About this file
This document is a Justification and Approval (J&A) for the United States Special Operations Command (USSOCOM) to purchase six Butterfly IQ3 handheld ultrasound devices through the General Service Administration (GSA) Federal Supply Schedule Program. The procurement is specifically for the 528th Special Reconnaissance (SB) Sommed unit at Fort Bragg, North Carolina, to support surgical care in austere environments and en-route casualty care for Special Operations Forces (SOF) missions. The $[redacted] procurement includes six Butterfly IQ3 All-In Government Package devices with unlimited user licenses, 3-year warranty, and ongoing software maintenance, with the justification citing unique mission requirements, compatibility with various devices, and the lack of suitable alternatives in their current inventory.
The J&A document highlights that market research confirmed only one authorized GSA Advantage reseller for these devices, and the selected ultrasound was chosen due to its compact size, lightweight design, ability to operate without Bluetooth/WiFi, and compatibility with military medical needs. The existing inventory of other ultrasound devices (GE Healthcare VScan and Philips Lumify) were deemed unsuitable due to being out of warranty, no longer manufactured, requiring specific connectivity, or being cost-prohibitive. The contracting officer, Dayana P. Jordan, certified the document on September 16, 2025, affirming the completeness and accuracy of the justification for a sole-source procurement.

4. Authority Cited Permitting Limited Sources: (FAR 8.405-6(c)(1)(i)) (Identify the citation permitting limited sources. This section is normally the most detailed part of the justification. To assist you in preparing this justification, an introductory sentence for each of the FAR 8.405-6(a)(1)(i) circumstances for limiting sources are provided below.
SOMEDD has unique mission requirements to provide surgical care in austere environments and en-route casualty care with reduced footprint. Current fielded equipment restricts the SOMEDD from performing austere resuscitative surgical care ISO SOF missions and potential future A2/AD environments. The handheld ultrasound device was selected due to size, weight and it's compatibility with a broad range of devices. Other similar handheld ultrasound devices have excess capabilities, require Bluetooth to function and cost beyond the selected ultrasound.
5. Efforts/Actions to Increase Competition: (FAR 8.405-6(c)(2)(viii)) Inquiries were put out to Butterfly Network and was discovered they have authorized resellers within GSA Advantage. Austere Resuscitative Surgical Care subject matter experts conducted market research on current commercially available handheld ultrasound devices and determined the selected device met all the performance parameters based on unit requirements.
6. Market Research: (FAR 8.405-6(c)(2)(vi)) Market Research was completed via Internet search as well as GSA vendors via GSA Advantage returned with positive results. Currently there is one authorized reseller in GSA Advantage offering the required handheld ultrasound device.

8. Other Facts Supporting the Justification: (FAR 8.405-6(c)(2)(vii)) SOMEDD already has inventory of the other comparable handheld ultrasounds. The GE Healthcare VScan Extend is no longer manufactured and the SOMEDD inventory OH are out of warranty and nearing end of life/not functional. The new GE Healthcare Vscan model is wireless, requiring Bluetooth/WiFi to function (not desirable). The Philips Lumify within the SOMEDD inventory are cost prohibitive. MMC indicates it would cost approx to purchase 6 of these devices. Additionally, these devices have not functioned in austere environments without bluetooth/WiFi availability. SOMEDD end-users have training and experience with the Butterfly handheld ultrasound device over other comparable devices. We currently have six Butterfly ultrasound devices and require six more for completion of equipment sets.
9. Technical and Requirements Certification: (FAR 8.405-6(c)(2)(x))
(This should be signed by a Requiring Activity Official (RAO) at a level commensurate with the ultimate approving authority:
a. If it does not require USSOCOM Agency Advocate for Competition approval, then an RAO commensurate with the Chief of the Contracting Office.)
b. If the AAC or Head of Contracting Activity (HCA) must approve, then the RAO must be an 0-6 or equivalent.
c. If the Senior Procurement Executive (SPE) must approve, then the RAO must be at the level of Program Executive Officer, Director, Commander, Chief of Staff, or equivalent.)
I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
