About this file

This document contains government responses to questions received regarding a pre-solicitation notice for non-traditional ISR targeting manpower services. The pre-solicitation notice seeks potential sources that can provide 19 full-time equivalent personnel to support intelligence analysis programs for the United States Special Operations Command South, or SOCSOUTH, including senior analysts, data scientists, developers, cyber analysts, SIGINT analysts, and language-enabled SIGINT analysts. Questions were required to be submitted by 7 January 2020, with responses provided. While an incumbent exists, the effort seeks to develop a long-term contract solution. Final requirements and contract type have not been determined. The anticipated contract type is potentially time and materials. Responses to the pre-solicitation notice should include company point of contact, size status and/or SBA certification, and NAICS and CAGE codes by 15 January 2020.

Government Responses to RFIs received before 13 December 2019

1. How would you like industry to submit answers to your questions?

a. Yes, email to either one of the POCs listed.

2. Does the work require a TS FCL?

a. Yes, requires minimum TS FCL.

3. Can SOCSOUTH provide a draft SOW/PWS for these requirements? There are currently no attachments posted to the sources sought notice.

a. The government is in the sources sought/market research phase for this new acquisition. Statement of Work will not be released at this time as it has not been finalized.

4. Please confirm SOCSOUTH does not seek information related to company experience providing similar services. Rather, at this time, SOCSOUTH only seeks information on three items: (1) a company POC; (2) company size status and/or SBA certification of the company; and (3) NAICS and CAGE code for the company. We are happy to provide additional information to include details on relevant contracts, if those would be helpful in determining qualified sources.

a. Concur, (1)-(3) is the only information requested at this time.

5. Disclaimer: SOW is not complete at this time and will not be released until the solicitation.

6. Do you want a capability statement with our response or are we to just answer the 3 questions?

a. Capability statement is not required at this time.

7. Is this new work, or is there an incumbent? Looking at the SAM notice and GovWin we see there isn’t much historical information available for this work.

a. There is an incumbent; however, this effort is to find/develop a long –term contract solution.

8. Request the government consider utilizing NAICS 541330 vs 518210?

a. The NAICS 518210 is precursory and a more concrete NAICS will be determined at time of RFP issued date.

9. Understand the government is currently conducting market research, do you have a projected timeline for the SOW or RFP releases?

a. There is no projected timeline for SOW or RFP releases yet.

10. The RFI talks about language enabled SIGINT Analysts, is the language requirement all Spanish or Spanish and Portuguese or other?

a. There are other language requirements outside of Spanish and Portuguese

11. Does the Govt anticipate a Small business award? Any set asides SDVOSB, HubZone etc?

a. This has not been determined at this time as we are conducting market research.

12. Will the proposal require resumes?

a. Some of the positions will require resumes. Final qualifications have not been determined at this time.

*No other RFIs will be answered until the pre-solicitation notice. Thank you for your patience.
