Section

Question / Comment Answer

SOW / Scoring Matrix

Pg 4 Para 5.4

The SOW contains a task area titled “Engineering and Technical Services,” but the self-scoring matrix and pools do not reflect any LCATs that correspond to this task area. Will there be engineering LCATs associated in either the general pool or another specialty pool that will be required to be scored on the scoring matrix?

No, not all LCATs called out in the SOW will be scored in the HTRO matrix.

SOW / Scoring Matrix

Pg 3 Para 5.1

The SOW calls out Exercise Support as part of task 5.1 Training and Education Services, but on the Scoring Matrix they are identified as 2 separate specialty pools. Would the government reconsider the inclusion of all exercise subtasks as part of the Training and Education pool as opposed to having them in 2 separate pools?

No, the pools are intended to emphasize different areas of task 5.1.

Scoring Matrix Instructions/ Columns Tab

Can the government please clarify how teammates (subcontractors) are to be scored? Are there minimum/maximum number of work samples to be scored by the primes/subs?

The Government's requirements will be contained in the solicitation.

General N/A Will the government permit the addition of subcontractors post-award based on emerging task order requirements not anticipated at IDIQ award?

Yes, as the need arises.

General N/A Does the government anticipate restricting offerors from cross-teaming? (An offeror submitting as a prime contractor while simultaneously a subcontractor on another team)

Yes, the Government has determined that cross-teaming, also known as “over/under agreements” shall not be authorized on the SOFGSD IDIQ. This applies to individual members of a Joint Venture (JV), as well as the JV itself. Cross-teaming is defined as a SOFGSD Prime contractor teaming as a subcontractor for another SOFGSD Prime contractor.

We appreciate all of the responses to the QnA portion of this RFI. Please note that duplicate request, in any format, have not been included. Answers to questions can be found in responses below.

SOFGSD RFI - QnA Responses (17 Dec 2024)

General N/A Will the government require the managing partner of a joint venture to possess a TS FCL and CMMC Level 1 rating or may the junior partner satisfy these requirements?

SPRS/CMMC Level 1:

Although not explicit on JV’s, FAR 52.201-21 is prescribed by FAR 4.1903 which states, “The contracting officer shall insert the clause at 52.204-21, Basic Safeguarding of Covered Contractor Information Systems, in solicitations and contracts when the contractor or a subcontractor at any tier may have Federal contract information residing in or transiting through its information system.”

DFARS Clause 252.404-7012 requires DoD contractors to implement NIST SP 800-171.

You can have a primary responsible entity; however, if they have access to CUI then they are required to have it. Considering 90% of our task orders will have CUI SOWs due to Security Requirements then yes all are required.

The entity within the JV that most directly manages, or accesses CUI would lead the NIST SP 800-171 assessment and compliance reporting in SPRS, but the other entities info would also be reported (see DoD Assessment Methodology). While this methodology doesn’t specifically address JVs, it outlines the processes for assessing compliance with NIST SP 800-171, which can be helpful for understanding how a primary responsible entity might conduct these assessments.

TS FCL:

The Offeror or all members of the Joint Venture must have a Final TOP SECRET Facility Clearance as accredited by the Defense Counterintelligence and Security Agency (DCSA) at the time of proposal submittal. Reference Directive-type Memorandum (DTM) 24-004, “Facility Clearance Requirements for Covered Joint Ventures.”

Anticipated RFP language: The offeror must possess, at the time of proposal submission, a Top Secret Facility Clearance as accredited by the Defense Security Service (DSS) in accordance with the contract level Contract Security classification Specification (DD Form 254). Storage of classified information is not anticipated to be required at the contract level, however the need to store classified RFPs/SOWs for task order level requirements is expected. As such offerors are encouraged to prepare for this eventuality. If an offeror does not possess a TS facility clearance at the time of proposal submission, their proposal will be excluded from competition.

General N/A For past performance evaluation may an offeror combine multiple Task Orders under an IDIQ as one work sample?

Work Samples will be defined in the solicitation.

General N/A Can the government clarify the time range acceptable for past performance included in the offeror’s proposal?

Past Performance will be defined in the solicitation.

General N/A Will the government allow subcontractors to provide past performance, and to what extent will this be allowed?

Past Performance will be defined in the solicitation.

General N/A Can the government provide the anticipated number of awardees per Task Order?

Each TO will be awarded to a single prime from the award pool.

General N/A Does the government anticipate additional socioeconomic categories in the 15 awards?

The Government's requirements will be contained in the solicitation.

General N/A Does the government expect to change the size standard?

No. The size standard is based on the NAICs Code.

General N/A How does the government anticipate the basis of award for task orders under this IDIQ as best value or

LPTA?

Under SCS, we primarily used Best Value Trade-off. It is task order requirement dependent.

RFI On/Off Ramp

Will the government consider allowing a prime to transfer an award to another entity like a JV at the 5-year recert period if the new entity meets all the certification criteria and the awardee no longer qualifies for the size standard?

No. Awardees that size out at the five year mark can finish any awarded task orders to their conclusion, but will not be able to compete for new work on this IDIQ.

RFI Intended Acquisition Approach

Does the government intend to limit offerors to five work samples for the proposal, or is it five work samples each for the General Pool and each of the specialty pools?

Work Samples will be defined in the solicitation.

RFI Intended

Acquisition Approach

Of the work samples to be provided, how many work samples will the government require to come from the prime?

Work Samples will be defined in the solicitation.

RFI Intended Acquisition Approach

Will offerors be allowed to submit performance on IDIQs as work samples, or will they be limited to Task Orders and stand-alone contracts?

Work Samples will be defined in the solicitation.

RFI On/Off Ramp

What are the different criteria the government will use to off-ramp a vendor? size standard change after the 5-year recertification period, non-participation?

Off-ramp will be defined in the solicitation.

RFI 3 The government’s requirement for a $1M LOC is significantly higher than most small businesses can provide. If you leave this number at $1M you will only receive proposals from very large “small” businesses such as billion-dollar JVs and firms with dozens of small business subsidiaries. A high LOC criteria means you give up agility and innovation limiting offerors to most of the same traditional contractors that you have today.

Recommendation: If you want rapid “Speed of SOF” innovation, a broad contractor base, and healthy small business competition, we recommend reducing to $250k at contract start date.

The Government determined the LOC amount based on communications with Industry and Financial Institutions, in relation to the Government’s intent for this requirement. It was determined that a $1M LOC would be appropriate and is not anticipated to be adjusted.

Self Score Matrix Work Sample

What is the government’s criteria for an acceptable “work sample”? Is this a contract reference, a sample intelligence report, or a deliverable produced under another contract? Many of the relevant and responsive work products may be sensitive or classified. Many of these work products may not be releasable without extensive review, redaction, and CO approvals. Will the government accept classified work samples? What is the criteria for the government to count a “work sample” as acceptable?

How will the government treat work samples that cannot be released to USSOCOM?

Work Samples will be defined in the solicitation.

RFP General a) Does the Government anticipate releasing a DRAFT RFP, and when might that be expected? b) If the Government is releasing a new DRAFT RFP, should offerors expect similar proposal format and content requirements as the 2019 RFP?

There will be a DRFP released prior to Industry Day.

Atch 3 – HTRO Self Score Matrix

N/A Will the government provide clarification for what the Work Sample (WS) Tiers are meant to represent in Column E?

The Tiering definitions will be provided in Section L.

General N/A Will a Prime Offeror be permitted to use a teammate’s experience for a Work Sample?

Work Samples will be defined in the solicitation.

RFI Intended

Acquisition Approach

How will the government determine if a bidder can or cannot participate in one/some of the specialty pools?

The solicitation sections L and M will provide additional details on the scoring methodology.

RFI Intended

Acquisition Approach

If all 15 awardees desire to participate in each of the three specialty pools, will the government restrict participation?

The solicitation sections L and M will provide additional details on the scoring methodology.

General N/A How will SOCOM decide which vehicle to use for

RFTOPs?

That will be decided at the TO level.

General Scoring Matrix

Please provide clarification regarding the evaluation of past performance in the scoring matrix.

Specifically, will the past performance of our subcontractors be considered and contribute toward meeting the past performance requirements?

The solicitation sections L and M will provide additional details on the scoring methodology for past performance.

ITO /RFP Pg. 1 Administrati ve & Responsibilit y Material

Are the qualifications required by the offeror prime contractor or can the qualification be provided by an offeror’s subcontractor/teammate?

Work Samples will be defined in the solicitation.

ITO /RFP Pg. 1 Administrati ve & Responsibilit y Material

Is there a minimum or maximum number of work samples that may be used? In addition, could the Government clarify if there are any restrictions with work samples provided by an offeror’s teammate?

Work Samples will be defined in the solicitation.

Attch.3 Scoring Matrix

General Scoring (General Tab; Column C, Row 10)

Can the Government clarify if points are assessed per individual billet or can points be added per quantity of each billet? For example, if an offeror has a quantity of 4 Logistics Analysts, is the correct assessment 4 (Billets) x 5 Points = 20

The solicitation sections L and M will provide additional details on the scoring methodology.

Attch.3 Scoring Matrix

General Scoring

Considering there is some duplication of focused FTEs within the General Pool and the Specialty Pools, can the Government clarify how if the General Pool will be competed separately (or as a first gate) from the Specialty Pools (Education, Training, Exercise)?

Only those Offerors who pass the General Pool scoring will be able to compete for the specialty pools.

SOW Pg 3 Sec

5.1.f Do simulation environments span virtual, constructive, and live environments? Or is there a focus on one specific environment?

This is determined on a TO specific basis.

SOW Pg 1 Sec 1.2 Sec 8.0

We understand some of the tasks require direct support on location, however are technical development tasks able to be delivered remotely?

This is determined on a TO specific basis.

Attach 1 Pg 1/Para 3 Is the government’s plan to run SCS and GSD concurrently between June 2026 and March 2028?

Yes, there will be continuing task orders. All new work or expiring task orders will be competed on SOFGSD once awarded.

Attach 3 Column C Category and Criterion

Is the government considering adding/subtracting/modifying the LCATS currently listed in the matrix?

The Government's requirements will be contained in the solicitation.

Attach 2 General SCS issues numerous task orders for support services that are not present in the draft SOFGSD SOW. Is there an expectation that these type of support services (such as Enterprise IT, Cybersecurity, DevSecOps) will not significantly appear as SOFGSD requirements?

It depends. There are multiple vehicles that SOCOM could use for this. Once requirement is received SOCOM would determine if it is knowledge-based or IT services, as well as OCI determination. We will not add any "IT Services" based requirements to the scope of SOFGSD.

Attach 3 Column C Category and Criterion

Is the government contemplating the inclusion of all SOW requirements (i.e. 5.1 through 5.7) in future versions of the HTRO matrix?

No.

Attch 4, SOF GSD RFI Questionnaire

Line 14: (Q3)

APPROVED

ACCOUNTIN

G SYSTEM

Will the Government clarify the difference between the “Approved Accounting System” mentioned on line 14 (Q3) in Attachment 4, and the “Adequate Accounting System” mentioned in Attachment 1, section Administrative and Responsibility Material (4).

The correct phrasing is an "Adequate Accounting System", and in this case you may assume that "Approved" is synonymous with "Adequate" in that it meets all FAR requirements.

Anticipated language: a) The Offeror shall provide a current (within 12 months from the date of proposal submittal) audit report, finding, or letter from the Offeror’s cognizant DCMA Administrative Contracting Officer (ACO) or DCAA office stating that the Offeror’s accounting system has been audited and/or determined to be both compliant with the FAR and is adequate for cost type contracts. A cost type contract may only be awarded if the limitations in FAR 16.301-3 are met. This reference establishes limitations that the Contractor’s accounting system must be adequate for determining costs applicable to the contract. Therefore, no award can be made to an Offeror whose accounting system has not been determined to be adequate for cost type contracts. This impacts all Team Members/Subcontractors if the Prime Offeror anticipates awarding cost type subcontracts to them. If no cost type subcontracts are to be awarded, the Offeror shall so state. If cost type subcontracts for Team Members/Subcontractors are to be awarded, the Offeror shall provide the necessary information from them.

b) If it has been over 12 months since the accounting system was reviewed, the Offeror shall provide a statement that the accounting system has not changed since being reviewed along with the most recent audit report, finding, or letter from the ACO or DCAA. If the accounting system has changed, a certification shall be provided indicating that the changes have not impacted the approval or adequacy of the accounting system. The certification (if needed) shall be signed by someone with the legal authority to bind the company.

c) If the Offeror has not had an audit as stated in paragraph a), the offeror shall so state.

d) If Offeror does not meet the above requirements they shall provide a completed Pre- Award Survey of Prospective Contractor Accounting System (SF 1408 criteria) and submit with their proposal.

N/A N/A Will all awardees be required to bid on all task orders for this opportunity?

No; however, there will be "off-ramp" procedures for those that go dormant and will be provided in solicitation.

SOW Self-Score Matrix

Intended Acquisition Approach

Would the government clarify/differentiate between the General Pool and the three Specialty Pools? Is it envisioned that Offerors will: - Bid on the General Pool and the Specialty Pool(s)?

- Bid on the Specialty Pool(s), and then those awardees will make up the General Pool?

- Bid on Specialty Pool(s) and not the General Pool?

Anticipated: Offerors can compete in as many pools as they desire; however, only those proposals who pass the General Pool scoring will be able to compete for the specialty pools.

ITO /RFP Attach 3 Can we aggregate Task Orders under an IDIQ as one work sample?

Work Samples will be defined in the solicitation.

Attch 1 SOFGSD RFI Pg 3 Intended acquisition approach

Will the Government provide clarification on its intended acquisition approach? Does the Government intend to award 15 contracts as part of the General Pool and only select a specific number of vendors from that General Pool for each Specialty Pool? Or is the Government planning to make separate and distinct awards for General and each specialty pool?

Anticipated: The Government will award to XX offerors that have the highest scores.

Attch 3 SOFGSD HTRO Self Score Matrix

N/A Will the Government clarify what is meant by different “Tiers” within the self score matrix?

The Tiering definitions will be provided in Section L.

RFI Q5, SPRS

Score

There seems to be a disparity between the CMMC level 1 requirement and the minimum SPRS score of 110, which seems inordinately high. CMMC level 1 generally corresponds to an approximate SPRS score of up to 88, with CMMC 2 generally considered to be a score of above 88, but not necessarily at the maximum of 110 in the SPRS’s range of -203 to 110.

The Government is determining CMMC and SPRS requirements. The requirement will be defined in the solicitation.

RFI Q5, SPRS

Score

Areas addressed by the SPRS score are technically complex and require expensive third-party vendors to assist small businesses that are not Information Technology specialists in achieving and maintaining compliance. Given this complexity and the high costs of adapting systems and procedures to reach the maximum SPRS score, the 110 minimum to bid on the IDIQ seems unnecessarily high when the vast majority of the work described in the SOW typically does not involve sensitive contractor company-Government exchanges. In most cases Government-offeror exchanges only involve non-sensitive information, such as invoices, contract reporting, and non-technical deliverables like contract financials and candidate resumes. Sensitive technical services and work products are usually rendered by contractors operating within Government spaces and systems, and their outputs and products never leave Government systems.

We recommend the Government lower the SPRS standard for the contract as a whole to an appropriate level of 88 for CMMC 1 and reserve a higher standard only for those task orders that feature unavoidable or extraordinary exchanges of

CUI.

The Government is determining CMMC and SPRS requirements. The requirement will be defined in the solicitation. Of note, due to security requirements, 90% of our statement of work's contain CUI.

SOW 5.7

Administrati ve and Other Services

Throughout the SOW, but in section 5.7 in particular, the references to provided technical products (e.g., position papers, reports, etc.) do not specify whether these are prepared externally at the company-level by the contractor, or produced by contractors who are embedded in supported USSOCOM organizations.

Making this distinction in the SOW would potentially enable the Government to lower the CMMC/SPRS burden on itself and offerors. Similarly, identifying in the IDIQ that some tasks may require CMMC 2 and an SPRS score above 88 would similarly enable to the Government to acquire the majority of SOW services without encumbering itself with the protocols of the higher standard across the entirety of the contract.

The Government is determining CMMC and SPRS requirements. The requirement will be defined in the solicitation.

HTRO Scoring Summary Tab

Does the Government intend to provide a minimum required score to be eligible for the General and Specialty Area pools? If so, will offerors be afforded the opportunity to gain access to additional Specialty Areas later in the IDIQ period of performance?

Q: Will any minimum score standards be inclusive of subcontractor-provided work samples, etc., or are they to be only the prime’s?

Only the highest rated technical offerors will be selected IAW the solicitation. The Government is contemplating an onboarding process to add additional qualified vendors to maintain a competitive environment.

Please confirm that the instruction “Work Samples that contain the following 15 LCATs” (and similar HTRO wording) refers to samples containing any of the LCATs referenced.

Q: May additional LCATs not referenced in the HRTO be proposed for scoring purposes?

Only the LCATs called out in the scoring matrix will be scored.

HTRO Instructions Tab

Would the government please provide the draft evaluation criterion so that the HTRO can be better understood? While many specifics may remain undecided, the broader aspects of the acquisition strategy are of special importance, especially those relating to subcontractor contributions to proposals and HTRO points, as they directly impact potential offerors’ teaming decisions and strategies.

The Government will release the Draft RFP with all criteria.

HTRO Instructions Tab

May a single work sample be applied to multiple specialty pools of the HTRO?

Q: May a single work sample be applied to both the General and specialty pools of the HTRO?
