About this file

This is a contract modification document (Changes 0003) outlining seven substantive amendments to a federal solicitation.

The modification establishes explicit invoicing authorization for contractors to bill upon physical delivery and formal acceptance of Phase III deliverables, specifically signed Handover Records and 10-Day After-Action Reports. Performance compliance will be strictly evaluated in annual CPARS assessments, though the Government accepts cash-flow risk for expenses incurred prior to 180-day Phase V Monitoring, Evaluation, and Learning assessments. All references to Controlled Unclassified Information (CUI), Common Access Cards (CAC), security clearances, and GCC cloud environments have been eliminated; standard secure SFTP with multi-factor authentication will be used for unclassified participant personally identifiable information. Contractor travel expenses are capped at a hard ceiling of $525,000.00, with mandatory adherence to Federal Travel Regulations and GSA per diem rates, fully itemized expense reports, and merchant receipts. Critically, all transit labor, travel planning, and booking overhead are excluded from CLIN 0003 and must be incorporated into core fixed-price labor. The Project Manager is now designated as a Key Personnel position requiring a minimum of five years of contract administration, logistical tracking, and invoicing experience. Senior National Stabilization Consultants are organized into two geographic clusters (Cluster A for Requirement 1 nations and Cluster B for Requirement 2 nations), each requiring at least one lead consultant. Finally, Global Fragility Act (GFA) funding scope has been clarified to prevent contractors from billing physical construction or procurement actuals under the GFA-priority data portfolio, ensuring statutory compliance.

Changes 0003

1. Invoicing Authorization & Milestone Billing

• Impacted Sections: Section 1.2.1.11.2 (Requirement 1) and Section 1.3.1.9.2 (Requirement 2).

• The Change: Added explicit invoicing milestones. Bidders are now authorized to invoice per completed engagement upon physical delivery and formal acceptance of short-term Phase III deliverables (signed Handover Records and the 10-Day After- Action Reports).

2. Performance Compliance Risk Mitigation

• Impacted Sections: Section 1.2.1.11.3 (Requirement 1) and Section 1.3.1.9.3 (Requirement 2).

• The Change: Formally documented that while the Government accepts the cash-flow risk of expensing engagements prior to the 180-day Phase V Monitoring, Evaluation, and Learning (MEL) follow-up assessments, the contractor's performance and timeliness on these long-term reports will be strictly factored into their annual CPARS evaluations.

3. Complete Elimination of CUI and CAC Requirements

• Impacted Sections: Sections 1.2.1.3.3, 1.2.1.12.1, 1.2.1.12.3, 1.2.1.17.2, 1.3.1.10.1, 1.3.1.10.3, and 1.3.1.14.2.

• The Change: Purged all references to Controlled Unclassified Information (CUI), GCC cloud environments, and SPRS reporting scores. Formally wrote in that no Common Access Cards (CAC), security clearances, or base credentials are required. Standard secure SFTP with MFA will be utilized to transfer standard unclassified participant PII (Leahy vetting rosters).

4. Contractor Travel Restructuring & CLIN 0003 Rules

• Impacted Sections: Section 1.2.1.15 (Requirement 1) and Section 1.3.1.12 (Requirement 2).

• The Change: Overhauled travel terms to mandate strict adherence to Federal Travel Regulations (FTR) and GSA per diem rates. Reimbursable travel expenses are capped at a hard, non-negotiable ceiling of $525,000.00. We have explicitly added "Responsible Travel Reporting" terms, requiring fully itemized expense reports paired with actual merchant receipts. Crucially, we wrote in that all contractor labor

(transit labor, travel planning, booking overhead) is strictly excluded from CLIN 0003 and must be built into their core FFP labor.

5. Key Personnel - Project Manager Addition

• Impacted Sections: Section 1.2.1.14.2 (Requirement 1) and Section 1.3.1.11.2 (Requirement 2).

• The Change: Formally added the Project Manager as a Key Personnel position, requiring a minimum of 5 years of contract administration, logistical tracking, and invoicing experience.

6. Key Personnel - Geographic Staffing Clusters

• Impacted Sections: Section 1.2.1.14.5 (Requirement 1) and Section 1.3.1.11.5 (Requirement 2).

• The Change: Grouped the Senior National Stabilization Consultants into two geographic clusters: Cluster A (Requirement 1 nations) and Cluster B (Requirement 2 nations), requiring at least one lead consultant per cluster.

7. GFA Dialogue Scope Definition

• Impacted Sections: Section 1.1.2.2.4 (Requirement 2 Permitted Activities), Section

1.2.1.5.3 (GFA Dialogue Exclusion), and Section 1.3.5.5.3 (MEL GFA Scope Clarification).

• Reasoning/Benefit: This ensures complete statutory compliance of our GFA funding stream. It explicitly blocks the contractor from attempting to bill physical construction or procurement actuals under the GFA-priority data portfolio.
