About this file
This is a Questions and Answers document for solicitation H92276-25-Q-0005 for six AV2011 SATCOM Antennas to be delivered to Camp Lemonnier, Djibouti. The document clarifies several key points: no carrying case is required though the product must arrive undamaged; this is a new standalone contract for commodities rather than services with no incumbent; delivery timeframe is preferred at 30 weeks but up to 38 weeks is acceptable; and the estimated award date is March 7.
The contractor is required to handle direct international shipping to Djibouti, and since this involves ITAR-controlled equipment, detailed guidance is provided on selecting qualified freight forwarders. Key requirements for forwarders include DDTC registration, ITAR shipping experience, secure handling protocols, and documentation expertise. Regarding payment terms, these are open for bidders to propose and will be finalized during contract drafting if selected for award based on evaluation factors.

H92276-25-Q-0005 Questions & Answers:
Q. We were reviewing this RFQ and had a question. Our vendor sells this item with a hard case, a soft case, or no case. I don't see in the RFQ where any case is mentioned but I didn't want a case to be expected. Should I bid this with or without a hard or soft case?
A. No case was mentioned in the solicitation, so no case is expected. However, with or without a case, the product must get here undamaged.
Q. We are performing independent research on the Combined Synopsis/Solicitation (H9227625Q0005). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A. This is a new standalone contract for a commodity not a service.
Q: Would a slightly extended lead time be considered, or is 30 weeks a hard requirement?
A: 30-weeks is what we are hoping for however I did not put this as part of the evaluation factors so it is acceptable to list 38-weeks if needed.
Q: Will the government provide a U.S.-based consolidation point for shipment, or is the contractor required to handle direct international shipping to Camp Lemonnier, Djibouti?
A: The later would apply, where the contractor is required to handle direct international shipping to Camp Lemonnier, Djibouti
Q: If direct shipping is required, do you have any recommended freight forwarders for ITAR-controlled equipment?
A: I have no expertise or recommendations on forwarders. Some things to look for when finding one is to ensure the following:
1. ITAR Registration: The forwarder MUST be registered with the US State Department's Directorate of Defense Trade Controls (DDTC). This is non-negotiable.
2. Experience: Look for a forwarder with a proven track record of handling ITAR shipments, ideally to your target destination (Djibouti in this case).
3. Secure Handling: They must have robust security protocols for storing, handling, and transporting controlled goods to prevent unauthorized access or diversion.
4. Documentation Expertise: ITAR shipments involve extensive documentation. The forwarder must be meticulous in preparing and managing these documents accurately.
5. Compliance Support: They should provide guidance and support to ensure your company remains compliant throughout the shipping process.
Where to Find Potential Forwarders:
• Industry Associations: Organizations like the National Customs Brokers & Forwarders Association of America (NCBFAA) can provide member directories.
• Online Directories: Several online platforms specialize in listing freight forwarders, including those with ITAR expertise.
• Referrals: Seek recommendations from your industry contacts or legal counsel specializing in export controls.
Q: Can you provide an estimated award date for this contract?
A: 7 March is the estimated award date.
Q: Are there any prepayment options or progress payments available, or is this strictly Net 30 upon delivery?
A: I left a spot open for payment terms on the Combo for you to fill out. If you win award from the evaluation factors, then we could discuss options for payment as I draft the contract.
