar, mac and cheese, corn, mash potatoes, asparagus, and deserts) on 07 November 2025. The vendor is expected to prepare the food off-site.

1.3.6 The contractor will provide all plates, cups, utensils, napkins, and any other required items for each meal.

1.3.7 The contractor will provide one beverage per person, per meal. Cold Water and Gatorade. Hot Coffee will be available during each meal and be made fresh for each meal. Dumpsters will be provided by the Government.

1.3.8 Contractor will be setup and in advance and prepared to serve the following quantities by day.

1.3.9 Each breakfast and dinner meal will provide a minimum of 1300 Calories with 50g of protein per meal coming from the 3 main food items (meat, starch, and vegetable) per meal serving.

1.3.10 Each Breakfast meal will include enough carton whole milk and whole boiled eggs to feed all Personnel.

1.3.11 Leftover food from each meal will be left at the serving site to allow personnel working through chow hours to eat.

1.3.12 Contractor will provide sliced bread, individually packaged all natural peanut butter, and individually packaged jelly, and granola bars at all times during the day for personnel.

1.3.13 No sugar free, fat free, or sodium free condiments will be provided by the contractor.
