Statement of Work (2- 14 Dec 2020)
1. (CUI) OVERVIEW:
1.1 (CUI) The purpose of this statement of work (SOW) is to define the need for a reliable and flexible RED CELL in order to test the effectiveness of MRST G Techniques Tactics and Procedures (TTPs) specifically in a contested environment opposing Violent Extremist Organizations and Peer/near peer threats to the Blue Force or Exercise Force.
1.2 (CUI) The RED CELL will create an environment to mirror adversarial threats to the SOTF/MSOC/MSOT operations within the exercise Area of Responsibility (AOR). The environment will replicate passive Radio
Frequency (RF) and active RF capabilities utilizing commercial off the shelf (COTs) equipment that the general public would be able to acquire and gain proficiency using open source resources as well as physical and visual observation of the exercise force. Additionally, the environment will also replicate passive and active RF capabilities to mirror Violent Extremist Organizations (VEO) and peer/near peer adversaries. Training in this simulated contested environments is critical to prepare the Marines of Marine Raider Support Team G to deploy and support full-spectrum special operations as part of the MSOC and the larger Joint and Coalition force.
2. (CUI) BACKGROUND:
2.1 (CUI) From 2 to 14 December 2020, 2d MRSB will conduct Training and Readiness Exercise II (TRX II) for
Marine Raider Support Team Golf (MRST G) on Camp Lejeune, North Carolina to exercise and assess collective Training and Readiness (T&R) standards in preparation for CHOP to Marine Special Operations
Company Golf (MSOC G) and subsequent deployment.
2.2 (CUI) In order to properly conduct the training, a RED CELL capability is required to replicate various threat actors and or groups of threat actors throughout the exercise Area of Operations. This capability is required to train and exercise the conduct of full spectrum special operations in a contested environment against a VEO and peer/near peer threat.

SMEs to act as a Red Cell to operate in an exercise environment that can demonstrate adversarial threats to a
Special Operations Task Force, Marine Special Operations Company (MSOC) or Marine Special Operations
Team (MSOT) within the exercise Area of Responsibility (AOR). This environment will replicate passive RF and active RF capabilities utilizing commercial off the shelf (COTS) equipment that the general public would be able to acquire as well as physical and visual surveillance. The SMEs will be expected to integrate into a scripted scenario, provide time sensitive analysis of the current RF environment as well as the physical environment, and conduct pre-approved actions against the blue force in training from a vehicle-mobile, foot-mobile, static, or remote platform.
4.3 (CUI) RED CELL SME Integration: The SMEs will work alongside the Exercise Control Group (ECG) consisting of key members of the 2d Marine Raider Support Battalion. The SME will work alongside the ECG to develop tools or Techniques Tactics and Procedures (TTPs) to address a fluid environment generated through scripting and responses from the blue force that will increase or decrease the threat level as needed.
