About this file

This Statement of Work (SOW) outlines requirements for a contractor to construct, verify, and deliver a Secure Control and Data Acquisition (SCADA) infrastructure cyber network for the 75th Ranger Regiment's training exercises, with completion required by February 25, 2025.

The contractor must design, develop, and implement a SCADA infrastructure that includes hardware assembly, software programming, and system integration testing. Key deliverables include comprehensive technical documentation, system blueprints, design specifications, and user manuals. The contractor will conduct design reviews with government stakeholders, perform on-site installation and commissioning, provide training to Ranger Regiment personnel, and deliver post-deployment support services. Two primary Contract Data Requirements List (CDRL) items are required: a System Integration Certification prior to the first training event and a Final Delivery and Acceptance Form upon completion. This firm-fixed-price contract specifies no Government Furnished Property (GFP) will be provided.

75th Ranger Regiment SCADA Exercise Support

1.0 INTRODUCTION

The purpose of this effort, as detailed within this Statement of Work (SOW), is to delineate the responsibilities of the Contractor in the construction, verification, and delivery of a Secure Control and Data Acquisition (SCADA) infrastructure cyber network. This network is crucial for supporting and actualizing the specific training outcomes desired by the Ranger Regiment, hence ensuring readiness and operational excellence in simulated environments.

1.1 Background

This solicitation represents a strategic continuation of efforts aimed at enhancing the operational capacities of the Ranger Regiment. Stemming from previous endeavors to construct and integrate advanced SCADA infrastructure for training purposes, this project will build upon a legacy of technological support initiated in prior years.

Comparable initiatives have been advanced through a series of contracts, all sharing the common goal of fulfilling the Regiment's evolving training imperatives. This renewed requirement is set to be carried out under a structured acquisition framework, employing a firm fixed price purchase order approach to meet the specific requirements and timelines outlined for this project.

1.2 Scope

This SOW delineates the contractor's obligation to establish a tailored SCADA (Supervisory Control and Data Acquisition) infrastructure network. Through meticulous design and deployment, these systems shall be tailored to align with the stringent needs of the Ranger Regiment's training scenarios. The contractor is tasked with ensuring the SCADA network's functionality and integration, all to support and enhance the regiment's operational training capabilities.

2.0 MANAGEMENT REQUIREMENTS

In accordance with the requirements of this contract, the contractor is tasked with the comprehensive completion and provision of all specified deliverables by the deadline of February 25, 2025. This constitutes the fulfillment of, SCADA infrastructure implementation, and ancillary services, ensuring the systems are fully operational and ready for use to support the training objectives of the Ranger Regiment. The timing of this completion is critical to adhere to the regiment's training schedules and maintain mission readiness.

2.0 Emitters and SCADA infrastructure development: The Contractor shall design, develop, and a Supervisory Control and Data Acquisition (SCADA) infrastructure that meets the needs of Ranger Regiment training exercises.

This task encompasses the creation of robust, secure, and efficient systems capable of supporting dynamic training scenarios.

2.1 System Design and Specification: The Contractor shall finalize the system design and specifications for the SCADA infrastructure. This involves detailed engineering plans, identifying necessary components, and ensuring that the system's design addresses all requirements of the Ranger Regiment's training objectives.

2.1.1 Technical Documentation

The Contractor shall produce comprehensive technical documentation, which includes system blueprints, design specifications, and user manuals. Documentation must be clear, accurate and facilitate future maintenance, upgrades, and training efforts.

2.1.2 Design Review

The Contractor shall conduct an initial design review with the Government stakeholders to ensure the proposed design meets all technical and operational requirements. Adjustments to the design shall be made based on feedback provided during this review.

2.2 System Development and Integration: The Contractor shall execute the development and integration of the SCADA infrastructure, ensuring that the components function as a cohesive system consistent with training requirements.

2.2.1 Hardware Assembly

The Contractor shall procure all necessary hardware components and perform assembly of the SCADA systems in accordance with the approved design specifications.

2.2.2 Software Programming

The Contractor shall develop and configure all necessary software that will run on the SCADA infrastructure, ensuring compatibility with the other integrated systems.

2.2.3 System Integration Testing

The Contractor shall conduct thorough testing of the integrated system to validate functionality, reliability, and interoperability with existing Ranger Regiment training systems.

2.3 Deployment and Operational Support: The Contractor shall deploy the developed systems to the designated training environment and provide support to ensure operational readiness.

2.3.1 Installation and Commissioning

The Contractor shall perform on-site installation of the SCADA infrastructure and ensure the systems are fully operational through commissioning processes.

2.3.2 Training and Documentation

The Contractor shall provide training to the Ranger Regiment personnel on the operation and maintenance of the SCADA infrastructure, alongside delivering accurate and detailed operational manuals.

2.3.3 Post-Deployment Support

The Contractor shall provide post-deployment support, troubleshooting, and maintenance services to ensure continuous and uninterrupted training operations.
