About this file

This is a Questions and Answers document for federal contract solicitation H92295-26-Q-E011 for Individual First Aid Kits (IFAKs).

Solicitation Overview and Key Terms: SOCNORTH Surgeon Cell is the requesting activity for this RFQ, with quotations due by August 19, 2026, at 3:00 PM MDT/5:00 PM EDT. The requirement is for 300 Individual First Aid Kits total: CLIN 0001 specifies 150 kits in Black configuration (North American Rescue model #80-0513 or equal), and CLIN 0002 specifies 150 kits in MultiCam configuration (NAR model #80-0515 or equal, Advanced configuration). Delivery is required on or before September 25, 2026, with FOB Destination terms to the address specified in the "Deliveries or Performance" section. A single award to one vendor is anticipated; quotes providing less than the full solicited quantity will not be considered. Medical components must have not less than 85% of their original shelf-life remaining at delivery and government acceptance. Standard commercial packaging is acceptable with no additional bulk shipping, palletizing, labeling, or DD250 marking requirements. Multiple shipments are permitted provided all deliveries occur by the deadline. The small business size standard is 200 employees for NAICS 423450.

Technical Requirements and Submission Details: For "or equal" products, vendors must provide a list of first aid kit contents matching the NAR model specifications along with manufacturer specifications; manufacturer technical literature is preferred but not required if exact NAR model numbers are proposed. The solicitation permits alternate manufacturers' products and recognizes equivalent components (e.g., QuickClot Bleeding Control Gauze, Celox Gauze, or Chitogauze as alternatives to Combat Gauze LE). The component loadout is not rigid for custom assemblies; manufacturers' standard Advanced Tactical configurations may be proposed as technically compliant solutions. No Item Unique Identification (IUID) marking or registration is required, and no covered defense information will be provided or generated under this commercial off-the-shelf supply order. Quotations should be submitted via email to POC addresses listed in Block 9 of the SF 1449 or the Contact Information section of the SAM.gov notice. SOCNORTH Surgeon Cell will furnish Medical Device Authorization (MDA) documentation when the awardee provides the required form and date. Non-federal commercial references are acceptable for Past Performance evaluation.

H92295-26-Q-E011 – INDIVIDUAL FIRST AID KITS: ANSWERS TO VENDOR QUESTIONS

*ALL QUOTATIONS ARE DUE BY WEDNESDAY AUGUST 19TH, 2026 AT 3:00PM

MDT/5:00PM EDT*

1. The solicitation references the National Park Service in the combined synopsis/solicitation language, while the requirement is identified as supporting the SOCNORTH Surgeon Cell. Please confirm that SOCNORTH is the correct contracting activity for this requirement.

A: SAM Notice Corrected, SOCNORTH is the requesting activity

2. Please confirm the required delivery timeframe after award.

A: Delivery timeframe is on or before 25 September 2026 for both CLINs 0001 and 0002.

3. Please confirm the delivery location and whether delivery is FOB Destination.

A: Delivery location is stated on the solicitation, under the “Deliveries or Performance” section. Delivery is “FOB Destination.”

4. Is there a minimum remaining shelf-life requirement for the medical components at the time of delivery and Government acceptance?

A: in accordance with standard government procurement rules and DoD Manual 4140.27 (DoD Shelf-Life Management Program), medical components must have not less than 85% of their original shelf-life remaining at the time of delivery and Government acceptance. Items delivered with less than 85% remaining shelf-life are typically considered non-conforming and can be rejected

5. If an offeror proposes the exact North American Rescue model specified in the solicitation, is manufacturer technical literature required with the quote, or is identification of the manufacturer and model number sufficient?

A: Although manufacturer technical literature is preferred (if available), identification of the manufacturer and model number will be sufficient.

6. Are all 300 IFAKs required to be delivered in one shipment, or would partial deliveries be acceptable?

A: IFAKs can be delivered in multiple shipments, as long as all deliveries are made on or before 25 September 2026 as stated in the solicitation. Winning vendor will reach out to Designated POC to coordinate delivery specifics.

7. Please confirm whether any specific domestic content, country-of-origin, or Trade Agreements Act requirements apply to the products under this solicitation beyond the clauses incorporated in the RFQ.

A: All applicable clauses and provisions for this solicitation are listed in the ‘Contract Clauses’ section of the solicitation.

8. CLIN Schedule: The solicitation references "The breakdown is as follows:" ahead of the set-aside and NAICS language, but no line-item/CLIN schedule appears to follow in the copy we received. Could you confirm whether a CLIN schedule or additional attachment exists that should accompany this notice, and if so, provide it?

A: A copy of the SF1449 solicitation is listed under the attachments/links section of the solicitation in SAM. This form contains specific CLIN information.

9. "Or Equal" Substantiation: For vendors proposing an "or equal" product to the NAR model #80-0513, what documentation is required to substantiate equivalency (e.g., manufacturer spec sheets, independent test data, side-by-side comparison to the salient characteristics)?

A: A list of the first aid kit contents equal to the NAR model # along with manufacturer specification is required.

10. Packaging/Marking: Beyond the individual kit packaging specifications, are there bulk shipping, palletizing, labeling, or DD250 marking requirements we should account for?

A: Shipments should be labeled according to the ‘Ship To’ address listed under the “Deliveries or Performance” section of the solicitation. There are no additional bulk shipping, palletizing, labeling, or DD250 marking requirements.

11. Split Award: May the Black and Multi-Cam colorways be quoted or awarded to separate vendors, or must a single vendor supply both quantities under one award?

A: SOCNORTH anticipates a single award to be issued for all items. Quotes that provide for less than the solicited items will not be considered for award.

12. Part number for the Multi-Cam CLIN. The solicitation cites "North American Rescue model #80-0513 or equal" for both the BLACK line item (CLIN 0001) and the MULTICAM line item (CLIN 0002). Per North American Rescue's RIG Series Eagle IFAK Product Information Sheet (Rev. 051826), P/N 80-0513 is the Black, Advanced configuration; the MultiCam, Advanced configuration is P/N 80-0515 (80-0514 is Coyote, 80-0992 is Ranger Green). Will the Government confirm that CLIN 0002 is intended to be NAR P/N 80-0515 (MultiCam, Advanced) or equal?

A: Narrative in SAM posting corrected to reflect 80-0515 MultiCam.

13. Prescription-device authorization. The Advanced loadout includes two FDA prescription devices — the NAR Nasopharyngeal Airway (28F) and the ARS Needle Decompression Kit (14G x 3.25 in.). North American Rescue requires a signed Medical Device Authorization (MDA) naming the supervising medical practitioner before these items may be released. Will SOCNORTH Surgeon Cell furnish a signed MDA or end-user statement to the awardee, and if so, at what point in the process? Early confirmation will materially reduce delivery risk against the 25 September 2026 date.

A: SOCNORTH Surgeon Cell will furnish the MDA when the awardee provides the required form and date.

14. Small business size standard. Block 10 of SF 1449 states a size standard of 500 employees. The SAM.gov synopsis and the current SBA table of size standards for NAICS 423450 both state 200 employees. Which figure controls for this acquisition?

A: The size standard is 200 employees

15. Awarding agency. The SAM.gov synopsis states, "The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation." We understand this to be an administrative error and that award will be made by SOCNORTH Contracting. Please confirm.

A: SAM Notice Corrected, SOCNORTH is the requesting activity

16. Item Unique Identification. DFARS 252.211-7003 is incorporated. Given an estimated unit acquisition cost well below $5,000 and no indication these are serially managed items, will the Government confirm that no IUID marking or registration is required for either

CLIN?

A: Confirm. No IUID marking or registration is required for either CLIN.

17. Safeguarding covered defense information. DFARS 252.204-7012 is incorporated.

Will the Government confirm that no covered defense information will be provided to or generated by the contractor under this commercial off-the-shelf supply order, and that no NIST SP 800-171 implementation or CMMC assessment is a condition of award?

A: Confirm. No covered defense information will be provided to or generated by the contractor.

18. Packaging and marking. The Packaging and Marking section of the solicitation contains no requirements. Please confirm that standard commercial packaging is acceptable and advise of any required unit-of-issue marking, palletization, or shipping-container labeling for delivery to Peterson SFB.

A: Confirm. Standard commercial packaging is acceptable.

19. Quotation submission mechanics. Please confirm: (a) the email address for quote submission; (b) whether a signed SF 1449 (Blocks 12, 17, 23, 24, 30) must be returned with the quote; (c) any page limits or file-format restrictions on the Technical and Past Performance submissions; and (d) whether FAR 52.212-3 representations may be satisfied by an active SAM.gov registration.

A: The email addresses of the POCs for this requirement are listed in Block 9 of SF1449 as well as in the ‘Contact Information’ section of the SAM.gov notice The RFO has removed 52.212-3 representations and certifications must be updated and filled as required by this solicitation.

20. Past performance. For the Past Performance factor, please confirm whether the Government will accept commercial (non-Federal) references, and the preferred number, recency, and format of references.

A: The government will accept non-federal commercial references for the ‘Past Performance’ evaluation metric.

21. "OR EQUAL" SCOPE. The salient characteristics specify exact dimensions (8 x 4 x 3 in.), a maximum weight of 1.18 lbs., a sewn-in embroidered cross, an internally banded tourniquet, and explicit compatibility with NAR Quick Detach Panels, and the component list names C-A-T, Flat ETD, Combat Gauze LE, Hy Fin Vent and ARS by trademark. Read together these describe one product. Please confirm whether the Government will in fact evaluate alternate manufacturers' kits, and if so, which of the listed characteristics are firm requirements versus descriptive. If the requirement is effectively brand-name, saying so now lets small businesses source through the correct channel rather than submit non-conforming quotes.

A: Brand name is not required. The government will evaluate and inspect “other than brand name” products to ensure the kit contents match with what is listed in the solicitation. For example Combat Gauze LE may be what the referenced kit utilizes but there are several or equal products that may meet the requirement for example : “QuickClot Bleeding Control Gauze, Celox Gauze / Celox Rapid, Chitogauze /Chitoflex”

22. The component loadout in the salient characteristics specifies a 4 in. Flat ETD and compressed Z-fold wound packing gauze. The manufacturer’s published Advanced Tactical configuration for model 80-0513 is listed with a 6 in. Flat ETD and S-rolled gauze. Is the loadout written as a firm requirement?

A: The loadout is not a rigid requirement for a custom assembly. Model 80-0513 is specified as a baseline 'Brand Name or Equal' standard. Offerors may propose the manufacturer's standard Advanced Tactical configuration (6 in. Flat ETD and S-rolled gauze) as a technically compliant 'or equal' solution, provided all other performance metrics and structural specifications of the solicitation are met.

23: For CLIN 0002, please confirm whether North American Rescue P/N 80-0515 is the intended brand-name reference for the Advanced Multi-Cam configuration. P/N 80-0513 appears to correspond to the Advanced Black configuration.

A: P/N 80-0515 is for the Advanced Multi-Cam configuration;

P/N 80-0513 is for the Advanced Black configuration

24. On page 6, CLIN 0001 states delivery “On or Before” September 25, 2026, while CLIN 0002 states delivery “Required On” September 25, 2026. Please confirm whether delivery on or before September 25, 2026 is acceptable for both CLINs.

A: The delivery dates for both CLINs 0001 and 0002 are “on or before September 25, 2026.”
