SOW for SUPPORT IN THE VICINITY OF KOTZEBUE

A. BUNKHOUSES

I. The use of Two (2) operated bunkhouses from 13 AUG – 21AUG 2025 located at pre-arranged Government provided locations. Each bunkhouse shall provide life support for Sixteen (16) individuals. Each Bunkhouse shall be equipped with heat, electric power, beds for sixteen individuals, a common area, a furnished kitchen, a functional toilet, a functional heated shower, and parking for vehicles.

B. TARGET BUILDINGS

i. The use of TWO (2) target buildings from 15-20 August 2025 located at prearranged Government provided locations. Each building shall provide essential life support for Six (6) individuals to include heat, electric power, and fuel sources.

iv. The use of TWO (2) target buildings from 15-20 August 2025 located at prearranged Government provided locations. Each building shall provide essential life support for Four (4) individuals to include heat, electric power, and fuel sources.

C. Vehicles:

(I) All vehicles shall be operated under the condition of unlimited mileage.

(II) All vehicles will be fully fueled, and the government will not be required to fuel vehicles at the end of the exercise.

(III) All vehicles shall operate continuously in extreme Arctic environment.

(IV) The Contractor shall be prepared to provide on-the-spot maintenance in the event of a failure and/or to provide a replacement vehicle within 5 hours of notification of failure.

(V) Government will provide dates for delivery and return no later than 25 July 2025.

1. Four (4) large truck (class F-150 quad cab or larger) or SUV 4x4 or Awd delivered to Kotzebue Alaska use from 13-21 August 2025.

2. One (1) box truck/ flatbed truck capable of transporting equipment weighing 1400 lbs. from the 19 –21 of August 2025. Government reserves the right to extend use of the vehicles for further days if needed.

D. Boats:

I) All boats shall be operated under the condition of unlimited mileage.

II) All boats shall operate in extreme Arctic temperatures and conditions.

III) The Contractor shall be prepared to provide on-the-spot maintenance in the event of a failure and/or to provide a replacement boat within 5 hours of notification of failure.

IV) All boats should be able to transport six (6) passengers and approximately 1200 lbs. / 12 cubic meters of cargo. The cabin shall be covered. Capable of operating in Kotzebue Sound, and up the Noatak River. Each boat shall have one (1) captain. A standby replacement captain shall be available within five hours of notification and be available for duration of the schedule.

V) Three (3) boats on August 15 th 2025 shall have the ability to operate offshore up 20 miles in ocean conditions in the vicinity of Kruentern, Alaska.

VI) Government will provide dates for delivery and return no later than 25 July 2025.

E. Rinse Tanks:

I. Contractor shall provide one (1) wash basin at least 4’x’4’x6’ in size. Capable of the cleaning / rinsing of parachutes. To be delivered to the Alaska national guard hanger in Kotzebue Alaska.

II. Government will provide dates for delivery no later than 25 July 2025.

F. Lodging:

I) Contractor shall secure commercial lodging for two (2) individual rooms from 13-15

August 2025 in the vicinity of Kotzebue, Alaska.

II) Contractor shall secure commercial lodging for two (2) individual rooms from 19-21

August 2025 in the vicinity of Kotzebue, Alaska.

III) Contractor shall secure commercial lodging for six (6) individual rooms from 13-21

August 2025 in the vicinity of Kotzebue, Alaska.

IV) Contractor shall secure commercial lodging or a team house that is equipped with heat, electric power, beds for five (5) individuals, a common area, a furnished kitchen, a functional toilet, a functional heated shower, and parking for vehicles from 12-23 August 2025 in Kotzebue, Alaska.

V) Contractor shall secure commercial lodging or a team house that is equipped with heat, electric power, beds for fourteen (14) individuals, a common area, a furnished kitchen, a functional toilet, a functional heated shower, and parking for vehicles from 20-23 August 2025 in Kotzebue, Alaska.

G. Material handling equipment (MHE):

(I) Contractor shall provide one (1) all terrain 10k forklift and operator with extension available if needed from 20-21 of August 2025 in Kotzebue Alaska. Government reserves the right to extend use of the forklift for further days if needed.

(II) The Contractor shall be prepared to provide on-the-spot maintenance in the event of a failure and/or to provide a replacement MHE within 5 hours of notification of failure.
