to HAVIK, Solutions, LLC. to procure Deployable versions of the JTAC trainer, which also utilizes the BSI MACE program as the underlying software. That said, USSOCOM must utilizing the same software baseline for this classroom contract. This way all three versions of fleet training systems, so new JTACs are able to quickly transition from classroom to Immersive Dome, Desktop and Deployable devices without additional software specific training.

Neither of the companies listed above were interested in selling their intellectual property to the Government. It would not be in the Government’s best interest to attempt to acquire the software data rights Trying to find an alternate source would involve extreme program risk due to the requirement for the software to have to be able blend seamlessly with the other two systems, and without source code available, gaps may appear between the systems and cause unacceptable safety of flight incidents.

The Government posted a combined Sources Sought/Synopsis on SAM.Gov on 29 Feb 2024 with a submission due date of 15 March 2024. Vendors were asked to provide up to a 10 page white paper outlining their ability to perform each of the 3 tasks listed in the table below.

There were four responses to the RFI. Three vendors sent a one or two page “slick” sheet providing top level capabilities of their companies. None of the submissions addressed the specific requirements of the posting. TECHINFOSYS also requested a TEAMs meeting to discuss their capabilities and see if there were subcontracting opportunities, which the Gov’t participated in and gave the contact information to BSI Inc.

Prior to approval, J&As will be screened to identify proprietary data and information exempted from disclosure by 5 U.S.C. 552, Freedom of Information Act, so that the final J&A may be prepared for required posting to SAM.gov Contract Opportunites. J&As shall be posted within 14 days unless 10 U.S.C. 3204(a)(2), Unusual and Compelling Urgency is cited. In that particular case the J&A will be posted within 30 days.
