The following FAR references may be accessed from https://www.acquisition.gov/. The following clauses and provisions are hereby incorporated by reference into this Combination Synopsis‐Solicitation:
A. FAR 52.212‐1, Instructions to Offerors – Commercial Items. (Nov 2021)
a. Offerors shall comply with all instructions contained within 52.212‐1. Offerors shall submit the following documentation via email in order to be determined as responsive:
i. Completed RFQ Word Document
ii. All documentation requested in FAR 52.212‐2
iii. Representations and Certifications as requested in FAR 52.212‐3
iv. Compliance with FAR 52.204‐24
B. FAR 52.212‐2, Evaluation – Commercial Items (Nov 2021).
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers:
i. Past Performance
ii. Technical Capability
iii. Price
b. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
c. The Government reserves the right to enter into interchanges with offerors.
d. Factors:
i. Technical Capability
a. Task 1 – Provide project management IAW PWS paragraph 1.4.1 and Attachment 3 Deliverables Crosswalk: Offeror will provide no more than 3 pages document to demonstrate
b. Task 2 ‐ Provide transition‐in and transition‐out support IAW PWS paragraph 1.4.2 and Attachment 3 Deliverables Crosswalk: Offeror will provide no more than 2 pages document to demonstrate.
c. Task 3 – Provide Atmospheric Reporting, Research Analysis, and Knowledge Management Data Base IAW PWS paragraph 1.4.3 and Attachment 3 Deliverables Crosswalk: Offeror will provide no more than 3 pages document to demonstrate.
ii. Past Performance
a. The offeror will provide past performance projects executed within the last 3 years similar in nature. Offeror will provide Contractor Performance Assessment Reporting System (CPARS) documentation (submit no more than 3 projects; 1 page per project to include a point of contact to verify past performance ‐name, email, phone number).
b. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases.
c. Past performance will be evaluated for recency. Recent past performance must occur within the last three years from the date of solicitation issuance. Past performance must be recent in order to be considered for a confidence rating.
d. Recent past performance will receive a past performance relevancy adjectival rating as defined below:
e. Offers with Recent and Relevant Past Performance will then receive a Performance Confidence Assessment adjectival rating as defined below:
SPECIAL OPERATIONS COMMAND CENTRAL
C/FJSOCC FORWARD
AL UDEID AIR BASE, QATAR
APO, AE 09309
f. Contractors, who do not have past performance, will receive a Neutral Confidence Rating.
iii. Price.
a. The determination of price reasonableness will be based upon competitive quotations.
b. All prices shall be provided in USD.
c. The Total Evaluated Price (TEP) will be determined as follows:
i. Add the extended prices for each line item together to determine the award price, then;
ii. Add 6 additional months of each line item for FAR 52.217‐8 to the award price to determine the TEP. See FAR clause 52.217‐8 below.
iv. Award methodology.
a. Offerors will be evaluated starting with the lowest total evaluated price (TEP), evaluating offers incrementally to the highest TEP.
b. First, technical capability will be evaluated to determine if the offer meets the requirements stated. Technical evaluation will be determined acceptable (must meet or exceed all subparagraphs) or unacceptable. Unacceptable offers will not be evaluated further.
c. Next, the past performance will be evaluated to determine a past performance confidence rating.
d. The Government intends to award to the lowest TEP offer that is technically acceptable with substantial past performance confidence. Higher TEP offerors will not be evaluated if a lower TEP offer is technically acceptable with a substantial past performance confidence rating. If no offerors demonstrate substantial past performance confidence, award will be made to the lowest TEP offer that is technically acceptable with satisfactory past performance confidence. No award will be made to an offer that is not technically acceptable.
e. In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance (see FAR 15.305(a)(2)(iv).) In this case, the offeror’s past performance is unknown and assigned a performance confidence rating of “neutral.” Although the USG may not rate an offeror that lacks recent, relevant past performance favorably or unfavorably with regard to past performance, the USG may determine, that a “Substantial Confidence” or “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating in a best value tradeoff as long as the determination is consistent with stated solicitation criteria.

These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.
The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of contract expiration.
G. 52.217‐9 Option to Extend the Term of the Contract (MAR 2000)
a. The Government may extend the term of this contract by written notice to the Contractor within 30 days of contract expiration date; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires.
The preliminary notice does not commit the Government to an extension.
