About this file

This is a Questions and Answers document for a federal contract solicitation for Somalia Cultural Advisors services. The document addresses 41 questions from prospective offerors regarding requirements, evaluation criteria, security clearances, personnel qualifications, pricing, and operational logistics.

The solicitation is a recompete of contract H9227624P0023, currently held by Legal Interpreting Services Inc. (CAGE Code 471A6), and will result in a single award contract. Offerors must propose three primary Cultural/Political Advisors, each with resumes submitted for technical evaluation. All three advisors must possess active TS/SCI clearances and current TOP SECRET Facility Security Clearances at the time of quote submission. Backup and alternate advisors are not required at quote submission but become mandatory after contract award. Prior experience with Title 10 USC Section 127e activities is required at quote submission. One past performance example is required; subcontractor past performance is acceptable if accompanied by context describing the company's specific functions. Resumes and past performance documentation are evaluated separately and do not count toward the 20-page technical documentation limit.

The contract structure has been revised to 6-month options for three advisors with FFP pricing. Unit pricing should represent the combined monthly cost for all three advisors. Offerors must price all 56 hours per week (eight-hour days, seven days per week) within FFP CLIN pricing with no separate overtime CLIN. The contractor must furnish PPE including Armor Level IIIA vest, ballistic helmet, APEL-approved eye protection, and leather gloves, with replacement responsibility on the contractor and no separate PPE CLIN. All 15 days of leave per six-month option period is inclusive of any R&R eligibility. In-processing requires two days at Camp Lemonnier, Djibouti; no CONUS-based processing is required. Personnel must carry PPE when traveling to and within Africa. Quality control plans must be submitted before services commence. TS/SCI requirements extend to HQ operational support staff including Program Managers. All personnel, including subcontractors, must hold U.S. security clearances; non-U.S. citizens cannot be approved for these roles. Facility clearance is required despite offices not handling classified information due to operational security risks. All pricing for costs including Defense Based Act Insurance and contractor-furnished equipment must be included under each CLIN with no separate cost reimbursable CLINs available.
