About this file
The document is a comprehensive Q&A file for Solicitation H9242125QE001, a small business (SDVOSB) set-aside contract for the 112th Signal Advanced Technical Training. The solicitation seeks a contractor to provide IT training services for United States Army Special Operations Command (USASOC), including IT network support, surge training, program management, and information assurance training across CONUS and OCONUS locations. Key details include a one-year period of performance, requirement for all instructors to have SECRET clearance, and the need to provide certification exam vouchers and test centers for various IT certifications.
The solicitation requires quotes to be submitted electronically by September 15th, 2025, at 1200 EST, with a strict 10-page submission limit. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with pricing to assume a minimum student threshold of 10 students per course. Travel is budgeted for 3 quarterly TDYs to locations including Colorado, Hawaii, Florida, Germany, and South Korea, with contractors expected to have the capability to run up to three courses concurrently. The incumbent was DNI Emerging Technologies, and the government anticipates cost savings through this standalone procurement compared to the previous GSA Schedule task order.

A: Baseline schedule will be released in Class Kick Off Meeting (Attatchment 1 Line #0).
Solicitation – H9242125QE001
Instructions to Offerors / Submission Deadline
Q: The solicitation states that Government responses to industry questions will be posted on 10 September, with full quotes due on 15 September. This leaves only two business days for offerors to incorporate clarifications into their submissions. Given the large number of questions submitted and the potential for impact on both Technical and Cost Proposals, would the Government consider extending the proposal due date by two weeks (to 29 September 2025) to ensure offerors have adequate time to prepare?
A: No.
Solicitation – H9242125QE001
Instructions to Offerors / Submission Process
Q: Given the number of questions submitted and the limited time between anticipated Government responses on 10 September and the proposal submission deadline on 15 September, would the Government consider hosting a brief virtual pre-proposal conference? A pre-proposal conference would allow the Government to address common questions in a consolidated forum, ensure consistent understanding among offerors, and help industry prepare compliant and responsive proposals within the required timeframe.
A: No. All questions will be answered through the Q&A Solicitation.
PWS
4.0
Q: The PWS language “until funding is exhausted” is vague and could create performance risk if the Government issues tasking beyond funded levels. FAR 32.703-1 requires contracts to be fully funded or incrementally funded with clear limits.
Can the Government clarify whether this contract will be fully funded upfront for all listed requirements, or incrementally funded with task orders/modifications tied to available appropriations?
A: Contract will be funded upfront, however, will only be paid out for services performed by invoicing after each course.
PWS
4.0
Q: The solicitation is structured as LPTA (no trade-offs), so offerors must provide the lowest possible cost while meeting technical acceptability. Without knowing whether “until funding is exhausted” means a ceiling or estimated workload, pricing accuracy is at risk.
Will the Government provide an estimated funding ceiling or minimum guaranteed value to ensure all offerors are pricing on an equal basis?
A: An independent government estimate has been conducted to serve as an equal basis, however, this information will not be provided to vendors.
PWS
4.0
Q: Only one year of historical data (Task Order# 47QFSA23F0068 valued at $10.8M) was provided from 2023–2024, but this may not reflect the current or projected funding profile. FAR 15.402 requires sufficient information for offerors to prepare intelligent proposals.
Does the Government intend TO 47QFSA23F0068 to be a reliable baseline for projecting workload/funding, or should offerors assume a different scope/value profile for this solicitation?
A: This procurement is not a FAR 15 action. The solicitation is an RFQ, not an RFP. The last TO included service fees, so we expect the quotes to come in less than what GSA quoted.
PWS
4.0
Q: The Q&A confirmed that all listed courses must be available/delivered under the contract, yet the PWS suggests support ends when funding is exhausted. This creates uncertainty about whether contractors must maintain readiness to deliver unfunded courses.
Can the Government clarify if contractors must maintain readiness to deliver all courses throughout the period of performance, even if funding is not available to execute all requirements?
A: Contractors will not maintain readiness to deliver unfunded course requirements.
PWS
4.0
Q: Travel is required and budgeted for 3 TDYs quarterly, but the PWS phrase “until funding is exhausted” raises concern that travel may be curtailed mid-performance. Because this is an LPTA award, pricing fairness requires consistent assumptions across offerors. Leveraging Concur Government Edition (CGE) — the DoD’s official travel management system — would ensure all travel is authorized against available funds, priced at JTR-compliant rates, and tracked with a government-approved audit trail. This would eliminate uncertainty in pricing and ensure comparability of travel costs across bids.
Will the Government guarantee the minimum travel workload (e.g., 3 TDYs quarterly) regardless of funding status, or require travel to be budgeted and tracked via Concur/DTS to ensure consistency and fairness in pricing?
A: Government will not guarantee minimum travel workload but will require JTR compliant rates for travel.
PWS
4.0
Q: LPTA solicitations require clear, unambiguous minimum standards. The phrase “until funding is exhausted” could mean the contract ends before the full PoP is reached, impacting staffing plans and retention.
Does “until funding is exhausted” mean the contract may terminate early if funds are depleted, or will the Government obligate sufficient funds to cover the full period of performance?
A: Contract will terminate early if funds are depleted prior to PoP.
Q&A (01AUG)
#12
Q: The Q&A response states a preference for contractor office space within 20 miles of the “Government site,” but the solicitation does not define what constitutes the site. Clear identification is necessary to validate distance accurately.
A: Classroom requirements will be discussed in Class Kick Off Meeting.
Q&A (01AUG)
#12
Q: Should the 20-mile distance be measured using road travel distance (e.g., Google Maps driving route) or by straight-line mileage?
A: 20-mile distance should be calculated as straight line mileage.
PWS; Q&A (01AUG)
4.0; #47
Q: The PWS (Section 4.0) states the contractor “will provide test centers for all IT certification exams”, while Q&A #47 indicates it is “preferred but not required” for the vendor to provide certification exams. This creates conflicting requirements that impact cost, staffing, and facility planning. For pricing fairness under an LPTA evaluation, the mandatory versus optional nature of this requirement must be clarified.
A: Contractor will provide test centers for all IT certification exams.
Q&A (01AUG)
#49
Q: In Q&A #49, the Government stated it “can provide commercial internet at government sites”. However, the solicitation does not define what qualifies as a “government site.” Since this affects infrastructure planning and pricing (e.g., whether contractors must furnish internet at certain training locations), clarification is needed.
A: Government sites are classrooms provided by the organization. All other classroom sites will be provided by soliciting company.
Q&A (01AUG)
#10
Q: This question confirms that Key Personnel resumes will be evaluated, but the solicitation does not define which labor categories are considered Key Personnel. This impacts staffing strategy and resume submission.
A: Associated with NAICS: 611519 & PSC: U006; the labor category is Instructors/Vocational Trainers/SMEs.
Q&A (01AUG)
#10
Q: While resumes will be evaluated, the solicitation does not identify the minimum qualifications, certifications, or role-specific responsibilities for Key Personnel. Without these details, it is unclear how offerors should demonstrate technical acceptability.
A: Offerors should use relevant experience encompassing PWS 4.0 and 4.1 to demonstrate technical acceptability.
Solicitation; Q&A (01AUG)
Pg 24 para. A; #10
Q: The solicitation includes a strict 10-page limit for total quote submissions. Will Key Personnel resumes count against the total page limit for quote responses, or may they be submitted as appendices without affecting the page limit?
A: Key personnel resumes will not count against total page limit for quote resoponses.
Solicitation
B. (2)
Q: Section B.QUOTE CONTENT of the solicitation requires offerors to “include technical specifications of the cameras quoted to show they meet the salient characteristics”. However, the PWS contains no reference to cameras or camera requirements. This appears inconsistent with the stated need to demonstrate a technical approach that provides sufficient equipment to meet the PWS. For clarity and to ensure equal evaluation in an LPTA environment, further guidance is required.
A: No technical specifications of cameras needed.
PWS
8.0
Q: Section 8.0 of the PWS states that travel may include Colorado, Hawaii, Florida, Germany, and South Korea as recurring locations, with other locations “occasionally as directed.” However, it is unclear whether contractors should assume travel to all listed locations each year or treat them as potential destinations that may or may not occur. This impacts travel pricing and workload assumptions under an LPTA evaluation.
A: Contractors should treat all listed location as potential destinations.
PWS
8.0
Q: The PWS identifies multiple recurring TDY locations (Colorado, Hawaii, Florida, Germany, South Korea), but the cost of travel varies significantly depending on destination. For pricing accuracy under an LPTA evaluation, offerors need to differentiate between low-cost CONUS travel and higher-cost OCONUS travel.
A: Contractors can budget for travel for 3 TDYs quarterly to include Colorado, Hawaii, Florida, Germany, South Korea as reoccurring locations with other locations occasionally as directed by unit.
Q&A (01AUG)
#14
Q: In response to Q&A #14, the Government stated that an anticipated course delivery schedule would be provided in the final RFP. However, no course delivery schedule was included in the current solicitation release. Since instructor staffing levels depend on whether courses will run sequentially or concurrently, this information is critical for accurate pricing and technical approach under an LPTA evaluation.
A: Contractors should have ability to run up to three courses concurrently during PoP.
Q&A (01AUG)
#49
Q: In Q&A #49, the Government stated that contractors must provide commercial internet at off-site training locations while the Government can provide commercial internet at government sites. However, the solicitation does not define what constitutes “off-site” versus “government site.” Since this directly affects cost estimates and logistics for training delivery, clarification is required.
A: Government sites are classrooms provided by the contracting organization. All other classroom sites will be provided by soliciting company.
Solicitation
Section (q)(2)(a)
Q: The solicitation requires a representative of each major subcontractor to attend the post-award conference. However, the solicitation does not define what constitutes a “major subcontractor.” Without this clarification, offerors cannot determine which subcontractors would be obligated to attend or whether a percentage threshold applies.
A: Any subcontractor that is likely to be serving as an instructor(s) on any of the courses should be attending the post-award conference.
General
Q: The incumbent effort was previously awarded as a GSA Schedule task order (Contract #47QFSA23D0003, Task Order #47QFSA23F0068). The current solicitation has been released as a standalone SDVOSB business set-aside on SAM.gov rather than through GSA eBuy. Since acquisition strategy directly affects the competitive landscape and participation, clarification on this shift is important for offerors’ understanding.
A: This is a standalone contract for the same organization to explore cost saving measures for best value to the government.
Q&A (01AUG)
PWS
8.0
Q: Section 8.0 of the PWS directs contractors to include travel in their cost proposals and references 3 TDYs per quarter with recurring locations (Colorado, Hawaii, Florida, Germany, South Korea). However, no details are provided on the number of personnel per trip, duration of TDYs, or expected distribution across CONUS and OCONUS locations. Without this information, offerors may make inconsistent assumptions, creating pricing disparities in an LPTA evaluation.
A: Assumption is 1 instructor per TDY, with a trip duration of 7 days.
Q: Will the Government consider providing a plug-in number for travel?
A: No.
Q: How many personnel are required to go to each location when travel is needed?
A: 1 Instructor.
Solicitation
Pg 24; Pgs. 3-9
Q: The Government is requiring a total of 10 pages to be submitted which is to be inclusive of Tab A – Technical and Tab B – Price. The Price Schedule in the solicitation is 6 ½ pages. Will the Government allow Offerors to include the completed Price Schedule as an appendix that doesn’t count toward the page limitation?
A: No, please place price in each CLIN on the Solicitation to minimize pages. You may attach a condensed schedule.
